Executive Summary A Wythe County Public Schools Technology Committee comprised of administrators, teachers, students, parents and community members was formed in 1995 to develop Wythe County s first Technology Plan. Over the years, representatives from each of these groups have been involved in the revisions of and updates to the division s plan. The planning cycle continues to involve assessment of current needs, measurement of ongoing progress, and development of future goals. The Virginia Department of Education guides this planning cycle by providing the guidance of the State Technology Plan as well as planning tools that include a conceptual framework focused on the following areas: Appropriately and adequately designed environment Meaningful engagement Purposeful application of tools for learning Use of authentic technology tools to extend learning capabilities Authentic and intelligent assessments The VDOE has also provided goals and objectives to guide division plans toward effective technology use. Four key educational components: accountability, support, professional development, and curriculum will be integrated into local strategies to accomplish the goals and objectives of Wythe County Public Schools Technology Plan. Accountability Technology has become so ingrained into our current society that its value and importance in teaching and learning has become an expectation. Teachers and students have come to expect that the information technology they use on a daily basis be up-to-date and available at all times. Student data management, reporting and analysis has become another application of technology that is invaluable as a decision making tool. Support and Professional Development Professional Development is an ongoing effort that is constantly assessed and realigned as instructional technologies and applications change. The availability of grants and other financial assistance have provided funding for our ongoing professional development efforts. The most obvious obstacle standing in the way of meaningful professional development for teachers and staff continues to be inadequate time for professional development. The establishment of four Instructional Technology Resource Teachers in the school division has proven extremely valuable in both professional development and instructional support. Curriculum The use of technology has been integrated throughout the curriculum at all grade levels. Teachers and students from elementary to high school in Wythe County utilize various forms of technology to increase student achievement in all areas of study, with an emphasis on Math and Reading. All teachers and students are given the opportunity to use various technologies throughout the areas of curriculum for the creation and learning of new materials. Various forms of assessments using technology are utilized so teachers and learners will understand strengths and weaknesses. Based on these snapshots, planning, instruction and assessment of the curriculum are constantly revised as teachers carry out data driven decisions. Emphasis is placed on 21 st Century learning skills where the learning community is empowered to think analytically, critically, globally, and technologically. 4
Needs Assessment A gap between the current status and the vision for educational technology and student achievement will always exist. Over the past several years, budgets have proven to be adequate for staffing, infrastructure and training in the area of Instructional Technology (see fiscal analysis in technology plan). Should the State of Virginia discontinue the VPSA SOL technology grant funding at the same time local budgets are being reduced; all progress that has been made over the years will quickly diminish and the gap between the vision and existing status will once again become a major obstacle to academic achievement. To summarize the needs assessment conducted with teachers, students, parents, and staff : 1. Recognized that internet filtering limits the use of the internet for research. 2. Suggested Microsoft Office upgrade to current version. 3. Suggested improvement of malware protection for USB storage devices 4. Recommended improvement of electrical wiring in older buildings. 5. Recognized importance of continuous network and data security assessment. Fiscal Analysis/Budget Please see the Wythe County Public Schools Projected Technology Budget within the Technology Plan. As the data shows, funding for technology in Wythe County Schools is anticipated to stay level over the next three budget cycles, including the current 2010-2011 budget. As we are forced to work with reduced technology budgets in the coming 2011-2012 and 2012-2103 budget cycles, it will be difficult to meet basic needs. Wythe County Public Schools Technology plan serves the dual purposes of promoting the vision of effective integration of technology into lifelong learning and of providing a road map to reach that vision. This plan will be made available through Wythe County Public School s web site: http:\\ wythe.k12.va.us and emailed to the various stakeholders on a timely basis. 5
Process A. Summary of connections to the division s mission and vision. Wythe County Public Schools Mission Statement The mission of the Wythe County Public Schools, in partnership with our entire community, is to ensure that each student is empowered with the knowledge and skills necessary to meet the challenges of the future. Wythe County Public Schools Technology Mission Statement Wythe County Public Schools acknowledges its responsibility to provide instructional programs and resources that support the integration of technology into lifelong learning. Wythe County students will be prepared with necessary skills and knowledge using current and emerging technologies to compete successfully in this technological age. Wythe County Public Schools recognizes that successful integration of technology into teaching and learning involves technology education not only for students, but for teachers, administrators, support staff and community members as well. Careful consideration of technology staffing, instructional programming, teaching and funding is necessary to sustain Wythe County s progress. How technology will be used: Because technology is an integral component of every aspect of today s society, Wythe County Public Schools is committed to promoting its integration throughout the curriculum. This technology plan will support the Goals and Objectives set forth in the Six-Year Educational Technology Plan for Virginia, the Standards of Learning for Virginia s public schools, the Wythe County Public Schools Six-Year Plan and Virginia s Technology Standards for Instructional Personnel. B. Summary of work of the planning committee and its benchmarks The Wythe County Technology Planning committee used several data collection methods and sources during the process of a local needs assessment. One method for gathering data for the needs assessment was a formal survey using Google Apps capabilities to conduct an online survey for teachers and students. (Please see attachment B.) Another method for gathering data for the needs assessment was to meet with the division superintendent s three advisory committees: Student Advisory, Teacher Advisory, and Parent Advisory. During these meetings, discussions on the technology needs of these individual groups were held in an informal and open format. The student committee of seven high school representatives expressed a need for the upgrade of Microsoft Office Software, better virus protection for USB drives and less strict internet access. The teacher committee of ten representatives from elementary, middle and high school levels expressed a wide range of needs, with the most prevalent needs existing for updated facilities (adequate electrical service), updated Microsoft Office application and wireless access in all buildings. The parent committee expressed satisfaction with the current technology use in Wythe County Public Schools. A final method for gathering data for the needs assessment was one that originated from the Wythe County Foundation for Excellence ( http:\\wytheexcellence.org ). The Foundation provided an opportunity for each school in the division to apply for a $10,000 technology grant during the 2009-2010 school year. The grant application required a school level technology needs assessment and statement for each applicant school. The information in these needs assessments has provided additional and invaluable input for our division technology plan. 6
