ADIRONDACK DRUG TASK FORCE FOR IMMEDIATE RELEASE PRESS RELEASE 1. Elizabeth Chaffee dob: 10/01/83 Plattsburgh N.Y. 12901 Elizabeth Chaffe was arraigned in County Court on September 8, 2009 upon an indictment charging her with Criminal Sale of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts and Criminal Possession of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts. The defendant is alleged to have sold cocaine on two occasions on December 4, 2008 while acting in concert with Greg Gates. Hon. Kevin Ryan set bail in the amount of $5,000.00 cash or $10,000.00 bond. Ms. Chaffe s case is rescheduled for pre trial conference later this fall. If convicted after trial, the defendant could be sentenced up to 18 years in State prison. Chaffe is represented by Matt Favro, Esq. 2. Gregg L. Gates dob: 10/26/1973 Plattsburgh N.Y. 12901 Gregg L. Gates was arraigned in County Court on September 8, 2009 upon an indictment charging him with two counts of Criminal Sale of a Controlled Substance 3 rd Degree, (Class B Felony) and two counts of Criminal Possession of a Controlled Substance 3 rd Degree, (Class B Felony). The defendant is alleged to have sold cocaine on two occasions on December 4, 2008 while acting in concert with Elizabeth Chaffee. Edward Ackley dob: 08/23/1948 Plattsburgh NY 12901 Edward Ackley is charged with Criminal Sale of a Controlled Substance 4 th Degree, (Class C Felony) and Criminal Possession of a Controlled Substance 5 th Degree, (Class D Felony). The defendant is charged with the criminal possession and sale of Dihydrocodeinone on January 2, 2009 during a Adirondack Drug Task Force controlled buy in the City of Plattsburgh. Bail was set in the amount of $2,500.00 cash or $5,000.00 bail at the request of the District Attorney s office. Ackley will reappear in County Court for a pre trial conference on October 22, 2009. The defendant is represented by Matt Favro.

Emery Beshaw, Jr. dob: 02/15/1969 Plattsburgh, NY 12901 Emery Beshaw, Jr., was arraigned in County Court on September 11, 2009 and charged by indictment with Criminal Sale of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts, and Criminal Possession of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts. The defendant is alleged to have sold 4 morphine pills during one control buy and sold 2 morphine tablets in a second control buy on November 13, 2009. The controlled buys were conducted by the Adirondack Drug Task Force. Hon. Kevin K. Ryan set bail in the amount of $25,000.00 cash or $50,000.00 bond. The defendant is scheduled to appear before Hon. Patrick R. McGill on September 14, 2009 for further court proceedings. The defendant could be sentenced up to a maximum of 18 years in prison if convicted as charged. 5. Gary Tunnell, Jr. dob: 06/09/1968 Plattsburgh N.Y. Gary R. Tunnell, Jr., was arraigned in Clinton County Court on September 11, 2009 and charged under indictment with Criminal Sale of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts, and Criminal Possession of a Controlled Substance 3 rd Degree, (Class B Felony) 2 Counts. The defendant is alleged to have possessed and sold cocaine on February 6, 2009 and March 25, 2009. The defendant is scheduled to reappear in County Court before Hon. Kevin K. Ryan on October 16, 2009. The defendant faces up to 18 years in prison if convicted as charged. Judge Ryan set bail in the amount of $20,000.00 cash or $40,000.00 bond. The defendant is represented by Matthew Favro, Esq. 6. Chad Webber dob: 04/29/1982 Plattsburgh, NY Chad Webber appeared in Clinton County Court on September 11, 2009 before Judge Kevin Ryan and was arraigned on two indictments. The first indictment charges Webber with Criminal Possession and Sale of a Controlled Substance 3 rd Degree, (Class B Felony), selling two morphine pills on December 2, 2008. The second indictment charges Webber with criminal possession and sale of a controlled substance (less than ½ ounce of cocaine), a class B felony. Judge Ryan set a combined bail of $25,000.00 cash or $50,000.00 bond. Webber is rescheduled to appear in County Court before Judge Kevin Ryan on September 15, 2009 with an attorney. 7. Dean Soucie dob: 11/16/1963 Plattsburgh, NY Dean Soucie appeared in County Court on September 11, 2009 and was arraigned upon an indictment charging two counts of Criminal Sale of a Controlled Substance 3 rd Degree and two counts of Criminal Possession of a Controlled Substance 3 rd Degree, each a class B felony. The defendant is charged with possessing and selling fentanyl patches on March 14, 2009 on two separate occasions. The Court set bail in the amount

