Speech of Chairman of the Board In the Name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah and Peace Be Upon Prophet Mohammad, His Family and Companions Almighty Allah granted Kuwait and its people the love of charitable works, thus Zakat House, The Pioneer Charitable Institution in the field of Zakat and Charitable work, became a global symbol for such gift characterizing Kuwaiti people, whose charitable activities and projects exceeded Kuwait boarders to all over the world. During 2013 combined efforts of our institution and generous participations of benefactors resulted in revenues in the amount of 44,086,363 Dinars. 72% thereof disbursed to serve Kuwait Society, 32837 families benefited from. 28% of the total revenue was disbursed outside Kuwait, as 210 charitable project were executed in 38 countries according to desire of valued benefactors in coordination with Embassies of the State of Kuwait. Zakat House sponsored 28309 orphans in 37 countries and provided support for 97 Islamic Charitable Organizations in 52 countries to aid orphans, poor and in need people in such countries. It is worth mentioning that; Zakat House became the target of visiting delegations who have the desire to explore our experience in this field and clone it to establish institutional zakat work based on the house's experience in this field. In this regard, I would like to express our thanks and gratitude to sponsors of our charity movement, His Highness Sheikh, Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of Kuwait - May Allah Protect Him and His Crown Prince Sheikh, Nawaf Al-Ahmad Al-Jaber Al-Sabah, May Allah Protect Him, for their sponsorship and directions which had the prominent effect in the evolution of charity movement in Kuwait, thus we could achieve this pioneering position. Vision Leadership and excellence in serving Zakat and Charitable Work Locally and Abroad Message Zakat House is an independent Governmental Organization, concerned with Zakat through the collection of Zakat and charitable resources, developing and expending them nationally and internationally at highest levels of efficiency and excellency. Zakat House seeks qualitative and quantitative expansion of services provided for beneficiary classes and deserving people in accordance with development needs via adapting financial and administrative systems compatible with provisions of Islamic Sharia, quality standards and institutional governance. Geographical and media prevalence in addition to development of human resources is an essential part of the House's Message according to work plans compatible with development trends of the State. 17

Also that; Zakat House Administration is committed to resolutions and recommendations issued by Sharia Board. Sharia Board would like to express its deep thanks to Members of the Board of Directors, The General Director and Departments of Zakat House for their fruitful cooperation with Sharia Board, which enabled it to fulfill its tasks. Sharia Board also would like to thank employees of Zakat House for their efforts to revive Zakat and their commitment to Islamic Regulations. institutional Structure Work in Zakat House is performed according to its strategic plan (2011/2012 2015/2016) and all its efforts are focused on performing all its projects. Zakat House executed 45 strategic projects on 2013, and the General Performance Level reached 93%. Zakat House also published Zakat Draft Model Law Book and, as usual, training course about zakat accidents was held in cooperation with Ministry of Awqaf and Islamic Affairs. Another course was held for Imams of mosques regarding Zakat jurisprudence. In addition to cooperation with Ministry of Education to give 35 lectures to increase awareness of students in various school stages regarding Zakat. Quality control: Zakat House made two stimulating programs to increase efficiency of quality auditors in which 23 male and female auditors participated in and delivered 18 messages and competitions to increase awareness of administrative quality for employees of Zakat House. Zakat House uploaded quality documents and programs on the intranet to be within reach of all employees of Zakat House. Quality office provided a presentation of Zakat House experiment in the field of quality to the delegation of the International Bank who visited Zakat House during such time. 26

Human Resources: Zakat House is interested in developing capabilities of employees to meet the advancement in its plans and institutional structure. It is has set up 150 training programs in which 976 male and female employees of various departments participated in. It has made a study on the efficiency of the use and distribution of manpower in Zakat House in order to upgrade Quantitative and Qualitative indicators of achievement at the House. Information Systems: Zakat House is keen to develop its automated systems and to originate new systems to serve the work and to enable it to achieve its strategic trends. Such work in this field, led to wining the third position within the best three projects on the Arab Level as the best electronic content for a Kuwaiti Government Website at the International Competition- World Summit Award. Geographical spread: Zakat House works on geographical spread all over Kuwait, in order to deliver its services to all citizens. It has completed the construction and furnishing of its administrative building in Slamiya Area and has approval for the allocation of seven permanent revenue centers and the allocation of a 2600 m plot to expand its branch building at Jahraa Governorate. 27