C. Summary of the evaluation process and planned update cycle Wythe County Schools will include the following in the technology planning cycle to improve accountability and systemic aspects of technology planning for educational technology stakeholders: Accurate description of current technology resources and a technology needs assessment guided by the Educational Technology Plan for Virginia as well as a systematic plan for the timely assessment of progress made toward meeting both state and local planning objectives. Systematic plan for the evaluation of the effectiveness of technology implementation. Awareness of continuous staff development that builds upon and extends the Virginia Technology Standards for Instructional Personnel and includes ongoing evaluation of in-service activities that measure the impact of technology staff development on teaching and learning. WCPS will use the following strategies to revise and update Technology Plan as required by the Virginia Department of Education and other interested bodies. Provide continuous and meaningful evaluation of the implementation of the Technology Plan is necessary to provide feedback for adjustments to recommendations and updates to goal achievement. Complete and submit regular reporting documents to necessary agencies as required by federal and state grants. D. Conclusions from Needs Assessment Since the creation of the first Technology Plan for Wythe County Public Schools, many exciting advances have taken place in the implementation and application of technology in instruction and administration. Substantial financial assistance from 1994-1998 Appropriations Acts, federal Goals 2000 grants and other grants has enabled Wythe County Public Schools to provide access to technologies for its students, teachers, staff, and community. All school libraries have automated information and management services. 100% of K-12 classrooms and offices now have 100m/bit local area network connections served by network fileservers in each building. In addition, all 13 local area networks are connected by means of a 1 gigabit fiber optic wide area network (WAN). This countywide network continues to grow in its use and benefit by providing Internet access, user support, email communications and remote instruction to any location in the school system. Internet access, network security and filtering is provided by a single 65 megabit fiber optic connection for division. In the 1999-2000 school year, the Virginia Department of Education provided local school divisions with funds to replace existing student data information systems. No additional state funds to support student data have been provided since that date. Local funding has been required to update and support the growing needs for all aspects of student data and records management. Student data continues to grow in its use and scope throughout the division. With no end in sight to the ever increasing demands for student data reports by the Virginia Department of Education and NCLB; student records maintenance and reporting has become a major unfunded requirement placed on local school divisions. Beginning in the fall of 2000, the Virginia Department of Education began the implementation of the Standards of Learning (SOL) Technology Initiative. This initiative s goal is to conduct Standards of Learning testing through computers connected to the Internet and to provide remediation and other resources. The first year of funding under this initiative focused on preparing all high schools across Virginia for online testing and remediation capability by the spring of 2003. Beginning in the fall of 2001, the SOL Technology Initiative s focus has been to equip middle schools 7
with the same capability. Currently Wythe County Public Schools administer the majority of SOL testing for third grade through end-of-course using the online method. Over 1,800 networked multimedia computers along with printers, LCD projectors, smart boards and digital cameras have been placed in libraries, classrooms, and labs. This infrastructure and equipment provides access to instructional tools combined with information and communications that is unprecedented in our school system. The continued fiscal support of technology in Wythe County Public Schools is demonstrated in the division budget which has increased in technology spending until the recession of 2008-2009. The current budgeted amount for technology for fiscal year 2010-2011 is over $1,200,000. This amounts to over 3% of our entire division budget for the year. To summarize the needs assessment conducted with teachers, students, parents, and staff: Recognized that internet filtering limits the use of the internet for research. Actions ENVIRONMENT: APPROPRIATELY AND ADEQUATELY DESIGNED ENVIRONMENT Goal 1: Provide a safe, flexible, and effective learning environment for all students. Objective 1.1: Deliver appropriate and challenging curricula through face-to-face, blended and virtual learning environments. WCPS will use the following strategies to improve teaching and learning through the appropriate use of technology. Integrate Computer/Technology SOL fully across all curriculum areas 2010-15 Ongoing Use a collaborative approach for improving and enriching instruction through the use of 2010-15 4 technology Utilize technology-based intervention strategies as an instructional aid for closing the 2010-15 5 student achievement gap. Provide access for each school when needed to provide assistive technology for special 2010-15 5 needs students and to provide technology-based instructional alternatives for at-risk students with remediation needs. WCPS will use the following strategies to provide educators and administrators with access to technologies that provide for the maintenance, reporting, and analysis of student and administrative data with consideration of compatibility between existing capability and common databases in the areas of personnel, vocational education, special education, curriculum management, building maintenance/facilities, inventory, school food point of sale service, attendance, grade reporting, scheduling, budgeting, and general ledger and payroll support. Utilize Graphical Information System (GIS) in conducting transportation and attendance 2010-15 1 areas. Improve and expand the use of personnel, payroll, accounts payable and budget in RDA 2010-15 2 program. Create separate data department to make the most use of student and personnel databases. 2010-15 2 Support, maintain and train staff in the use of software programs such as POWERSCHOOL (Student data base) for endless and ever changing reporting to VDOE. 8
Objective 1.2: Provide the technical and human infrastructure necessary to support real, blended, and virtual learning environments. In order to achieve Objective 1.2, WCPS will acquire necessary funding and continued financial support from federal and State grants to identify and implement necessary technology infrastructure as well as establish and maintain local budgets for technology to enhance the efforts of these state and federal monies to upgrade and expand present systems. WCPS will use the following strategies to ensure all schools have reliable access to integrated services across highspeed network connections, continue expansion and improvement of voice, video and data networks to facilitate effective communications and support local and state SOL instructional goals, expand and update local area networks as needed and install network wiring and hardware systems in order to accommodate changes as classrooms and offices are moved and added. Work with administrators to plan renovations including contracted upgraded wiring and 2011-2015 1 network infrastructure at Sheffey and Speedwell Elementary Schools, Rural Retreat and Scott Memorial Middle Schools and George Wythe and Fort Chiswell High Schools Upgrade Speedwell Elementary wide area network connection 2010-2012 1 Improve network security and bandwidth monitoring ongoing Develop and implement back up data and disaster recovery systems 2010-2012 2 WCPS will use the following strategies to o keep local area network file servers and operating systems current to handle new applications and the increased demand on resources and replace obsolete desktop computers and printers as needed and as funds are provided. Purchase new building lever servers for all schools on a 4-5 year rotational upgrade 2010-12 Ongoing schedule. Replace obsolete computers at all schools on a 3-4 year rotational upgrade schedule. 