2 Admissions Requirements Candidates for the PhD in Engineering Management should possess a master s or bachelor s degree in engineering or closely related discipline. A cumulative GPA of at least a 3.5 (4.0 scale) will be required for admission. A GRE score from the last five years, with a combined verbal and quantitative score of at least an 302 (1100 previous scoring system) will be required for consideration. Candidates below established GPA and GRE requirements will be considered on a case by case basis. Candidates whose primary language is not English will be required to demonstrate proficiency in English. Additional admission requirements include the following: Evidence of completion of a probability and statistics course with a grade of at least a C Competence in at least one structured programming language (C++, Visual BASIC, etc.) 3 Basic Degree Requirements The PhD degree program is designed for both full and part time students. A full time student who possesses a MS degree can complete the program in three to five years and part time students will be able to complete the program in four to six years. Students who do not successfully complete the PhD program but have met the requirements for the Master of Science in Engineering Management degree will be awarded that degree upon exit from the program. Candidates with a master s degree will complete a minimum of 30 credits at the 600 and 700 levels and a 27 credit dissertation for 57 total credits. Candidates with a bachelor s degree will complete a minimum of 60 credits at the 600 and 700 levels and a 27 credit dissertation for 87 total credits. 3.1.1 Course Requirements All candidates must complete the following five core courses: EMGT 619 Engineering Supply Chain EMGT 635 Optimization Methods I EMGT 648 Project Management EMGT 701 Seminar / Research Methods for Engineering Management EMGT 709 Advanced Engineering Cost Estimation 4
A candidate who enters the program and does not have a Master of Science degree in Engineering Management or a closely related field will need to complete at least the following additional courses: EMGT 643 Design of Experiments EMGT 644 Quality Systems and Process Improvement In addition to the requirements above, candidates must take at least three of the following courses in consultation with their major advisor: BUS 610 Business and Its Environment MAN 600 Leadership EMGT 631 Production and Inventory Modeling EMGT 702 Systems Engineering EMGT 704 Advanced Risk Analysis EMGT 706 Enterprise and Complex Systems for Engineers EMGT 726 Advanced Modeling and Analysis of Systems EMGT 732 Reliability and Maintainability EMGT 735 Optimization Methods II EMGT 751 Scheduling and Sequencing Candidates may complete their remaining course requirements by taking any additional EMGT courses or other graduate courses (600 700 level) offered by the College of Engineering in consultation with their major advisor. Students may also enroll in no more than two College of Business graduate courses to satisfy any remaining course requirements. These courses require the approval of the student s advisory committee. 3.2 Initial Advising Initial student advising will be done by EMGT Program Director, or a designated faculty member. A student s initial advisor will be defined in the acceptance letter to the program. 3.3 Transfer Credits 5
In accordance with the College of Engineering s policy for graduate transfer credits, up to two courses or 6 credit hours will be accepted. Any transferred courses will be evaluated by the Office of the Dean of Engineering in consultation with the EMGT Program Director. 3.4 Plan of Study The doctoral plan of study must include a minimum of 57 credit hours. A student s plan of study is initially based on the assessment of the admissions committee of the IEEM Department. Changes and additions to a student s plan of study may be made by the student s major advisor. After the student has formed an advisory committee then a final plan of study will be determined and approved by the student s dissertation advisor and committee members. Student must complete the plan of study associated with the academic background. 3.5 Degree Audit The degree audit is the official university record of student progress toward the degree. It will include all of the courses taken, the associated grads and term and cumulative grade point averages. The form will also note successful completion of the additional milestones associated with the Engineering Management Ph.D. degree. Student can obtain a copy of their official degree audit at any time via the university s web page. 4 Document / Form Archiving Each student will receive a copy of all official forms after the appropriate signatures have been received. An additional copy of each form will be maintained by the Office of the Dean of Engineering. A final and bound copy of a student s dissertation will be archived by the WNE Library and the WNE College of Engineering. Student may request a copy of any competed form(s) from the Office of the Dean of Engineering at any time. 5 Milestones 5.1 Qualifying/Preliminary Examination Students must pass the preliminary examination administered by the IEEM Department. A student may attempt the examination no more than twice. The examination will be based on the subject material from EMGT 619, EMGT 635, EMGT 648, EMGT 701, and EMGT 709. The exam is constructed and graded by an IEEM Preliminary Examination Committee. The committee consists of at least 3 faculty members in the IEEM Department. 5.1.1 Timing The exam is offered two times per academic year. The first examination period is one week prior to the start of the Fall Term. The second date is one week prior to the start of the Spring Term. The questions for the examination will be available by 10 am on Monday of the examination week and must be submitted to the EMGT Program Director prior to 5pm on Friday of the examination week. 12
