About Community Action Community Action Agencies are locally controlled non-profit organizations that work to improve the lives of low-income individuals by creating opportunities for increased self-sufficiency and greater participation in the community. In Oklahoma, Community Action Agencies serve all 77 counties. Community Action Agencies were established under the Economic Opportunity Act of 1964 to fight America s War on Poverty. One of the strengths of Community Action is its local control and local decision-making. Each board has at least one-third of its membership representing low-income residents, one-third local elected officials or their designees, and the remainder representing local business, civic organizations, faith-based group, and similar interests in the community. Community Action Agencies that have Head Start grants must also have board members who have expertise in fiscal management, early childhood education, and an attorney (or consultants), plus parents of children enrolled in Head Start and additional members selected for expertise in education, business administration, or community affairs. This unique board structure allows each local Community Action Agency to determine the most effective programs based on the needs of communities in its service area. Each Community Action Agency provides a wide variety of services that are based upon the needs of each local community which are identified through a needs assessment. Different communities have different needs. The local Community Action Agency responds to the specific needs of each community. Community Action Agencies weatherize homes to reduce a family s energy costs while helping them stay warm in the winter. They provide early childhood programs to help prepare youngsters to succeed in school. They build affordable houses so families can have a home of their own. They help families complete and file their federal and state tax returns free. They provide opportunities for senior citizens to stay active in their communities through volunteer programs. They provide transit programs to get families to medical appointments and workers to jobs. They help the elderly maintain their health through nutrition programs. They help our most vulnerable households avoid loss of essential services through utility payment assistance. They help finance job training programs. Community Action Agencies receive funding from federal and state appropriations as well as private funding sources. The Federal Community Services Block Grant provides core support. It provides administrative and program support to enable Community Action Agencies to partner with other community organizations to provide needed services. Community Action: Helping People. Changing Lives. During 2014, members of the Oklahoma Association of Community Action Agencies mobilized the resources of over 3,840 full and part-time employees and over $185 million in federal, state and local funds to help low-income families move toward self-sufficiency. Member agencies: helped 14,380 low and moderate income Oklahomans file their federal income tax returns that resulted in $17,420,965 in refunds; provided opportunities for more than 9,000 children, ages birth to 5, to develop mentally, socially, emotionally and physically through the Early Head Start and Head Start programs; collaborated with 98 public schools to more effectively use classroom space and staff for Head Start programs; assisted hundreds of parents in search for quality childcare; offered temporary shelter to 810 persons; provided 765 clients help paying their mortgage or rent; assisted 2,950 clients with their utility bills; provided food or vouchers to purchase food to over 13,200 persons; provided funding for 273 persons to obtain job training; built 56 single family houses for low and moderate income residents; improved the energy efficiency of 537 housing units through the weatherization program; served over 336,600 nutritious meals at congregate meals sites and delivered over 343,400 to residences; assisted 4,433 new and existing clients in obtaining over $4.9 million in free or discounted prescriptions from manufacturers discount programs through Rx for Oklahoma; provided opportunities for 2,048 senior citizens to give nearly 470,000 hours of help in their communities through the RSVP and Foster Grandparents programs; and provided over 1.9 million passenger trips taking riders to jobs, school, medical appointments, meal sites and shopping in 645 vehicles. iii

There are currently six parents and six staff that are attending CDA classes this semester that are provided by Big Five Head Start. The CDA is recognized nationwide and in order to obtain the credential, the candidate must complete 120 hours of training in early childhood development, develop a Professional Portfolio, be observed as lead teacher in a classroom, receive feedback from parents of the children in their care, as well as an advisor and take an online test. The process takes approximately 3-6 months to complete. 3

KI BOIS Community Action Latimer County also assist CASA (Court Appointed Special Advocates) with an annual fundraiser Fat Tuesday. The money raised from this event goes to help children who have been placed in the Foster Care System. The Story Book Exchange objective was to introduce 5,000 new and gently used children s books to new owners at no cost the children or parent. The goal was to improve the literacy rate among Pre-K through 6th grade children in Pittsburg County. The KI BOIS Community Action Women s shelter provides school supplies for children who enter the shelter. In Sequoyah County over 80 children take home back packs every Friday filled with food during the school months. Students Working Against Tobacco (SWAT) has 50 kids involved in stopping tobacco use. Shop with a Cop allowed 63 children to enjoy presents during Christmas and to realize a cop is their friend. Stigler Stands 4 the Silent involved 15 students in pledging to stop bullying. This group gives students a friend in their time of need. KI BOIS Program Aids Homeless Veterans Michael Walker contacted the Supportive Services for Veterans Families (SSVF) program after being evicted from his home. He had no place to go and needed a ride to a shelter. The Case Manager used donated funds to obtain transportation to the nearest shelter. He was soon enrolled into the program. The veteran soon after applied and enrolled in VA- Compensated Work Therapy (CWT) and HUD-Veteran Affairs Supportive Housing (VASH) program. Due to many housing barriers, many of the veteran s applications were denied. After working several months with VA- CWT and HUD-VASH, the veteran was able to obtain an apartment. The Director of the Veteran Affairs Medical Center gave this veteran an award for going above and beyond to save a veteran patient s life and advise the staff to hire him. He went from homeless to an apartment with a full time, permanent job. Due to VA and SSVF collaboration this veteran has reached stability. 36

Court Appointed Special Advocates recruits and trains citizens to become volunteers for children within the court system and the child welfare system. An initiative within the CASA program, the Family and Youth Initiative, provides support and guidance to youth ages 10-17 who are at risk of becoming delinquents. CASA strives to ensure that every child in the court system is placed in a safe and permanent home. Drug Free Communities has organized and created the Choctaw County youth coalition in which students have the opportunity to work with each other, have their voices heard by community leaders, and complete community service projects. Smart Start Tri-City is a community focused initiative working to ensure all children under six develop the emotional, social, cognitive, and physical capacities and skills they need to enter school ready to learn. 41