of $1,000.00 cash over the objection of the district attorney s office. appear in County Court on October 22, 2009. The defendant is rescheduled to 8. Michelle Groleau dob: 11/16/1970 Plattsburgh, NY 12901 Michelle Groleau was arraigned in Clinton County Court on September 11, 2009 and charged under indictment with Criminal Sale of a Controlled Substance 5 th Degree, (Class D Felony) 2 Counts, and Criminal Possession of a Controlled Substance 5 th Degree, (Class D Felony) 2 Counts. The defendant is alleged to have sold 20 methylphenidate pills on December 8, 2008 and 8 methylphenidate pills on December 9, 2009 during two undercover investigations conducted by the Adirondack Drug Task Force. The defendant is scheduled to reappear in Court on September 14, 2009 with an attorney. Hon. Kevin Ryan set bail in the amount of $5,000.00 cash or $10,000.00 bond. 9. Cassandra Soper dob: 04/10/87 Plattsburgh, NY Cassandra Soper was arraigned in County Court before Hon. Patrick McGill on September 10, 2009 and charged under indictment with Criminal Sale of a Controlled Substance 2 nd Degree, (Class AII Felony), Criminal Sale of a Controlled Substance 3 rd Degree (Class B Felony) and two counts of Criminal Possession of a Controlled Substance 3 rd Degree, (Class B Felony). Ms. Soper is charged with possession and sale of approximately 27 grams of cocaine on February 11, 2009 and with the possession and sale of approximately 6 grams of cocaine on February 26, 2009. If convicted as charged, the defendant faces a maximum sentence of 19 years in State Prison. The defendant is rescheduled to appear in County Court on October 8, 2009. Judge McGill set bail in the amount of $5,000.00 cash or $10,000.00 bond over the objection of the District Attorney. Ms. Soper is represented by Tina Soloski, Esq. 10. Randy Newell dob: 06/18/58 Plattsburgh, N.Y. Randy Newell was recently arraigned in County Court and charged by indictment with two counts of Criminal Possession of a Controlled Substance Third Degree. The defendant is charged with possessing cocaine with the intent to sell it as well as possessing more than one eighth of an ounce of cocaine. The defendant is scheduled to reappear in County Court on September 23, 2009. Bail was set by the court at $25,000.00 cash or $50,000.00 bond. The defendant is represented by James Martineau. 11. Denisha Rapier dob: 7/17/90 Brooklyn, N.Y. Denisha Rapier appeared in County Court on August 19, 2009 and was arraigned upon an indictment charging her with acting in concert with Fritz Boutin and Jamell Carter with two counts of criminal possession of a controlled substance. The defendant is charged with have possessed more than one half ounce of cocaine on August 3, 2009 and

that the cocaine was packaged with the intent to sell it. County Court Judge Patrick McGill presided over the arraignment. After the defendant entered a plea of not guilty, the Court set bail at $20,000.00 cash or $40,000.00 bond. The defendant is represented by Frank Zapalla, Esq. 12. Fritz Boutin dob: 2/13/90 Far Rockaway, N.Y. Fritz Boutin appeared in County Court on August 18, 2009 and was arraigned with counsel upon an indictment charging him with acting in concert with Denisha Rapier and Jamell Carter with two counts of criminal possession of a controlled substance. The defendant is charged with have possessed more than one half ounce of cocaine on August 3, 2009 and that the cocaine was packaged with the intent to sell it. County Court Judge Patrick McGill presided over the arraignment. After the defendant entered a plea of not guilty, the Court set bail at $50,000.00 cash or $100,000.00 bond. The defendant is represented by Mike Phillips, Esq. 13. Jamell Carter dob: 3/21/80 Cope, S.C. Jamell Carter appeared in County Court on August 18, 2009 and was arraigned with counsel upon an indictment charging him with acting in concert with Denisha Rapier and Fritz Boutin with two counts of criminal possession of a controlled substance. The defendant is charged with have possessed more than one half ounce of cocaine on August 3, 2009 and that the cocaine was packaged with the intent to sell it. County Court Judge Patrick McGill presided over the arraignment. After the defendant entered a plea of not guilty, the Court set bail at $50,000.00 cash or $100,000.00 bond. The defendant is represented by Dan Gaudreau, Esq. Carter is scheduled to reappear in Court on September 25, 2009. 14. Dustin Vowles dob: 06/22/1978 Redford, NY Dustin Vowles appeared in Clinton County Court on September 11, 2009 before Acting County Court Judge and was arraigned upon an indictment charging Criminal Sale of a Controlled Substance 3 rd Degree and Criminal Possession of a Controlled Substance 3 rd Degree, each a class B felony. The defendant is charged as acting in concert with Chad Webber on July 31, 2009 with the possession and sale of cocaine in the City of Plattsburgh. Vowles faces a maximum sentence of 9 years in prison if convicted as charged. The defendant s bail was set at $20,000.00 cash or $40,000.00 bond with a pre trial conference date scheduled for October 22, 2009. All cases were the result of a investigations conducted by the Adirondack Drug Task Force which consists of the Plattsburgh City Police Department, Drug Enforcement Administration, U.S. Border Patrol, New York State Police, Clinton County Sheriff s Department and the Clinton County District Attorney s Office.
