Drug-Free Workplace Policy Employees may be subject to substance testing if the City has reasonable suspicion that the employee is using illegal drugs, prescription drugs contrary to prescription, or is under the influence of alcohol during working hours. Workplace Violence Policy The City is committed to providing a safe, violence-free workplace for its employees. The City strictly prohibits employees and related clientele on City premises or in a City-related activity from behaving in a violent, threatening, harassing, intimidating or disruptive manner. Any situation which are especially dangerous or life threatening should be immediately reported by calling 911 emergency services. Anyone violating the Workplace Violence policy will be subject to disciplinary action, up to and including termination. Outside Employment Requires Department Head and City Manager approval. UNION REPRESENTATION BENEFITS & COMPENSATION Agency Shop - Service Employees International Union, Local 521 You have the choice of joining the union or not. Whether you are a union member or a service fee payer effective 1/1/2011-12/31/2011 you shall pay 1.45% of your gross base wages as dues. No dues shall be figured on overtime or special differentials. The minimum dues rate for members earning gross base wages equal to or greater than $433 per month is $13.15 per month. For those earning less than $433 per month, the dues will be $8.15 per month FIRE SAFETY EMPLOYEES Mandatory - Fire Fighters Labor Organization IAFF LOCAL 246 POLICE SAFETY EMPLOYEES Association of Bakersfield Police Officers (Voluntary membership) Employee Assistance Program Confidential counseling for you and your family members. Also provides ½ hour legal consultations per problem. Will assist with locating childcare and/or elder care facilities. Also will assist in choosing colleges and universities and help to identify resources for financial aid. Initial three sessions per family member are free of charge. Tuition Reimbursement Program The City encourages its employees to improve their education and provides reimbursement for tuition and books for approved programs of study. Prior approval is required. Vacation 1-4 years = 10 days; 5-13 years = 15 days; 14 + years = 20 days. Sick Leave 12 days a year. May use 8 hours of sick leave per year for personal necessity. Leave in excess of 60 days may be converted to additional vacation. Half of unused sick leave may be paid at retirement. Holidays 13 holidays per year. Pay Periods & Pay Days Biweekly pay periods, Monday through Sunday. Pay day is Friday following the end of the pay period.

Fire Dispatchers and non safety Police and Fire personnel $480 per year. Animal Control Officers, Police Service Technicians, and Fire Prevention personnel receive $750 per year, paid bi-weekly. FIRE SAFETY EMPLOYEES $900 per year; paid biweekly POLICE SAFETY EMPLOYEES $1000 07/01/05. Additional $25 per quarter - motorcycle duty. Paid biweekly. Prorated allocation in first pay check.
Tool Allowance - Miscellaneous Employees A tool allowance is provided for certain positions within the City. Refer to your supervisor or the Memorandum of Understanding for greater detail. State Certificates & Licenses - Miscellaneous Employees The City pays for obtaining and maintaining required certifications: Wastewater Mechanic, Grades 1-3; Building Inspectors, Code Enforcement; Crane Operator; Traffic Signal Technician; Sign & Striping Certificates; Fleet Service Workers; Parks Pesticides; Sewer Maintenance and Sewer certificates. City reimburses employees for cost of obtaining or renewing a required driver's license above the cost of Class "C". Car Allowance If you are a department head and are not furnished a car you shall be reimbursed at $120 per week. Management employees (non department heads) who are not furnished a car shall reimbursed at the rate of 25% of the department head allowance. Physical Assessment - Police Safety Employees One comprehensive physical assessment and follow-up counseling session every 18 months. Measures cardiovascular fitness, blood pressure & composition, body composition, muscular endurance, flexibility. Also included is an optional prostate lab test for officers over the age of 45. Provided voluntarily on work time. Rest Periods You are entitled to a scheduled lunch and a 15 minutes rest period in the first and last half of your shift. Rest periods may not be added to lunch or the beginning or end of a shift. Your schedule is determined by your supervisor. Employee Incentive Plan Service Awards The City values its employees and recognizes long and faithful service through a series of service awards. A Certificate of Appreciation every 5 years, along with either a monetary award or time off. The amount of time off or monetary award depends on the number of years of service. High Five Employees are encouraged to recognize their fellow employees for going above or beyond their duties with a nomination for a High Five award. All nominees are eligible for a monthly drawing for various gift certificates. Bright Ideas City employees are encouraged to develop creative ideas for cutting cost, improving efficiency or service, or make working conditions within the City safer. Workers' Compensation 100 % coverage. Employees must notify supervisor immediately of any on the job injury or illness. Form to pre-designate a City Physician for treatment must be submitted to Risk Management within 14 days of hire date. Form to pre-designate a personal physician must be on file prior to any on the job illness or injury. Forms are available from Risk Management. Refer to Primary Treating Physician List. Family and Medical Leave Act of 1993 Employees are eligible for up to 12 weeks of unpaid, job protected leave for certain family and medical reasons after they have been employed at least one year.
