Higher Education Erasmus

Higher education: main objectives Increase the skills and employability of students and contribute to the competitiveness of European economy Improve quality in teaching and learning Implement the Higher Education Modernisation strategy in programme countries and raise the capacity of partner countries Streamline the international dimension in Erasmus+ Support the Bologna process and policy dialogues with strategic partner countries

Key Action 1: Student mobility in HE 3 actions: Credit mobility, including traineeships abroad: mobility for studies open to partner countries in both directions (NEW from 2015) Degree mobility: excellent Joint Master courses offered by universities from Europe and in some cases partner countries attracting the very best students worldwide Student loan guarantee (NEW): to boost Master's degree mobility within Europe

KA1 Students Credit mobility All levels of higher education (Short cycle, Bachelor, Master, Doctoral levels) + recent graduates + all disciplines From 3 to 12 months for studies From 2 to 12 months for traineeships (not open to partner countries in first 2 years) Each student can benefit up to 12 months per study cycle

Award criteria KA1 Higher Education ECHE >>no qualitative assessment and no award criteria. Any eligible grant application (after having passed the eligibility check) will get funding. Grant amount will depend on a number of elements: the number of mobility periods and months/days applied for; the past performance of the applicant in terms of number of mobility periods, good quality in the implementation of activities and sound financial management, in case the applicant has received a similar grant in previous years; the total national budget allocated for the mobility Action

Strategic partnerships Aims: Foster intense, structured and long term cooperation among HEIs and with key stakeholders to contribute to achieving the objectives of the HE Modernisation Agenda Enhance stronger cooperation between HEI and with key stakeholders (enterprises, research organisations, social partners,local/regional authorities, other E&T or youth sectors) Foster quality and innovation in HE >>Minimum 3 organisations from 3 different countries >>Decentralised (managed by NAs)

Strategic partnerships Types of activities (have to be in line with project objectives): Cooperation and exchange of practice either between HEIs or between HEI and actors from other sectors aiming to increase quality in teaching and support services 1. Development and delivery, by partners from different countries, disciplines and both public and private sector, of intensive programmes, common modules, joint study programmes and curricula, in particular targeted to new needs and to implementing innovative teaching approaches 2. Development and implementation of project-based transnational collaboration between enterprises & students/staff at HEIs

Strategic partnerships 3. Development and use of virtual mobility, open educational resources and ICT 4. Testing and implementation of distance, part-time and modular learning 5. Engagement of HEIs with local/regional authorities + other stakeholders based on a collaborative work in an international setting to promote regional development 6. Cross sectoral cooperation to build bridges and share knowledge between the different formal and informal education and training sectors

Strategic Partnerships Focus on Intensive Programme Short term study programme involving students and teachers of HE partner schools in order to: Foster efficient and multinational teaching of specialised subjects Enable students and teachers to work together in international groups, to benefit from learning opportunities that are not available in their country Enable teaching staff to exchange ideas and test pedagogical methods in an international surrounding in order to integrate them in the curriculum. (5 days- 2 months) ECTS

Strategic partnerships Assessment criteria: Relevance of project (30) to: the objectives of European policies relevant to the fields of education and training/objectives and priorities of the Action/ project based on an adequate needs analysis/ clear, realistic and relevant objectives/ synergies with different fields of education/ innovative or complementary to other initiatives already carried out by partners/ European added value Quality of the project design and implementation (20): clarity, quality and completeness of the work programme/ consistency between activities and project objectives/ quality et feasability of the methodology/quality control/ appropriate learning activities/academic recognition

Strategic partnerships Assessment criteria : Quality of the project team and cooperation arrangements (20): complementarity of partners/distribution of responsabilities and tasks/ participation of partners from other fields/newcomers if relevant Impact et dissemination (30): quality of measures for evaluating the outcomes/ impact on participants and organisations/ quality of the dissemination plan within and outside the participating organisations/ avaibility of produced education materials/ quality of the plans for ensuring sustainability of the project after end of EU funding Min 60 out of 100 and min 50% for each criterion