2010-12 Ongoing Meet standards set by DOE for online testing. Achieve a minimum of a 3:1 student to computer ratio at all schools. Research and plan for replacement of legacy Novell 5.5 network operating system. 2010-2012 1 Consider Linux or Windows network operating system. Migrate additional applications to Cloud and web-based applications 2010-2015 2 Upgrade Follett library circulation program and implement Follett textbook management 2010-2012 2 system, Upgrade Microsoft Office 2003 to 2007 WCPS will use the following strategies to ensure all countywide networks are secure and appropriately used. Standardize policies, procedures, and technologies to ensure the security and 2010-12 Ongoing recoverability of K-12 computing resources. Communicate an up-to-date Acceptable Use Policy for all stakeholders including to 2010-12 Ongoing staff, students, parents and the community in all schools. (Please see Attachment A.) Use mandated K-12 network filtering solutions and continue to put in place 2010-12 Ongoing improvements to filtering, data security, and network monitoring. WCPS will use the following strategies to develop and maintain staff positions (ITRTs) to aid in utilizing technology in instruction. Employ additional instructional technology specialists ITRT to assist principals and 2010-2015 3 teachers in instructional technologies Provide for coordination of duties and applications of 4 ITRT employed by Wythe County Schools 2010-2015 3 9
Objective 1.3: Provide high-quality professional development to help educators create, maintain, and work in a variety of learner-centered environments. The Instructional Technology Resource Teachers will host Saturday Technology 2010-2015 4 Conferences (Technology Splashes). Each participant will electronically turn in an evaluation and survey. The information will be used to assist in planning the next Technology Conferences. Title II D Funds will be utilized to send teachers and administrators to regional and state 2010-2015 3 conferences. The Information Systems Department and Instructional Technology Resource Teachers will 2010-2015 3 train teachers and administrators on such technologies as: Power School, new software, new web based products and equipment. The Information Systems Department will train administration, attendance clerks and 2010-2015 4 guidance counselors on data entry for state reports on Power School. Wythe County Public Schools will actively pursue opportunities to bring in presenters to 2010-2015 3 inform and motivate educators about the most current and cutting edge instructional and technology strategies. ENGAGEMENT: MEANINGFUL ENGAGEMENT (INTEGRATION) Goal 2: Engage students in a meaningful curricular content through the purposeful and effective use of technology. Objective 2.1: Support innovative professional development practices that promote strategic growth for all educators and collaboration with other educators, content experts, and students. WCPS will use the following strategies to The Instructional Technology Resource Teachers will host Saturday Technology 2010-2015 4 Conferences (Technology Splashes). Each participant will electronically turn in an evaluation and survey forms. This information will be used to assist in the planning of future and next Technology Conferences. Instructional Technology Resource Teachers and others will participate in the train-thetrainer 2010-2015 4 type activities. It is the expectation that once trained, they will return to their schools and share the knowledge. Teachers and administrators will be kept informed on regional and state technology 2010-2015 5 professional development opportunities. Objective 2.2: Actualize the ability of technology to individualize learning and provide equitable opportunities for all learners. WCPS will use the following strategies to Wireless capability in all 13 of our schools-elementary, middle, high and technical schools. 2010-2015 4 Student and teacher access to technology tools which may include Student Response 2010-2015 5 Systems, Smart Boards, Mimios, MOBI Technologies, CPS Units, LCD Projectors, Document Cameras, Laptop and et all. Program access to differentiate instruction for students that would include Accelerated 2010-2015 5 Reader, Accelerated Math, Interactive Achievement, PALS, Star Reading, Star Math, Skills Tutor, Star Early Literacy, Waterford and etc. 10
Objective 2.3: Facilitate the implementation of high-quality Internet safety programs in schools. WCPS will use the following strategies to The use of Fortiguard to limit inappropriate materials and usage of the internet. 2010-2015 6 The use of computer management software for teachers to supervise students when 2010-2015 3 conducting classroom activities. Individual schools will be using programs such as Faux Paxs, MISSING and modules from 2010-2015 3 the itunesu from the VDOE to promote education on Internet safety and its importance. APPLICATION: PURPOSEFUL APPLICATION OF TOOLS FOR LEARNING (EDUCATIONAL APPLICATIONS) Goal 3: Afford students with opportunities to apply technology effectively to gain knowledge, develop skills and create and distribute artifacts that reflect their understandings. Objective 3.1: Provide and support professional development that increases the capacity of teachers to design and facilitate meaningful learning experiences, thereby encouraging students to create, problem-solve, communicate, collaborate, and use real-world skills by applying technology purposefully. Technology is prevalently used at the Technology Center where students are taught, trained 2010-2015 4 and certified in areas such as: Computer Aided Drafted, Nursing, Cosmetology, Child Care, Health Assistance, Manufacturing, Auto Maintenance, Building Trades. Students are exposed to exploratory/enrichment classes that focus on technology to solve 2010-2015 4 real word issues and problems. Teachers will utilize technology across all grade levels and curriculum to enhance students 2010-2015 4 ability to research and solve real word issues and questions. Objective 3.2: Ensure that students, teachers, and administrators are ICT literate. WCPS will use the following strategies to identify and deliver effective technology training to assist teachers in helping students achieve high academic standards and to verify and record all instructional and administrative personnel technology proficiencies to meet the State Department s Technology Standards. Develop and implement tools to determine technology PD needs for teachers and 2010-2012 4 administrators Offer high quality technology experiences utilizing grants and other funding. 2010-2015 Ongoing Provide teachers with information about opportunities for regional/state technology 2010-2015 Ongoing conferences and training. WCPS will use the following strategies to assist teachers in the integration of technology to help students achieve high academic standards by establishing and maintaining site-based technology utilization support systems. Provide site-based technology utilization support systems to all Wythe County Public 2010-2015 6 Schools. Provide staff development activities, which are specifically designed by site-based 2010-2015 Ongoing technology resource assistants for specific needs of each school. Support and assist teachers in the use of technology in an instructional setting on a daily 2010-2015 Ongoing basis. Objective 3.3: Implement technology-based formative assessments that produce further growth in content knowledge and skills development. Teachers will conduct benchmark tests with all students every nine weeks in Reading and 2010-2015 4 Math starting at grade 3. Teachers will benchmark students in all core areas at the middle school level. 