5.1.2 Request for the Exam A request to take the examination must be made by the student at least one week prior to the examination period. Exam requests should be made in writing or via e mail to the EMGT Program Director. 5.1.3 Exam Format The preliminary examination is the first of 4 milestones a student needs to complete to receive a doctorate degree (the others being the comprehensive exam, the proposal defense and the dissertation defense). The preliminary examination is a written examination that consists of four questions. The four questions will come from material taken from the 5 required courses. The examination is taken individually and no collaboration of any kind is permitted. 5.1.4 Completion of the Examination To successfully complete the examination a student must be graded acceptable on 3 of the 4 questions asked on the examination. The examination committee grades the exam and the results are discussed by the committee. The candidate will receive the results of the examination no later than 1 week after the examination is complete. If a student wishes to receive detailed feedback about their examination, this request should be made in writing to the EMGT Program Director within 2 weeks after completing the examination. A student may enroll in dissertation hours only after passing the preliminary examination. 5.1.5 Re Taking the Examination Two attempts to pass the exam are permitted. If a student fails the examination two (2) times the student will be dismissed from the program. If a student fails the examination, the IEEM Examination Committee will meet with the student no later than 14 days after the results are made public. This meeting is intended for the student to receive feedback from the committee about his/her performance. 13

5.2 Choosing and Academic Advisor A student must select a major advisor and an advisory committee. With the assistance of the advisor, the student must prepare a plan of study that must be approved by the advisory committee, EMGT Program Director, and the Dean of Engineering before the comprehensive examination is attempted. Before admission to candidacy for the Ph.D. degree, the student and the student s major advisor propose a doctoral committee which should be approved at least one month prior to any required committee action. The doctoral committee must consist of four members of the current faculty. At least three members must come from the IEEM Department and one faculty member must be external to the department. In order to be qualified to serve as a student s major advisor a faculty member must have served in one of the following roles: 1) as the major advisor to a student who has earned a Ph.D.; 2) as a co major advisor to a student who has earned a Ph.D., or; 3) as the major advisor to two students who have earned their MS degree (thesis option). Faculty from outside the department may serve as a co major advisor with an eligible IEEM department faculty member 5.3 Dissertation Committee It is the responsibility of the candidate to select and request a specific major advisor. This advisor will be chosen from the program faculty. A candidate will choose the remaining members of the dissertation committee in consultation with her/his major advisor. It will be the responsibility of the candidate to fulfill all advising milestones and meetings/meeting formats as required by the major advisor. 15

The committee will have the authority to require high-quality research, direct curricular additions and/or the re-writing of any portion or the entire proposal or dissertation. The committee will also conducts the comprehensive examination, thesis proposal defense and the dissertation defense including oral examination. 5.4 Comprehensive Examination PhD candidates must pass a comprehensive examination covering the major area of study. A candidate may attempt this examination no more than twice. This examination will be administered by the candidate s advisory committee and is intended to ensure that the candidate is prepared for dissertation research efforts. 5.4.1 Timing The timing of the examination is at the discretion of the candidate, their academic advisor and the candidate s advisory committee. The examination will occur over a two week period. The examination questions will be provided to the candidate and 1 week later the candidate will submit their written responses. One (1) week from the submission of the candidate responses the candidate will defend their responses orally to their dissertation committee. 5.4.2 Exam Format The examination format will consist of written questions constructed by the candidates committee that are of relevance to the candidate s research area. The candidate will have no less than 1 week to complete his/her written responses and will defend those responses orally to the committee. The candidate will receive the results of the examination no later than 1 week after the examination is complete. 5.4.3 Completion of the Examination To successfully complete the examination a student must be graded acceptable by 75% of the advisory committee. The advisory committee grades the exam (written and oral responses) and the results are discussed by the committee. If a student wishes to receive detailed feedback about their examination, this request should be made in writing to the EMGT Program Director. 5.4.4 Re Taking the Examination Two attempts to pass the exam are permitted. If a student fails the examination two (2) times the student will be dismissed from the program. If a student fails the examination, the 17
