Protecting the Public by Countering the Abuse of Power by Attorneys and Other Public Figures. The collateral inter-relationship that often occurs between a criminal prosecution of a licensed attorney and the important actions initiated by an attorney disciplinary authority demonstrate the need for both enforcement entities to have better insight into each other s jurisdictions and capabilities. This presentation will provide the attendee with a representative sample of criminal investigations from a prosecutor s perspective which involve allegations centering on the abuse, deceit and/or manipulation by legal professionals and others in related professions. Immigration Changes What New Executive Orders Mean to Ethics Investigators. President Obama s Executive Action on Immigration in November 2014, its aftermath and the ramifications for the practice of immigration law will be explored, with particular emphasis on the potential for exploitation of clients. 5:00 pm Happy Hour at Embassy Suites Dinner on your own Thursday, September 3, 2015 Location: Embassy Suites 9:00 am Small Group Break-Out Investigation Techniques Fictitious Sample Case: Attendees will break into small groups consisting of investigators from different states, with each group to be given the same fictitious case to discuss the various investigative techniques employed in the different states and come up with an investigative strategy. Once that phase is complete, a general discussion will compare the different strategies devised on the same set of facts.

Rothrock, Esq. 11:30 am Lunch on your own Both Sides - Prosecuting and Defending Respondents: Making the transition from prosecutor to defense counsel in the attorney discipline arena will be explored by the former Colorado Regulation Counsel in a presentation with a long-standing respondent s defense counsel. 1:00 pm Scott Meiklejohn, Esq. and James C. Coyle, Regulation Counsel The Regulator and the Regulated: How Do We Handle Addiction? Addiction often plays a key role in a lawyer s ethical misconduct, and therefore in the ultimate disciplinary sanction. Regulatory agencies must protect the public from lawyers who are incapable of performing their duties, but can also have a significant and positive impact on getting the lawyer back on track and rehabilitated. Few attorneys traverse the complicated journey from denial of an alcohol addiction to disbarment, and then to recovery from addiction and readmission to the practice of law. Scott Meiklejohn has made that journey. Jim Coyle, now Colorado s Regulation Counsel, was the prosecutor in Mr. Meiklejohn s 2002 disbarment case and handled his readmission. Messrs. Meiklejohn and Coyle will share their insights into the struggle that both the regulator and the regulated face when addiction is a significant issue in attorney misconduct. 2:30 pm Matthew Dahl, Special Agent, FBI Denver Field Office Sovereign Citizens in the U.S.: Overview and Trends Sovereign citizens are a network of loosely affiliated individuals living in the U.S. who believe that federal, state and local governments are operating illegitimately. They subscribe to a number of conspiracy theories, including a prevalent theory that the U.S. Government became bankrupt and began using citizens as collateral in trade agreements with foreign governments. Law enforcement is challenged in the identification of sovereign citizen extremist activity. The ideology and activities of sovereign citizens will be explored and outlined in this presentation in an effort to assist investigators.

3:30 pm Break 3:45 pm Ryan Kennedy, LPC, LMFT, RN Compassion Fatigue and Burnout: Are You at Risk? The effects of stress are cumulative and often go unnoticed until a crisis occurs. Perhaps you snap at a colleague or find yourself resentful of an assignment. Perhaps you find yourself less able to relate to your spouse or children and feel increasingly isolated. Certain professions demand stoicism, self-control and composure despite a high degree of provocation. Gaining awareness of the symptoms of excessive stress, which we often call burnout, is the first step to regaining a full and vibrant life. The term compassion fatigue describes a continuum of behaviors and thoughts - from over-sympathizing with a victim to complete indifference to the suffering of others. Historically the legal and law enforcement professions lend themselves to burnout and fatigue from dealing with difficult people and situations. This presentation will provide the framework for you to assess your own risk of burnout and offer tools to counteract the effects of stress in your life. 5:00 pm Happy Hour at Embassy Suites 6:30 pm Dinner Reception at Embassy Suites Friday, September 4, 2015 9:00 am Chris Halsor, Esq. 10:30 am Break 11:00 am Raffle Marijuana Legalization in Colorado: Will Your State Be Next? On November 7, 2000, Colorado voters approved the use of cannabis for patients with written medical consent. In November 2012, Colorado voters approved the recreational consumption of cannabis in a manner similar to alcohol. Legal marijuana is more complicated than large tax revenues and the ability to buy an ounce of pot. Marijuana advocates have created very effective campaigns and the overall public attitudes about marijuana are changing. The legalization of both medical and recreational marijuana is on the verge of a tipping point and will likely spread world-wide within the next 10-15 years. Instituting and implementing legalization for a drug that has been unlawful for decades and remains so at the federal level is more complicated than the headlines would have you believe.