2010-2015 5 The Technology center will conduct National Certification Testing which will allow 2010-2015 4 students to receive certification in their specific areas of study. TOOLS: USE OF AUTHENTIC TECHNOLOGY TOOLS TO EXTEND LEARNING CAPABILITIES (PROFESSIONAL DEVELOPMENT AND SUPPORT) Goal 4: Provide students with access to authentic and appropriate tools to gain knowledge, develop skills, extend capabilities, and create and disseminate artifacts that demonstrate their understandings. Objective 4.1: Provide resources and support to ensure that every student has access to a personal computing device. Wythe County Public Schools utilizes a 5 year computer replacement plan to ensure that 2010-2015 On going computers are purchased fairly and on a regular basis for all schools and staff. Computer labs have been designed and designated to be utilized by teachers and students 2010-2015 On going and not occupied for a single class. Mobile labs are available for teachers and students to use for classroom assignment and assessments. New technology equipment is purchased as on a regular basis to keep Wythe County up to 2010-2015 On going date with technology. Objective 4.2: Provide technical and pedagogical support to ensure that students, teachers, and administrators can effectively access and use technology tools. WCPS will use the following strategies to provide teachers, administrators, staff members and students in all Wythe County Public Schools access to technology that provides seamless access to VDOE and other sources of web-based applications, services and resources. Require all K-12 schools in Wythe County to participate successfully in the Virginia 2010-2015 6 Web-based SOL Testing Initiative. Expand use of the Virginia Department of Education s EIMS web site for teachers and 2010-2015 5 administrators Continued use of the (Special Education Automated Solution (SEAS) Web-based special 2010-2015 6 education tracking software. 12
WCPS will use the following strategies to improve teaching and learning through the appropriate use of networked and Web-based educational applications. Identify, communicate and implement teaching and learning that effectively support the 2010-2015 4 Virginia Standards of Learning (SOL). Create countywide software standards for appropriate grade levels and create standard 2010-2015 4 computer desktops. Maintain up-to-date automated library media center in each school networked to 2010-2015 Ongoing appropriate learning areas and the internet. Develop strategies for increasing the availability of school-based technology (including 2010-2015 1 off-site, web-enabled access) for parents and students, which may include community training opportunities. Identify ways to provide teacher based web pages 2010-2105 Ongoing WCPS will use the following strategies to develop support for additional applications of the Southwest Virginia Educational Television Network electronic classrooms and online Web-based classes. Increase enrollment and usage of the electronic classrooms for students and staff training, 2010-2015 3 meeting, etc. Promote Web-based classes offered by DOE and SVETN for students 2010-2015 2 Objective 4.3: Identify and disseminate information and resources that assist educators in selecting authentic and appropriate tools for all grade levels and curricular areas. WCPS will use the following strategies to assess the value that Information Technology (IT) adds to teaching and that learning environments add to decision support. RESULTS: Authentic and Intelligent Assessments Goal 5: Use technology to support a culture of data-driven decision making that relies upon data to evaluate and improve teaching and learning. Teachers will utilize web based assessment tools (Interactive Achievement, Skills Tutor, 2010-2015 Ongoing Star reading etc.) to gather, analyze data and modify instruction to enhance and remediate student learning Schools will conduct a technology needs survey to assess technology needs for teachers and 2010-2015 Ongoing students. Resources will then be allotted accordingly. Teachers and administrators will construct a comprehensive plan to evaluate and revise 2010-2015 Ongoing needs based upon disaggregated data for individual schools. Technology renewal/replacement schedule is used to forecast future instructional 2010-2015 Ongoing technology purchases for faculty and staff. * Financial support needs to be budgeted for maintaining and updating licenses for purchased 2010-2015 Ongoing instructional programs. * Objective 5.2: Provide support to help teachers disaggregate, interpret, and use data to plan, improve, and differentiate instruction. 1-1 TECHNOLOGY The Wythe County Public Schools provides a comprehensive data network to support administrative and instructional computing needs of staff and students and to assist staff in collecting, processing, and communicating information in an efficient and cost effective manner. In addition, the Wythe County Public Schools recognizes the need to manage technological change, and establishes procedures and collaborative processes that: maximize the use of technology to support the mission of the Wythe County Public Schools; provide a robust computing environment allowing students and staff flexibility in accessing data, applications, and computing resources; provide training as required to enable staff to effectively utilize technology; ensure the security, integrity, and privacy of information; facilitate the integration of applications to eliminate duplication of efforts, and that adhere to all copyright laws and vendor licensing agreements for products used. All data, e-mail, and other types of transmissions composed, transmitted, or retrieved via the Internet on the Wythe County Public Schools network are considered to be part of the official records of the Wythe County Public Schools and, as such, are subject to disclosure to law enforcement officials, other third parties, and the Freedom of Information Act (FOIA) requests. Consequently, employees should ensure that information contained in e-mail messages and other electronic communications are accurate, appropriate, ethical, and lawful. Numerous federal, state, and local statutory and regulatory restrictions govern access to information stored within the Wythe County Public Schools information network. Employees or contractors shall be allowed access to our system only when they are in full compliance with legal requirements. All information available through any portion of the Wythe County Public Schools information network or automated system is protected by policy and in many cases by law and regulation. The information is also subject to all laws and regulations related to the confidentiality of student data and staff personnel records and files and should be protected accordingly. Staff members accessing the Wythe County Public Schools system are responsible for familiarizing themselves with applicable regulations and for treating all Wythe County Public Schools information appropriately. Anyone found to have engaged in illegal, unauthorized, or unethical practices related to this will be subject to disciplinary action that could result in termination of system access, termination of employment, and/or criminal prosecution. 3
2-1 PROCEDURES AND GUIDELINES Security and confidentiality of information, information systems, and computer related resources are important concerns and include the protection of hardware, software, and information from loss, damage, inappropriate access, or improper use. The purpose of these procedures and guidelines is to communicate to all employees their responsibility for the security of information and technology resources to which they have access. Password Protection Access to information stored within the Wythe County Public Schools computer systems is controlled by a series of user ID s and passwords. ID s and passwords must be protected by the user to ensure that they are not accessible to unauthorized personnel or otherwise compromised. All passwords are confidential and should not be posted, displayed, or shared with other employees and/or students. Termination or Transfer of Employees When an employee terminates their services with the Wythe County Public Schools, the Supervisor of Personnel will notify the Technology Coordinator and security procedures will be initiated to terminate the employee s computer access. If an employee who previously had computer access transfers to a different position, a change of user ID, password, or type of access may be required. Back-Up Procedures Data files and software which are stored on the Wythe County Public Schools Computer Systems are backed up on a schedule as determined by the Technology Coordinator and/or the Supervisor or Director of each Department. Individual computers users are responsible for ensuring that their critical software and data files are backed up on a regular basis. Documentation Procedures required to operate the Wythe County Public Schools applications should be fully documented by each Department. Similarly, critical applications developed locally by the school or office staffs should be fully documented to ensure their continued operation in the event of a change in staff. Viruses To protect the Wythe County Public Schools computer systems from computer viruses, only Wythe County Public Schools owned software is to be 4