candidate s advisory committee will meet with the student no later than 14 days after the results are made public. This meeting is intended for the student to receive feedback from the committee about his/her performance. 5.5 Dissertation Proposal Candidates must prepare a dissertation research proposal and present it orally. Students are encouraged to begin the preparation of a proposal topic immediately after they have chosen a major advisor and formed their dissertation committee. The student shall submit a written draft of the proposal to his/her Advisory Committee for feedback and preliminary approval. The date of the submission shall be flexible, and determined by the major advisor and the student. It is recommended that the proposal follow the guidelines regarding length and format found in Section 6 of this document, although the Advisory Committee may make the determination regarding final format. Note: Each time a revised document is submitted for feedback and approval to members of the Advisory Committee, the student should allow a minimum of 2 weeks for feedback. The committee will evaluate whether a candidate is prepared to proceed with dissertation research. In doing this evaluation the committee will attempt to discover: 1. Is the proposed work significant? 2. Are the proposed evaluation methods capable of accomplishing the work? 3. Is the related work and the comparison to the proposed work accurately represented? 4. Are the student's writing and presentation skills adequate? 5.5.1 Proposal Defense Candidates must defend their dissertation proposal through an oral presentation. The student must successfully pass their dissertation proposal at least 3 months prior to the oral defense of the student s final dissertation defense. The proposal defense must be scheduled no sooner than 2 weeks after the submission of the written proposal. The proposal defense meeting shall be convened and conducted by the Major Advisor(s). The oral presentation shall be open to the public. 20
It is the responsibility of the Major Advisor to ensure that the comments and suggestions of the committee members are incorporated into the final version of the proposal. In the event that there is a disagreement between the committee members and the major advisor, the EMGT Program Director or his/her designee shall serve as an arbitrator to resolve the conflict. 5.5.2 Completion of the Proposal Final approval of the proposal may not be granted without 75% majority approval of the Advisory Committee. A cover sheet (Dissertation Proposal for the PhD Degree) bearing the approval signature of each committee member shall be attached to the final proposal (two original sets). These sets, along with a completed PhD Dissertation Proposal Review Cover Sheet be submitted to the EMGT Program Director. The EMGT Program Director s signature on the cover sheet confirms the approval by the committee and readers. The two sets of the cover sheet and proposal will then be forwarded, one to the Office of the Dean of Engineering and the second to the EMGT Program Director. 5.5.3 Resubmission of the Proposal If the oral defense of the proposal is rejected (less than 75% of the committee approval), the student shall be allowed a maximum of one more submission of a revised version of the proposal and oral defense to receive approval. 21

5.6 Dissertation Students must complete a written dissertation and defend it orally. To pass a dissertation defense at least 75% of the student s advisory committee must agree that the student has met all of the dissertation requirements. In the event that there is disagreement between the advisory members and the Major Advisor, the EMGT Program Director or his/her designee shall serve as an arbitrator to resolve the conflict. The student s Major Advisor will work closely with the student to determine when student work is ready for defense. A dissertation is a lengthy, formal document that argues in defense of a particular thesis. The student dissertation should be original and substantial and be an original contribution to the overall body of knowledge. The dissertation should demonstrate critical thinking and analysis and not solely consist of experimental data. The format, timing and required procedures and forms to complete a dissertation in the College of Engineering are contained in this document. 5.6.1 Dissertation Defense The final defense must be scheduled by the candidate at the convenience of the advisory committee and may take place no later than one month prior to the degree conferal date of that academic term. At least two weeks prior to the final defense, candidates must provide thier advisory committee with copies of thier dissertation and associated defense information. 5.6.2 Completion of the Defense The last day that the copies of the doctoral dissertation and required forms (EMPhD 1,EMPhD 2, and the D Amour Library Doctoral Dissertation Library Deposit Form) related to the completion of a Ph.D. may be submitted to the Office of the Dean of Engineering is the last business day in April. 23
