Testing Baseline Requirements Document Technical and Procedural requirements for demonstrating the testing objectives under the Smart Energy Code (SEC) 1. The documents listed in this Testing Baseline Requirements Document shall: a) for the purposes of the SIT Objective set out in Section T2.2 of the SEC, be the documents referred to in Section T2.3(b) of the SEC regarding the technical and procedural requirements which support the Sections referred to in Section T2.2, specifically Sections E, G and H.; b) for the purposes of the Interface Testing Objective set out in Section T3.2 of the SEC, be the documents referred to in Section T3.3(b) of the SEC regarding the technical and procedural requirements which support the Sections referred to in Section T3.2, specifically Sections E, G, H and O; and, c) for the purposes of the SRT Objective set out in Section T5.2 of the SEC, be the documents referred to in Section T5.3(b) of the SEC regarding the technical and procedural requirements which support the Sections referred to in Section T5.2, specifically Section L. Subsidiary documents forming part of the SEC (copies of which are available on the developing SEC section of the SECAS website) 1.1. the SMKI Device Certificate Policy; 1.2. the SMKI Organisation Certificate Policy; 1.3. the SMKI Compliance Policy; 1.4. the DCC Gateway Connection Code of Connection. Draft versions of subsidiary documents yet to be incorporated into the SEC, (copies of which are available on the developing SEC section of the SECAS website) 1.5. Draft Version 1.0 of the Incident Management Policy; 1.6. Draft Version 1.0 of the Registration Data Incident Management Policy; 1.7. Draft Version 1.0 of the Registration Data Interface Code of Connection; 1.8. Draft Version 1.0 of the DCC User [Gateway] Interface Code of Connection; The Draft documents listed in 1.5 1.8 above have each been reviewed by the Secretary of State to assess their suitability as a document for the purposes of design, build and test, following development by the DCC, and have been submitted to the Smart Metering Implementation Programme s Technical Business and Design Group with a recommendation that they are baselined (in some instances subject to caveats). It is the intention of the Secretary of State to update the documents listed above to the version that is designated at the point at which that designation occurs. 1

It is the intention of the Secretary of State to update the documents in the aforementioned list to the versions that are approved by the TPMAG at the point at which the approval is given. 1.31. The Draft consultation version of the Enduring Test Approach Document published on 12 June 2015; 1.32. The Draft consultation version of the Enduring Test Approach Document published on 10 July 2015; The draft documents listed in 1.31 1.32 above are being developed by the DCC before being submitted to the Secretary of State prior to their designation into the SEC, which is subject to a Secretary of State review of the documents to ensure that they are fit to be designated. It is the intention of the Secretary of State to update the documents listed in 1.31-1.32 to the version that is designated at the point at which that designation occurs. Draft versions of the following technical specifications and other documentation (copies of which are available on request to the Secretary of State): 1.33. Version 0.8.1 of the Great Britain Companion Specification (GBCS) plus all Category 1, Category 2 and Category 4 Issue Resolution Proposals (IRPs) discussed and categorised at the DCC s Issue Resolution Board; 1.34. Version 1.58 of the Smart Metering Equipment Technical Specifications plus all Category 1, Category 2 and Category 4 IRPs discussed and categorised at the DCC s Issue Resolution Board; 1.35. Version 1.46 of the Communications Hubs Technical Specifications plus all Category 1, Category 2 and Category 4 IRPs discussed and categorised at the DCC s Issue Resolution Board; 1.36. Version 1.1 of the CPA Security Characteristics. The current baseline for SIT is GBCS v0.8.1, SMETS v1.58, CHTS v1.46 and CPA SC v1.1. The DCC is currently impact assessing the IRPs referenced above and developing proposals for when these will be implemented. Once the DCC s proposals are agreed by the Secretary of State, then it is the intention of the Secretary of State to update the versions of the documents in the aforementioned list and approve these changes at the Technical Business and Design Group. 3