Medial and Financial Resources Media: Zakat House carried out its annual media campaign in a distinct artistic style under the slogan. «stay calm and don't worry» in which it seeks to gain public interaction. With the campaign in order to support charitable activities and projects of the House. Zakat House is keen to use modern means of communication to deliver its medial message to all audience segments. Services and projects of charity Social Services: Zakat House is keen on developing its services for the deserving families in the way that maintains their dignity. Zakat House has overpassed the process of providing the good will loan by internet to the level of providing social assistance in the same way. However, 31445 families have benefited from the assistance provided by Zakat House which reached 23.956.067 Kuwaiti Dinars. The Good Will Loan Zakat House provides good will loans to assist some families to overcome their temporary circumstances which may affect their budget, to be paid as facilitated installments. However, 1559 families have benefited from these loans and the amounts reached 4.348.250 Kuwaiti Dinars. Health Care Zakat House provided services of medical insurance for the cases under its care, in cooperation with Ministry of Health and Central Bureau of illegal residents, as the amounts reached 130.912 Kuwaiti Dinars, about 891 families have benefitted as well, representing about 4762 individuals. In Kind Donations: Zakat House took care of 7681 deserving families, total of what was provided by the House for those families reached 2.210.519 Kuwaiti dinars of in kind donatios and food supplies. The House cooperates with 6 cooperation societies to afford those food supplies for the families. Support of Local Funds and Authorities: Zakat House supported 11 local authorities, with the total of 340.517 Kuwaiti Dinars to assist them in developing their goals for the sake of serving the Kuwaiti society. However, the House is cooperating with 10 other authorities by founding a group of funds in order to serve some of the society s segments, as the House offered 1.380.000 Kuwaiti Dinars. Distinct Local Projects Zakat House supervises the execution of the donation provided by His Highness Al-Sheikh Salem Al Ali Al Salem Al -Sabahmay Allah be pleased with him. His donation of 60 million Kuwaiti dinars is for the citizens in debt whose arrest and arraignment order was issued before 25/07/2012, by coordination with ministry of Justice. However, the number of individuals who have been exempted by paying their debts reached 9981 indebted, the total amount of their debts reached 18.208.535 Kuwaiti dinars. The number of Kuwaiti male citizens who got married from Kuwaiti female citizens after 25/07/2012 reached 3233 citizens, and 19.389.000 Kuwaiti dinars were paid for them, 6.000 Kuwaiti Dinars each. In addition, Zakat House supervises on implementing Shikhan Al Farsi and Sherifa Al-Awadi healthcenter as well, with a total cost of 1.342.000 Kuwaiti Dinars by coordination with Ministry of Public Health, and this project shall be completed soon. External projects Zakat House activities and external projects are carried out by coordination with Kuwait s embassies abroad, and in accordance with desires of valued benefactors. However, 210 charity projects have been executed in 38 countries, with a total cost of 1.942.655 Kuwaiti Dinars. Accounts Auditor s Report M/S: Chairman and Members of Board of Directors Zakat House Zakat and Charities Independent Government Authority Kuwait Financial Statements Report We have audited the attached financial statements of Zakat House (Independent Government Authority) - Zakat and Charities including Statement of the Financial Position as on 31 st December 2013, gross Income Statement, Statement of changes in Zakat House s Moneys and Statement of Cash Flow for the year ended at that date, Summary for the most significant accounting policies and other clarifying information. Responsibility of Management regarding Financial Data Management is the responsible party for preparing financial data and presenting it fairly in accordance with accounting policies approved by Zakat House, indicated in Note No. (2) and internal control system, which the department sees necessary to enable it to prepare financial data in manner free from material differences either as a result of fraud or error. Responsibility of Accounts Auditor Our responsibility is to express the opinion regarding the financial data based on the audit process done by us. We have done the auditing in accordance with the international auditing criteria. Such criteria requires compliance with ethical code of conduct, and undertaken planning and execution of auditing works to obtain reasonable confirmations that the financial statements are devoid of material differences. The auditing includes undertaking procedures for the purpose of obtaining auditing proofs in connection with the amounts and disclosures on the financial statement. Selection of such procedures is done by the auditor, including assessment of risks related to material differences of the financial statements, either as a result of fraud or mistake. To evaluate such risks, the auditor keeps in his mind internal control procedures related to the preparation and fairness of financial statements of the organization presentation in order to design proper auditing measures, according to circumstances and not to express the opinion regarding the effectiveness of the internal control measures. Auditing process includes evaluation of suitableness of accounting policies and reasonability of accounting evaluations prepares by the management, as well as evaluates inclusive overall presentation of the financial data. We believe that the auditing evidences we have are sufficient and appropriate for us to provide an opinion regarding audit works. 34

Opinion: In our opinion, the financial statements are fairly presented, including all financial aspects. The financial position of Zakat House Zakat and Charities as on 31 December 2013, and the financial results of its works and cash flow for the ended year, at said date, as per the accounting policies indicated at note No. (2). Report regarding legal and other legislative requirements In our opinion, financial statements are in compliance with accounting records, including all what should be mentioned by the law and regulations of Zakat House - Zakat and Charities. Zakat House - Zakat and charities - has regular accounts. Survey was done according to the considered principles. In light of available information, there are no violations to the law and regulations of Zakat House - Zakat and Charities - during this fiscal year, which could affect activities or the financial position of Zakat House - Zakat and Charities. Charity Services Reception of Cases: Zakat House receives applications of social aid in its branches at the following governorates (Hawalli Jahraa Farawaniya Al-Ahmadi) daily during official working hours from 08:00 am until 12:00 pm. Call Center Call center receives calls from our valued public on telephone No. 175 from 08:00 am until 01:00 pm during the week except for Friday and Saturday. It provides necessary information about all services of Zakat House and it answers the inquiries of our applicants who seek social aid. Citizen Service Office The office receives observations from clients regarding complaints, grievances requests for aid and support, inquiries or suggestions then refers them to the competent departments in order to provide answers and best serve our valued clients.