5.6.2.1 After the Defense The formal, final approval of a dissertation is handled by the Dean of Engineering and the Department of Industrial Engineering and Engineering Managment. Candidates must prepare at least 4 bound copies of their dissertation: 1 to the major advisor 1 to the Department of Industrial Engineering and Engineering Management 1 to the College of Engineering 1 to the University Library 5.6.2.2 UMI publishing information In order for a dissertation to be included in UMI Dissertation Abstracts Online, you will need to fill out a publishing agreement. WNE s Campus Library will submit your dissertation on a CD in PDF format along with signed the UMI agreement and payment for publication. Log into agreement http://il.proquest.com/dissertationagree/umi_agreement.pdf The student will be prompted for a username (dissertations) and password (publish) The student will be offered the choice of Open Access or Traditional Publishing. Western New England University recommends Traditional Publishing and will pay $65 towards that option. Should a student choose Open Access publishing, the difference in the price will be incurred by the student. 24
The student can choose the desired embargo period. This is based on whether the student is planning on submitting his/her work to a professional journal, seeking a patent based on the material in the dissertation, working on another relevant collaboration, or any other factor the student feels is relevant to the timing of publication of the dissertation. The university recommends that students complete the Copyright Registration Form and WNE s Library will cover the $55 expense for that service. 5.6.3 Resubmission of the Dissertation (re Defense) If the dissertation defense does not result in the dissertation being accepted (less than 75% of the committee approval), the student shall be allowed a maximum of one more submission of a revised version of the dissertation and oral defense to receive approval. If a student fails to complete the dissertation defense a second time, they are dismissed from the program. 6 Proposal Format The proposal should be no more than 40 pages long, exclusive of references and appendixes. A candidate must choose the details carefully to convey the key ideas. The document should contain at least the following parts. Title Page Introduction This is a statement of the problem, with motivation. The background about the overall area., the hypothesis and/or goals, the key technical ideas, and the likely contributions of the work. Background Discuss foundational work upon which yours builds, as well as alternate approaches to the problem. Discuss themes in the literature, so that a reader gets an overview of the whole field rather than a mere list of previous results. Relate previous work to one another and to your approach. Explain what is different about your approach and why others have not attempted it before. Methods and Procedures Describe the main challenges and innovations that are needed to accomplish the proposed hypotheses, with as much description as possible of how you will accomplish each one. Describe methodology for evaluating whether your ideas work or your hypotheses are correct. Indicate whether each part of the work is complete or remains to be done. Initial and Future Work For work you have already completed, give only a brief summary. For work that remains to be done, give a more detailed plan, including any major risks and a timeline for completion, sufficient for an outsider to evaluate its chances of success. The proposal should be concrete enough that the committee can evaluate whether it would make a good dissertation. 29
Limitations Describe the strengths and weaknesses of your approach, including what it can and cannot do. References Reference all relevant work in your proposal and list all relevant work. Appendices (if necessary) Only include appendix material as needed. All material put into the appendix should be referenced in the proposal. 30
7 Dissertation Style Guide 7.1 Order and Components The thesis or dissertation is typically organized into three main sections: 1) the preliminary pages; 2) the body; and 3) the reference pages. The body of your dissertation should include as a minimum the following sections: 1. Introduction 2. Background 3. Methods and Procedures 4. Results and Analysis 5. Conclusions and Recommendations 7.2 Preliminary Pages The preliminary pages include the title page, abstract, acknowledgments (optional), table of contents, list of tables (required, if applicable), list of figures or illustrations (required, if applicable), and list of abbreviations or symbols (optional). Preliminary page headings are of a uniform font size (10 point or 12 point), consistent with the font size used throughout the document. All headings in the preliminary pages are centered, two inches from the top of the page. Headings may be in mixed case (e.g., Table of Contents ) or in all caps (e.g., TABLE OF CONTENTS ). Mixed case is preferred. All preliminary pages are counted in the pagination, but no page number appears on the title page. All other pages in this section are numbered using lower case Roman numerals (e.g., iii, iv, v, etc.). Page numbers are centered, at least ½" from the bottom of the page. 31

Set margins of at least one inch on all sides (top, left, right, and bottom). Exceptions: Headings. Any pages with a major heading (e.g., most preliminary pages) should have a 2" top margin. Pagination. Page numbers should be set at least ½" from the bottom of the page. 42