installed on the Wythe County Public Schools computer systems. Software is not to be downloaded from the Internet or brought in from non Wythe County Public Schools sources without prior approval to any Wythe County Public Schools owned computer. Suspected computer viruses are to be reported immediately to the Technology Coordinator so that corrective action can be taken and damage can be minimized. Statutory Protection of Information Numerous statutory and regulatory restrictions exist at the federal, state, and local levels that govern access to information stored within the Wythe County Public Schools network. Employees or any other person shall be allowed access to a system only in full compliance with these legal restrictions. Employees must understand that all information available through any portion of the Wythe County Public Schools information network or automated systems is protected by policy and in many cases by law ( 22.1-287 of the Code of Virginia). Violators may be subject to disciplinary, civil, or criminal penalties. Dissemination of Information The Wythe County Public Schools information or data that is stored on any type of computer related resource or storage medium is the property of the Wythe County Public Schools. With the exception of reports that are produced for system wide reporting purposes, the Wythe County Public Schools does not disseminate this information to anyone without prior approval from the appropriate school administrator. Additional Security Considerations The use of Wythe County Public Schools owned technology resources for purposes other than transacting the Wythe County Public Schools business is prohibited. All logoff/signoff procedures must be followed when equipment will be unattended for any length of time. Leaving workstations logged on to sensitive applications compromises information security. All staff should be aware that the Wythe County Public Schools adheres to all copyright laws and vendor licensing agreements for software products purchased and/or used within the school division. Additional Procedures and Guidelines Viruses, worms, and other agents used to attack computers and other components of the data network can cause significant problems for all computer users. To protect all components of the data network, instructional time, and 5
administrative staff time, all computers on the network must be installed with appropriate protections. No personally owned computers may be connected to the Wythe County Public Schools data network. Exceptions will be granted for presentation purposes when the owner signs an agreement certifying their computer is free of viruses and approved by the Technology Coordinator. 6
3 1 GUIDE TO E-MAIL ETIQUETTE Know your Audience Be aware of the culture and conventions of your e-mail recipients. Communication and e-mail conventions may vary between groups. Remember, different users have different levels of experience with technology applications. Be patient and supportive with new users. Proofread Spelling and grammar mistakes can be just as distracting in an e-mail message as they are in written communications. Take the time to proofread your messages, especially messages that are used to communicate or document Wythe County Public Schools business. Always use spell-check before sending e-mail. Respect the Privacy Rights of Others Don t invade privacy by forwarding or distributing messages without permission or reading other people s mail. If you receive someone else s mail by mistake, use the same consideration you would with traditional mail. Inform the appropriate party and see that the mail is returned. Maintain Confidentiality Do not disclose personal information unnecessarily and keep student information or disclosures on a strict need-to-know basis. Identify Yourself If you are acting on behalf of an organization or professional association, identify your affiliation, title, and background. Include your e-mail address in all messages and attachments. Respect Copyright and License Agreements Copyright laws are applicable to e-mail networks. Posting information on networks is similar to publications. Be careful to cite references. Be Careful What You Say About Yourself and Others As a general rule, don t commit anything to e-mail that you wouldn t want to become public knowledge. Think twice before posting personal information about yourself or others on electronic media. 7
Remember, E-Mail Privacy and Anonymity is an Illusion Assume that your message could be around for a long time. It is easy to copy, store, resurrect, and forward anything you write in e-mail and some e-mail may be subject to the Virginia Freedom of Information Act. 8
4 1 PROCEDURES AND GUIDELINES The Wythe County Public Schools will abide by the law and reserves the right to access e-mail messages, system log files, and other electronic files under the following circumstances or whenever there is a legitimate purpose to do so: To ensure compliance with applicable the Wythe County Public Schools policies, procedures, and standards. Upon termination or separation from Wythe County Public Schools, an employee s e-mail or electronic files may be accessed to save those that pertain to the Wythe County Public Schools business. This information may be transferred to another user if necessary to conduct the Wythe County Public Schools business. If required by law, court order or, at the discretion of the Wythe County Public Schools officials, in response to a request from law enforcement officials. When an investigation is triggered by indications of impropriety, or as necessary to locate substantive information. When it is necessary to investigate a possible violation of a policy or a breach of the security of the electronic mail system. When there is reasonable suspicion that a user has committed or is committing a crime. The contents of electronic mail, properly obtained for legitimate business purposes, may be disclosed within the organization without the permission of the user. However, any internal disclosure without the consent of the employee who sent the message shall be limited to those employees who have need for access to the information. The Wythe County Public Schools will disclose electronic mail messages to law enforcement officials when legally required to do so. When under the legal obligation to disclose electronic mail, the Superintendent and/or his designee will determine what electronic mail is to be disclosed. User Responsibilities All Wythe County Public Schools network and Internet e-mail users are responsible to: Retrieve and respond appropriately to messages. Protect e-mail messages, files, and records from unauthorized release to third parties and from inadvertent loss, damage, or destruction. Remove personal and transitory messages from individual in-boxes on a regular basis and regularly transfer official records to an organized, secure, and accessible filing system. 9
Prohibited uses of all Wythe County Public Schools Networks and Internet e- mail systems include, but are not limited to: Sending or posting chain letters, solicitations, or advertisements not related to the Wythe County Public Schools activities. Using the internet or the Wythe County Public Schools network for political purposes or activities, religious activities, or any type of gambling. Using or disclosing another employee s code or password without authorization. Sending copies of documents in violation of copyright laws. Compromising the integrity and/or security of the Wythe County Public Schools network or information resources. Operating a personal business, selling merchandise or using the organization s time or resources for personal gain. Sending messages containing offensive, abusive, harassing, discriminatory, threatening, or other similar kinds of inappropriate language. Participating in the viewing or the exchange of pornography or obscene materials. Sending anonymous e-mail messages. Obtaining access to the files or communications of others or to access any e-mail for the purpose of satisfying idle curiosity. Participating in pyramid schemes. Using on-line dating or personal services. Anyone found to have engaged in illegal, unauthorized, or unethical practices will be subject to disciplinary action that could result in termination of system access, termination of employment, and/or criminal prosecution, if appropriate. 10
