1.. Health System Organization system MOH of Vietnam consits: - State Administration systems consists of MOH, 63 Health Provincial Depts and more 500 district depts. - Medical Service System: more 1100 hospitals. Among them there are more 30 centtral hospitals, 400 provincial hospitals, more 600 district hospitals, more 100 private hospitals and some thausands of private clinics. - Preventive health system have about 10 central research institutes, more 100 provincial preventive health centers, more 700 dist. Health centers and more 10. 000 commune health stations. - Research and training system: 30 research institutions, 20 medical Universites, more 30 medical colleges and about medical training institutions. 3

- Pharmacy and medical equipments consits of more 5.000 companies, more 10. 000 pharmacy houses and business units of medical eqquipments. 4

2. IT organization structure. In MOH: - MOH has Steering Commitee of IT of medical sector. - Department of Science and Training (DST) has responsibility about IT state management for MOH. - MOH Office takes part of IT for activities in MOH office. - CHITI - Hospitals have their IT department or IT groups. MOH is establishing the Administration of IT of MOH in combining of a IT group of DST and CHITI. 5

3. IT applications In most institutions of MOH, IT applications for their activities are applied, but in different levels. In MOH: LAN, MOH portal, e-office, some public administration services. In HPDs: LAN, Website, some public administration services In Hospitals: 100% hospitals of MOH having HIS but in different level, In Medical Universities: not all university using have e-learning. Health Centers: they use PCs, some HCs have Website,.. 6

Some main problems facing us. 1) IT investment is not enough. 2) ehealth and data standardization are under development. 3) The unique patient ID is not developed. 4) There are no enterprise architecture of Health Information Systems. 5) Lack of HIT human resource. 7

II. VIETNAM 2011 2015 MASTER PLAN FOR ehealth Some main contents 1. IT Infrastructure - Developing medical database of MOH. - Developing WAN to link hospitals, HPDs. - Developing IT infrastructure, portal for public administration service. - Developing data integrated center, information protection... - Improving LANs in Hospitals and developing hospital database. 8

2. HIT application in MOH s institutions - Developing standards for health information, standard for procedures of health activities using IT. - Developing legislation for e-health. - Developing database for training and health human resource management. - Developing database for traditional medicine. - Developing a total hospital information system using for many hospitals, especially, for district level. - Developing a management, operation system of MOH. - Applying telemedicine in consultation, operation and distance learning. 9

- Project: EMRs and HISs. - Developing a system for drug, cosmestic management. - Developing a system for food information management. - Appying IT in personel record management of staffs of MOH. - Developing common business procedures for hospitals in Vietnam. - Developing health information standards for exchange and sharing data between hospitals and with MOH. 10

II. VIETNAM 2011 2015 MASTER PLAN FOR ehealth Some main contents 3. HIT application for citizen and business companies At least, 13 public administration services must be applied, for example: 1. Issuing a permission certificate for importing medical equipments. 2. Registration of clinical drug trial. 3. Issuing the certification of food qualification.. 11

4. IT Human resource - Training IT for managers of medical units, hospitals. - Training HIT for CIO and IT staffs - Establishing Department of medical informatics in medical universities in Hanoi, HCM cities. - Establishing IT departments/group at hospitals, HPDs. - Training networking security - Organizing study tours to learn experiences on applying IT. - Developing curriculum on medical informatics for medical universities. 12

There are projects, including - 5 projects about infrastructure - 16 projects about HIT application in government institutions - 14 projects about public administration services. - 2 projects about IT human resource 13

Some priorities of IT application/works of MOH 1. IT organizations in medical sector: Amin of IT MOH, IT Depts in hospitals, HPDs.. 2. Guarantee IT capacity for medical institutions of medical sector. 3. Propose priority policy, salary for IT staffs. 4. Some priority projects: - EMR and HIS - Remote medical service - Medical database - HMIS - IT standardization and interoperability - Unique patient ID - IT application for local health. - Patient management using smartcard - Public administration services in MOH and HPDs. 14

5. Guarantee the budget for IT applications. 6. Developing and issuing legislation/guideline for IT application in medical sector. 7. Developing IT human resource. 8. International cooperation 15

Determining common interests between MOH of VietNam and AeHIN to collaborate. For example: - The Unique patient ID. - Health Data Standardization and Interoperability - HIE engine - Telemedicine for rural area - HMIS/HSIS - Study tour to learn experiences in IT application with AeHIN countries. - - Develop some join AeHIN projects under WHOs coordination 16

The cooperation in the frame of AeHIN is important to push IT development in every country and the Region. To save time and budget, it needs to develop some software for common use for may countries in the region applying Web based, open source technology.