Key Action 2: Knowledge alliances Aims: Enhance structured and long-term cooperation between HEIs and enterprises to develop innovative ways of producing and sharing knowledge in result-driven projects, particularly in emerging fields Promote, develop and implement long-lasting structured partnerships between business and academia to strengthen Europe's innovation capacity, stimulate entrepreneurship, stimulate 2-way knowledge exchange between HEIs and enterprises and foster excellence and innovation

Key Action 2: Knowledge alliances Main activities: Delivery of new multidisciplinary curricula responding to business needs Stimulate entrepreneurship and entrepreneurial mind-set of students, academic and company staff Facilitate the exchange, flow and co-creation of knowledge between HEIs and enterprises Example: collaboration between Research/Higher Education and Business Pilot projects: http://ec.europa.eu/education/higher-education/knowledge_en.htm

Knowledge Alliances Award criteria (2): Quality of the project team and cooperation arrangements ( min 16/30) : complementarity of partners (HEIs and entreprises)/ commitment of each partner: distribution of responsibilities and tasks/ Impact et dissemination (min 11/20): exploitation of outcomes / quality of disseminationplan within and outside the partnership/ economic and societal relevance, monitoring of progress and measurement of impact/ how outcomes will be spread to non participating audience/ appropriate measures to ensure the sustainibility of the project beyond EU funding Min 70 out of 100 and et min specific to each criterion

School Education Key Action 1: Learning mobility of individuals Actions: Participation in structured courses/training events abroad Job shadowing/observation period abroad in a partner school/other relevant organisation in the field of school education Teaching assignments For whom? School staff Duration: 2 days - 2 months (excl travel) Conditions: Application by institution 1 or 2 year project European development plan by 17 March 2014 (noon, Brussels time) activities as from 1/06/2014

European Development Plan for the sending organisations, aimed at modernising and internationalising their mission responds to clearly identified staff development needs; is accompanied by appropriate selection, preparation and follow-up measures; ensures that the learning outcomes of participating staff are properly recognised; ensures that the learning outcomes are disseminated and widely used within the organisation. Also applicable for KA1 applications in Grundtvig

KA1 AWARD CRITERIA (1) Min 60 out of 100 and min 50% for each criterion Relevance of the project (30 points) The relevance of the proposal to: - the objectives and priorities of the Action (see section "What are the aims of a mobility project") - the needs and objectives of the participating organisations and of the individual participants The extent to which the proposal : - produces high-quality learning outcomes for participants - reinforces the capacity of realising synergies between different fields of education -is innovative and brings added value at EU level

KA1 AWARD CRITERIA (2) Quality of the project design and implementation (40 points) The clarity, completeness and quality of all the phases of the project proposal (preparation, implementation of mobility activities and follow-up) The consistency between project objectives and proposed activities The quality of the European Development Plan of the applicant organisation The appropriateness of measures for selecting and/or involving participants in the mobility activities The quality of the practical arrangements, management and support modalities The quality of the preparation provided to participants The quality of arrangements for the recognition and validation of participants' learning outcomes, as well as the consistent use of European transparency and recognition tools

Adult Education Key Action 2: Strategic partnerships Aims: To provide quality teaching and learning opportunities for adults and to strengthen the learning offer of AE providers (focus on basic skills, active citizenship and key competences for employability) Main activities: Cross-sector cooperation for exchanging experiences and best practices between organisations Developing, testing and validating of new curricula, teaching methods or innovative pedagogical approaches

VET Priorities Projects developing partnerships: between education and employment (in particular companies and social partners), developing shortcycle post-secondary or tertiary qualifications in accordance with the European Qualifications Framework (EQF) and focused on potential growth areas or areas with skills shortages aligning VET policies with local, regional and national economic development strategies

VET/Leonardo Aims: Increasing the employability and life skills of VET learners and contributing to the competitiveness of the European economy

VET Key Action 1: Mobility Mobility for learners For whom? Students/learners from technical and vocational schools (full or part time) Young VET graduates during the year after graduation NB: Accompanying will be funded like the learners. No minimum duration for stay abroad for the staff Where? Traineeships abroad in a company, other workplace (public organisation, NGO, etc.) or in a VET school with periods of workbased learning in a company