5 1 Web Pages The Wythe County Public Schools Web sites provide an opportunity to provide information to the world about school curriculum instruction, school authorized activities, and other general information relating to the schools. Creators of any content that will be made available over the internet, including Web pages, blogs, podcasts, and other formats, should familiarize themselves with and adhere to the following practices and responsibilities. Failure to follow these practices and responsibilities could result in the loss of authoring privileges or other actions. Responsibilities The Technology Coordinator and/or his designee is responsible for establishing the accuracy and appropriateness of the official Wythe County Public Schools information posted on the Web site. Each Principal and/or principal designee is responsible for the accuracy and appropriateness of materials posted on school and department Web pages. Content Standards All documents on the Wythe County Public Schools server(s) must conform to state and federal regulations, School Board policies, and established school guidelines. This includes all of Section 508 of the Rehabilitation Act. Web pages on the Wythe County Public Schools servers must directly relate to the Wythe County Public Schools, the school system, curriculum, instruction, and school authorized activities. Each school Web site must contain: School name, address, and phone number. Office hours and school start and end times. A copyright notice, if applicable. The date of the last edit. Neither staff members or students may publish personal home pages as part of the Wythe County Public Schools Web sites. Home pages for individuals or organizations not directly affiliated with the Wythe County Public Schools are also prohibited. Staff member and student work may be published only as it relates to a class project, course or other school related activity. Information may not be posted on the Internet if it violates the privacy of others, jeopardizes the health and safety of students, is obscene or libelous, causes disruption of school activities, plagiarizes the work of others, or is not approved by the school principal or Technology Coordinator. Copyrighted materials 11
shall not be placed on any Wythe County Public Schools Web site without full compliance with the terms of the copyright laws. Web pages may not link to entities whose primary purpose is commercial, religious, fundraising or political. Advertisements must not appear on Wythe County Public Schools Web pages. Ownership All Web pages on the Wythe County Public Schools servers are the property of the Wythe County Public Schools. Student Safeguards The safeguards listed below are applicable: Any student information communicated via Wythe County Public Schools Web pages shall comply with Wythe County Public Schools policies on data privacy and public use of school records. Names and pictures of students shall not be used if the students parents or guardians have withheld consent by completing the applicable opt out of directory information form. Decisions on publishing names, pictures, and audio clips of students who do not have an opt out form on file are based on the principal s judgment. Photo captions, if used, should describe the event or activity rather than name individual students. Web page documents may not include information which indicate the physical location of a student at a given time other than the attendance of a student at a particular school or in the participation in school sponsored activities. Student home addresses, phone numbers, and e mail addresses shall not be posted on any Web page unless parental permission has been granted. Web pages may not collect personal information from students unless parental permission has been granted. 12
6 1 Acceptable Use and Internet Safety The Wythe County Public Schools considers the safe and appropriate use of the Internet and networked resources to be essential to the safety and welfare of the school division. The Wythe County Public Schools supports the use and integration of technology to teach educational goals, including those defined by the Virginia Standards of Learning, and the Technology standards for Instructional Personnel. In support of these goals, the Wythe County Public Schools provides access for students, faculty, and staff to a variety of technology supported resources including the internet. Networked resources include, but are not limited to, the Wythe County Public Schools Network, Computer Equipment, Peripherals, databases, and applications. All users accessing school system electronic networked resources, including the Internet, are expected to use these resources for instructional purposes or to conduct the business of the school division. All Wythe County Public Schools students and staff members are prohibited from using the division s computer equipment and communication services for sending, receiving, viewing, or downloading illegal or inappropriate material via the Internet. Students are prohibited from accessing materials that the Wythe County Public Schools deems to be harmful as defined in Code 18.2-372 dealing with obscenity. Under no circumstances may an employee use the Wythe County Public Schools equipment to engage in any activity that is illegal or otherwise expressly prohibited, such as political activity or lobbying activity prohibited by law. All use shall be conducted in a thoughtful, considerate, responsible, and legal manner. The Wythe County Public Schools maintains a filtering system for its computers that access the Internet for purposes of filtering or blocking child pornography as set out in the Code of Virginia 18.2-374.1:1 and obscenity as defined in Code 18.2-372. Additionally, the Wythe County Public Schools has implemented an Internet safety program to meet the mandates of the Code of Virginia 22.1-70.2 Chapter 52, and all students and staff will receive instruction in Internet safety in areas such as personal safety, cyber bullying, cyber security, and intellectual freedom and copyright. To meet the mandates of this legislation, all users are required to abide by the Wythe County Public Schools Policies IIBEA- E/GAB-E1 Acceptable Computer System Use Agreement, and IIBEA-R/GAB-R Acceptable Computer System Use. Anyone found to have engaged in illegal, unauthorized, inappropriate or unethical practices related to the above policies, or who has not adhered to the Wythe County Public Schools guidelines will be subject to disciplinary action that could result in denial of system access, suspension, termination of employment, and/or criminal prosecution. 13
7 1 PROCEDURES AND GUIDELINES The Wythe County Public Schools expects all users to access the Internet and other electronic networked resources in a safe and responsible manner. All users are required to abide by all Wythe County School Board policies and procedures. All uses of the Internet and networked resources shall be appropriate for a Pre-K education setting. Acceptable use includes, but is not limited to the following guidelines: The use of school facilities and electronic resources for school-related instructional and the Wythe County School Board business activities. This includes, but is not limited to the use of the Internet, e-mail, instant messaging, chat rooms, Web pages, local school and county networks, and other electronic and online resources. An employee and/or user may not use the Wythe County Public Schools equipment to engage in any activity that is illegal or otherwise expressly prohibited, for example, political activity or lobbying activity prohibited by law. The Wythe County Public School students and employees are required to use only the network and Internet access provided by, and filtered by, the Wythe County Public Schools when using Wythe County Public Schools owned equipment while on school property. Do not tamper with, copy, or download files including freeware or adware without authorization. Recognize and respect the intellectual property of others. Adhere to all Federal copyright laws and vendor licensing agreements, and do not use the Internet to send or download copyrighted materials. All users shall provide proper attribution to sources of work obtained, in whole or in part, from the Internet and, where appropriate, obtain permission to use the work of others. Install only software licensed to Wythe County Public Schools for use on its computer systems. Respect the integrity of the network system. Enter only authorized systems and do not attempt to circumvent or subvert system security measures including circumventing the Wythe County Public Schools firewall. Do not tamper or alter the system in such a way that would disrupt the network. Do not use the Internet to hack or gain unauthorized access to other computers, networks, or information systems. Report all suspected computer viruses and other problems immediately so that action can be taken and damage minimized. Do not create or upload a worm, virus, or other harmful or destructive forms of programming or software. Use all equipment responsibly. Do not damage hardware, electronic systems, or networks. Conserve resources including but not limited to file/e-mail storage space, bandwidth, online time, toner, and paper. 14
