1 INTRODUCTION & SCOPE ICC Australia Pty Ltd was engaged by Rapid Creek Business Village Management to conduct an inspection of the property at 48 Trower Road, Millner NT The inspection involves a visual inspection of the asbestos as identified in the Asbestos Register to ascertain the following: I If adequate signage is required to be affixed and is sufficient to meet the requirements of the code of practice; II If any deterioration of asbestos material has occurred in the previous years; III If the report information is still current, ie have any removals been undertaken; The building was visually inspected on 2/6/12 and 1/12/12 Nothing contained within this report may be considered to alter or modify guidelines as set down in Asbestos Code Of Practice and Guidance Notes Work Health & Safety Act 2011, or the requirements laid down under the relevant Northern Territory Legislation No one section or part of a section, of this report should be taken as giving an overall idea of this report Each section must be read in conjunction with the whole of this report, including its appendices and attachments Included in this report are s It should be noted that the actions are recommended only and that implementation is the responsibility of the building Owner / Manager The recommended action(s) must be carried out to ensure statutory compliance We recommend that a copy of this report is made available to the Occupier of the building and updated at least annually Page 5
2 LIMITATIONS In many instances, asbestos may be present in inaccessible areas such as: Wall cavities; Beneath floors; Slabs; Integral parts of boilers, pumps, machinery, plant & pipe work; Reheat units within air-conditioning ducts; and Fire doors Confirmation of lagged pipe work in wall cavities and that which may be chased into walls is not possible within a visual inspection in a non-destructive survey Should any demolition or upgrading work be undertaken, then it is possible that asbestos containing materials may be found in these areas Unless otherwise mentioned, samples were not taken of phenolic based co-polymer product (commonly known as zelemite ) which is known to contain asbestos, within electrical and / or control boards which may have been live at the time of inspection Unless otherwise mentioned, inspections were not undertaken beneath carpets for the presence of other floor covering The following locations were not visually inspected: Internal sections of the disused Sanitary Disposal Units; Internal Sections of air conditioning ductwork Buildings/Shops There had been a full refurbishment in Shop #3; non Asbestos products have been used Any reference in this report to materials other than asbestos containing materials are not to be taken as necessarily accurate, since identification of such materials is not included within the scope of this report Measurements and Quantities mentioned in this report are approximately only No Asbestos audit can guarantee to identify all asbestos containing materials present in a building ICC Australia Pty Ltd warrant to conduct their work with the degree of skill, care and diligence normally exercised by consultants in similar circumstances, but there is no guarantee, expressed or implied, that all asbestos has been identified in this report / register (refer Appendix D) All audit activities are undertaken in accordance with the ICC Australia Pty Ltd Occupational Health and Safety Policy This report must be read in conjunction with existing reports and documentation of asbestos materials for this building This report has been prepared for the use of the client, and is not to be relied upon by any third party without prior consultation with ICC Pty Ltd This report is not to be used as a contractual document If copies are required, all relevant parts of this report must be produced in full Page 6

7 RISK ASSESMENT 71 General The inspection of the building(s) and subsequent sample analysis of materials suspected of containing asbestos located at the Rapid Creek Business Village identified the following types of asbestos containing materials: Asbestos cement products; Electrical backing boards (ie zelemite ); The products do not pose a risk from exposure to airborne fibres so long as the materials are not disturbed or worked upon, ie, cut, sawn, drilled, etc (Appendix D provides a summary of the health risks of asbestos materials that have been identified in this register) 72 Removal The inspection of the building revealed a number of items that although is unlikely that these asbestos materials will pose a health risk from exposure to airborne asbestos fibres we consider they should be removed and replaced as soon as is practicable All damaged ceiling tiles have been removed These items are as follows: Ceiling tiles Floor tiles 73 LABELLING In accordance with the Work safe Australia Code of Practice asbestos warning signs have to be affixed to or adjacent to identified asbestos materials ICC Australia PTY LTY sells Asbestos Warning Labels, which conform to AS 1319-1994, Safety signs for Occupational Environment However we recommend that additional and more prominent warning signs be affixed to the asbestos materials 8 LEGISLATIVE REQUIREMENTS The current Northern Territory Regulations require that the owner of a building or plant, which contains any asbestos, ensures that: Page 22
Asbestos which is unstable or poses a significant health risk is removed as soon as reasonably practicable; and Policies and procedures are established to control the asbestos and to prevent (or where not reasonably practical to minimize) the exposure of any person to airborne asbestos fibres The policies must address the following: An assessment of the degree of stability of the asbestos; The steps that can be taken to restrict access to the place where the asbestos is situated; The steps that can be taken to prevent disturbance of the asbestos; The use of labels and signs to warn of asbestos; Regular inspections of the asbestos; and Work practices in the vicinity of the asbestos Any asbestos removal work done is required by legislation to be in accordance with the Work Health & Safety Act 2011 It is necessary to ensure that all asbestos products are removed prior to any demolition, removal, maintenance, operational or construction work, which may damage or disturb asbestos product(s) Page 23
