Small Business Lending In 2014, banks made $12 billion in loans to small businesses. Also in 2012, the CBA launched Smallbizlending.org, a website dedicated to helping entrepreneurs and small business owners in Colorado with information and access to capital. Small businesses represent 97 percent of all employing businesses in Colorado, and are a dominant source of job creation in the state.
Access to Capital Bankers want to make every prudent loan we can Obligation to ensure the borrower can pay back the debt Federal regulatory limitations
Marijuana There are two elements to the issue. One is being involved in an illegal act per federal law, the other is money laundering. Those laws preclude handling deposits of an illegal activity and require filing Suspicious Activity Reports (SARs) for any transaction that may violate federal law. A few banks are serving the industry, but on a do at your own risk basis.
Trustee Notice System Presume Notify Beneficiary HB15-1010 The bill permits a financial institution to send electronic statements for trust accounts only if the account holder opts in. Twenty-seven states currently authorize the delivery of certain information through electronic means. Provides ease of use and storage of account information. As with all banking accounts, the customer determines how they wish to receive statements and account notices.
Prohibited Communications Concerning Patents HB15-1063 Addresses a significant problem affecting small businesses, including banks: extortion letters claiming patent infringement, which threaten litigation. The bill strikes a balance between ensuring legitimate patent infringement cases can proceed, while granting the Colorado Attorney General enforcement authority when allegations and communications have been made in bad faith.
Mandatory Abuse Report For Adult With A Disability SB15-109 Bank employees are already playing mind reader regarding existing elder abuse we often have no in-person contact, yet must report suspected abuse The bill extends protection to individuals with disabilities Many disabilities are not outwardly visible Banks are not permitted to ask if a customer has a disability and not permitted to track or label account (Anti- Discrimination laws)
Interchange Bill Businesses that want to accept visa, MasterCard... pay a fee in order to do so Many benefits customer convenience, fraud protection, minimize loss from theft, save employee time, immediate credit and use of funds Bill would not permit fee to be charged on the Colorado sales tax portion of a transaction we would be forced to provide that for free There are real costs to providing the service and banks should be permitted to be compensated for the service they provide