Do not connect any non-school-division-owned device to any part of the Wythe County Public Schools network without authorization. Storage devices (e.g., memory sticks, digital cameras) used for instructional purposes are an exception. Understand that any messages or files sent, accessed, or received on the Wythe County Public Schools equipment are subject to inspection. Do not view, sell, or purchase merchandise for personal financial gain or operate a business utilizing the Wythe County Public Schools electronic resources. 15
8 1 INTERNET SAFETY GUIDELINES Listed below are acceptable Internet Safety Guidelines, but are not limited to the following guidelines: Protect privacy and safety by not disclosing such personal information as telephone numbers, addresses or passwords. Students should be careful not to disclose information that could lead to the inadvertent discovery of their identity, such as their school name and/or location. Use only assigned usernames and/or passwords. The use of others usernames and/or passwords is forbidden. Do not disable filtering software or other technologies. Be courteous and use appropriate language. Do not harass or a attack others, or use expressions of or engage in discrimination, retaliation, bigotry, racism, and/or hate. Do not view, send, display, or use profanity, obscenities, sexually explicit, or offensive materials. Students are advised to never meet anyone who they have met only via the Internet. Report any pornographic or offensive materials on or accessible from school owned equipment. Immediately report any incidents of cyber bullying such as personal attacks and threats to you, others, or to school property. Retain copies of any threatening content or messages to provide to school authorities and/or law enforcement, if appropriate. Do not use the Wythe County Public Schools computer equipment and communication services for sending, receiving, viewing, or downloading illegal, inappropriate, or obscene material via the Internet. 16
9 1 FILTERING PROCESS The Wythe County Public Schools recognizes that users may encounter materials that could be viewed as inappropriate and non-educational. Therefore, provisions have been made to direct and monitor student use through the use of filtering software. If an employee would like to make a request to have a blocked site removed, they should contact the Director of Instruction or either the Director of Elementary Education and Testing or the Supervisor of Federal Programs and Middle Schools. However, it continues to be the responsibility of each individual user not to initiate access to inappropriate material. If such material is encountered, the user is expected to exit the site immediately and notify the Technology Coordinator of the inappropriate material and how the site was accessed. Anyone found to have engaged in illegal, unauthorized, inappropriate, or unethical practices related to policies IIBEA-E/GAB-E1 Acceptable Computer System Use Agreement, and IIBEA-R/GAB-R Acceptable Computer System Use, and other policies and procedures could result in the denial of system access, suspension, termination of employment, and/or criminal prosecution. 17
10 1 AREAS OF RESPONSIBILITY The Director of Instruction, the Assistant Superintendent for Administration, and the Technology Coordinator are responsible for the system-wide implementation, review, and evaluation of these procedures. Directors, Supervisors, Coordinators, Principals, and/or their designee are responsible for the implementation of the procedures at the school and/or program levels. Administrators are responsible for informing staff members of all policies related to acceptable use of computers. Administrators are responsible for having all forms signed that are contained in the Student Handbook. All technology users are responsible for reviewing and abiding by the regulations contained in policies IIBEA-E/GAB-E1 Acceptable Computer System Use Agreement, and IIBEA-R/GAB-R Acceptable Computer System Use, and other policies and procedures. Teachers, library media specialists and ITR teachers are responsible for providing Internet safety instruction, guidance, monitoring student use of the Wythe County Public Schools electronic resources, and for reporting all violations to school administration. Instructional staff members are responsible for identifying, reviewing, and evaluating the most appropriate resources that comply with School Board policy on Internet safety as it applies to the content areas. Students are responsible for contacting a teacher, school administrator or parent if they encounter situations that are offensive or threatening while using electronic resources. The Wythe County Public Schools are responsible for providing teachers with opportunities to learn about Internet related personal safety, cyber security, cyber bullying, malicious codes and viruses, and copyright ethics. The Wythe County Public Schools are not responsible for student or staff use of electronic technology resources outside of school. However, staff or students may be disciplined for any technology use that negatively affects the Wythe County Public Schools or that negatively affects the ability or fitness of any staff person to effectively serve the school division. The use of computer equipment, communication services, technology and Internet usage by school personnel shall represent the school/program favorably in the school and in the community and must model appropriate usage for the student population. All stakeholders are responsible for monitoring and/or evaluating emerging technologies and recommending revisions to the Wythe County Public Schools Internet safety program. 18
Attachment A File: IIBEA/GAB Page 1 of 2 ACCEPTABLE COMPUTER SYSTEM USE The School Board provides a computer system, including the internet, to promote educational excellence by facilitating resource sharing, innovation and communication. The term computer system includes hardware, software, data, communication lines and devices, terminals, printers, CD-ROM devices, tape drives, servers, mainframe and personal computers, the internet and other internal or external networks. All use of the Division s computer system must be (1) in support of education and/or research, or (2) for legitimate school business. Use of the computer system is a privilege, not a right. Any communication or material used on the computer system, including electronic mail or other files deleted from a user s account, may be monitored or read by school officials. The Division Superintendent shall establish administrative procedures, for the School Board s approval, containing the appropriate uses, ethics and protocol for the computer system. The procedures shall include: (1) a prohibition against use by division employees and students of the division s computer equipment and communications services for sending, receiving, viewing or downloading illegal material via the Internet; (2) provisions, including the selection and operation of a technology protection measure for the division s computers having Internet access to filter or block Internet access through such computers, that seek to prevent access to (a) child pornography as set out in Va. Code 18.2-374.1:1 or as defined in 18 U.S.C. 2256; (b) obscenity as defined by Va. Code 18.2-372 or 18 U.S.C. 