Binding Note: If you plan to print and bind your document, a left margin of 1.5" is recommended. 7.7.2 Font Size and Type Size. The selected font should be 10 to 12 points in size. Subscripts and superscripts should be no more than 2 points smaller than the size of the text font. Type. Embedded fonts, such as Post Script Type 1, are required. Embedded fonts travel with the document, enabling that readers see the document as it was intended to be viewed. Standard fonts such as Times New Roman or Arial are recommended. Limit the use of italicized type to non English words and quotations. 7.7.3 Spacing and Indentation Spacing and indentation should be consistent throughout the document. Consult departmental guidelines for the standard(s) in your discipline. For conventional documents, double spacing is preferred, but 1.5" spacing is acceptable. Single spacing is recommended for the following: bibliographical entries (with double spacing between entries), long quotations, long endnotes or footnotes, long captions, and long headings. 7.7.4 Pagination Pagination should be consistent throughout the document. All pages are numbered except for the title page. Preliminary pages: Use lower case Roman numerals (i, ii, iii, iv, etc.). Body and reference pages: Use Arabic numerals (1, 2, 3, 4, etc.). Center all page numbers within the margins at least ½" from the bottom of the page. 7.7.5 Tables, Illustrations, and Figures 43
All tables (illustrations, figures, etc.) should be numbered, labeled, and oriented consistently throughout the document. 8 Library Requirements It is a requirement that the students dissertation be entered into the college holdings. The student must provide the Collection Development Librarian and Reference Coordinator for D Amour Library, with at least: 1. five hard copies of the dissertation document, a. These should be double sided and printed out on archival paper. Documents can also be printed at D Amour library. 2. a CD containing a PDF file of the dissertation, and 3. five dissertation committee sign off sheets (5.6.4.1 Form EMGTPhD 1) with all signatures (see below for format of sign off sheet) If the student would like additional bound copies for personal distribution, the student should provide Vicky with additional hard copies and committee sign off sheets as well as $14 for each additional bound copy requested. The materials should be provided to the Collection Development Librarian within 2 weeks of the successful dissertation defense. The materials should be provided to the Collection Development Librarian at least 7 days prior to Commencement in order to participate in Commencement. Upon receipt of the above described materials, the Collection Development Librarian or another representative from the library will notify Student Administrative Services that the dissertation has been received by the College. 44
9 Funding Graduate students in the College of Engineering may have variety of opportunities to offset the cost of graduate school. Students who are provided funding by off campus agencies are subject to the requirements of those agencies. Students who are funded by the University, College, or Department as a minimum must maintain a 3.0 grade point average and receive no more than two (2) grades of C or lower to maintain funding. 9.1 Ph.D. Teaching Fellows Ph.D. Teaching Fellows are typically hired to teach and assist faculty in undergraduate courses in the College of Engineering. The funding for these positions comes from the university and includes a stipend to cover living expenses and a graduate tuition waiver of 21 credit hours per academic year. These positions are awarded by a committee of three IEEM faculty members and typically start and end according to the undergraduate academic year. Continuation of these awards is dependent upon performance during the academic year. Unsatisfactory performance is cause for discontinuation of the award and will be determined by an end of the year review prior to May 1 of the academic year. Fellows may request a performance review at any point during the academic year. A request should be made in writing to the Chair of the IEEM department. 9.2 Teaching Assistants These positions are awarded by individual faculty members who have received external funding as part of a grant request. Continuation of these awards is completely dependent on available funding and the discretion of the individual faculty member. The amount and availability of funding is variable and should be discussed with the sponsoring faculty member. Teaching 45

A request should be made in writing to the Chair of the IEEM department. 9.4 Hourly Assignments When available, graduate students may work based on an hourly wage to do a variety of assignments within the College of Engineering. The duties, wage, amount of hours available and the length of time that funding is provided will be discussed prior to the initiation of duties. Students can potentially receive hourly assignments from faculty and staff in the College of Engineering and all assignments should be officially coordinated with the Office of the Dean of Engineering. The amount and availability of funding is variable and should be discussed with the sponsoring faculty member. Research Assistants may request a performance review at any point during the academic year. A request should be made in writing to the Chair of the IEEM department. 46