1460; and (c) material that the school division deems to be harmful to juveniles as defined in Va. Code 18.2-390, material that is harmful to minors as defined in 47 U.S.C. 254(h)(7)(G), and material that is otherwise inappropriate for minors; (3) provisions establishing that the technology protection measure is enforced during any use of the Division s computers by minors; (4) provisions establishing that the online activities of minors will be monitored; (5) provisions designed to protect the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications; (6) provisions designed to prevent unauthorized online access by minors, including hacking and other unlawful activities by minors online; (7) provisions prohibiting the unauthorized disclosure, use, and dissemination of personal information regarding minors; (8) a component on Internet safety for students that is integrated in the division s instructional program. Use of the School Division s computer system shall be consistent with the educational or instructional mission or administrative function of the Division as well as the varied instructional needs, learning styles, abilities and developmental levels of students. The Division s computer system is not a public forum. Each teacher, administrator, student and parent/guardian of each student shall sign the Acceptable Computer System Use Agreement, GAB-E1/IIBEA-E2, before using the Division s computer system. The failure of any student, teacher or administrator to follow the terms of the File: IIBEA/GAB Page 2 of 2 Agreement, this policy or accompanying regulation may result in loss of computer system privileges, disciplinary action, and/or appropriate legal action. The School Board is not responsible for any information that may be lost, damaged or unavailable when using the computer system or for any information retrieved via the Internet. Furthermore, the School Board will not be responsible for any unauthorized charges or fees resulting from access to the computer system. The Division Superintendent shall submit to the Virginia Department of Education this policy and accompanying regulation biennially. Attachment B ACCEPTABLE COMPUTER SYSTEM USE File: IIBEA-R/GAB-R Page 1 of 3 All use of the Wythe County School Division s computer system shall be consistent with the School Board s goal of promoting educational excellence by facilitating resource sharing, innovation and communication. The term computer system includes hardware, software, data, communication lines and devices, terminals, printers, CD-ROM devices, tape drives, servers, mainframe and personal computers, the internet and any other internal or external network. Computer System Use-Terms and Conditions: 1. Acceptable Use. Access to the Division s computer system shall be (1) for the purposes of education or research and be consistent with the educational objectives of the Division or (2) for legitimate school business. 2. Privilege. The use of the Division s computer system is a privilege, not a right. 3. Unacceptable Use. Each user is responsible for his or her actions on the computer system. Prohibited conduct includes: using the network for any illegal activity, including violation of copyright or other contracts, or transmitting any material in violation of any federal, state or local law. sending, receiving, viewing or downloading illegal material via the computer system. unauthorized downloading of software. downloading copyrighted material for unauthorized use. using the computer system for private financial or commercial gain. wastefully using resources, such as file space. gaining unauthorized access to resources or entities. posting material authorized or created by another without his or her consent. using the computer system for commercial or private advertising. submitting, posting, publishing or displaying any obscene, profane, threatening, illegal or other inappropriate material. using the computer system while access privileges are suspended or revoked. vandalizing the computer system, including destroying data by creating or spreading viruses or by other means. 4. Network Etiquette. Each user is expected to abide by generally accepted rules of etiquette, including the following: Be polite Users shall not forge, intercept or interfere with electronic mail messages. Use appropriate language. The use of obscene, lewd, profane, threatening or disrespectful language is prohibited. Users shall not post personal contact information, including names, home, school or work addresses, telephone numbers, or photographs, about themselves or others. Users shall respect the computer system s resource limits. Users shall not post chain letters or download large files. Users shall not use the computer system to disrupt others. Users shall not read, modify or delete data owned by others. 5. Liability. The School Board makes no warranties for the computer system it provides. The School Board shall not be responsible for any damages to the user from use of the computer system, including loss of data, non-delivery or missed delivery of information, or service interruptions. The School Division denies any responsibility for the accuracy or quality of information obtained through the computer system. The user agrees to indemnify the School Board for any losses, costs or damages incurred by the School Board relating to or arising out of any violation of these procedures. 6. Security. Computer system security is a high priority for the school division. If any user identifies a security problem, the user shall notify the building principal or system administrator immediately. All users shall keep their passwords confidential and shall follow computer virus protection procedures. 7. Vandalism. Intentional destruction of any part of the computer system through creating or downloading computer viruses or by any other means is prohibited. 8. Charges. The School Division assumes no responsibility for any unauthorized charges or fees as a result of using the computer system, including telephone or long-distance charges. 9. Electronic Mail. The School Division s electronic mail system is owned and controlled by the School Division. The School Division may provide electronic mail to aid students and staff in fulfilling their duties and as an education tool. Electronic mail is not private. Students electronic mail will be monitored. The electronic mail of staff may be monitored and accessed by the School Division. Unauthorized access to an electronic mail account by any student or employee is prohibited. Users shall be held personally liable for the content of any electronic message they create. Downloading any file attached to an electronic message is prohibited unless the user is certain of that message s authenticity and the nature of the file. 10. Enforcement. Software will be installed on the division s computers having Internet access to filter or block internet access through such computers to child pornography and obscenity. The online activities of minors may also be monitored manually. Any violation of these regulations shall result in loss of computer system privileges and may also result in appropriate disciplinary action, as determined by School Board policy, or legal action. Your student will be able to communicate with other schools, colleges, organizations and individuals around the world through the internet and other electronic information systems/networks. Part of the School Division s responsibility in preparing the students for the 21 st century is to provide them access to the tools they will be using as adults. The internet will likely be one of these tools. Through the Division s computer system, your student will have access to databases, libraries and computer services from all over the world. We accept the responsibility of teaching your student about their roles as network citizen and about the code of ethics involved with this new community. With this educational opportunity also comes responsibility on the part of your student. It is important that you and your studnet read the enclosed school division policy, administrative regulation, and agreement form and discuss these requirements. The Division takes precautions to prevent access to inappropriate material. However, it is impossible to control access to all material and a user may access inappropriate material. In order for your student to take advantage of this educational opportunity, your authorization is needed.
