Oriana House, Inc. Our Mission Oriana House provides quality and humane chemical dependency treatment and community corrections services to clients while contributing to safer communities. Oriana House accomplishes its mission by providing treatment, rehabilitative services, aftercare, and supervision to clients in the local community. Services are offered through residential and nonresidential programs. Oriana House, Inc., Programming and Criteria Page 5 ADM CRISIS CENTER DETOXIFICATION AND DROP-IN CENTER 15 Frederick Avenue Akron, Ohio 44310 (330) 996-7730 TTY/TDD: (330) 761-3376 PROGRAM GOAL To provide a cost effective and humane point of entry to comprehensive services for the public inebriant and other chemically dependent Summit County residents. DETOXIFICATION UNIT TARGET POPULATION Adult Summit County residents who are intoxicated and/or experiencing withdrawal symptoms. Clients may be self-referred, referred by family or friends, physicians, community agencies, police, court personnel, or probation and parole officers. SCREENING PROCESS Admission is based on the result of a nursing assessment that suggests an applicant for admission is experiencing or is expected to experience acute withdrawal symptoms. DESCRIPTION OF SUPERVISION AND SERVICES Detoxification services will be available to appropriate clients without restriction. Appropriate medical support is provided by a physician and 24-hour nursing coverage during the detoxification period. Individual and group counseling are available. A chemical dependency assessment is done on all clients in the Detoxification Unit. COST TO CLIENT Cost is based on a sliding scale. SUCCESSFUL AND UNSUCCESSFUL RELEASES Clients will be considered successfully released from the Detoxification Unit if they have completed the medical regimen. If they leave the Unit before completing the medical regimen, it will be against staff advice. DROP-IN CENTER TARGET POPULATION Adult Summit County residents who are self-referred, brought to the facility by local law enforcement agencies, or referred by community agencies and require a short stay in a safe environment so they may recuperate from the acute effects of alcohol and/or drugs.

Oriana House, Inc., Programming and Criteria Page 6 SCREENING PROCESS Appropriateness for services is based on staff evaluation of the client's needs. DESCRIPTION OF SERVICES Clients may remain in the Drop-In Center six to ten hours where they may rest. Based on each client s needs, he/she may be permitted to shower, launder clothing, and/or receive a snack. They will be monitored for withdrawal symptoms and other medical problems. Assessment and referral services are available to willing participants. COST TO CLIENT There is no cost to the client for this program.

Glenwood Avenue Akron, Ohio 44304 (330) 996-2222 PROGRAM GOAL To provide an intensive, nonresidential chemical dependency treatment program for adults with alcohol or other chemical dependency problems. TARGET POPULATION Clients participating in Oriana House programs who are in need of chemical dependency treatment or who are court ordered to attend Oriana House's treatment program. SCREENING PROCESS Clients are sentenced to an Oriana House program by the court. Clients are assessed to determine the nature and extent of their substance abuse, misuse and/or addiction. DESCRIPTION OF SERVICES A four-week, 16-session program. Individual and group counseling sessions. Lectures, psychoeducational programs, experiential encounters, films, and exposure to self-help groups are also used. Referrals for urine drug screens and alcohol tests are made as necessary. Full, nonresidential treatment services allowing participants to maintain home, family, and employment. Participation in weekly self-help groups. A 12-week Aftercare Program consisting of weekly group sessions and individual counseling to help clients practice and integrate newly acquired sobriety tools. COST TO CLIENT The program fee is negotiable, based on the client s ability to pay. SUCCESSFUL COMPLETIONS Conforming to program rules and completing the prescribed course of treatment will result in successful completion.

Glenwood Avenue Akron, Ohio 44310 (330) 996-2222 PROGRAM GOALS To assist clients in recognizing personal warning signs/symptoms of the relapse process. To assist clients in intervening in the relapse process as early as possible. TARGET POPULATION Individuals at risk for returning to alcohol and drug usage, despite prior treatment and/or periods of abstinence. Clients or former clients of other Oriana House programs may be referred by their Probation Officer to the Relapse Prevention Program on an outpatient basis. SCREENING PROCESS Oriana House chemical dependency counselors will consider the client s history of alcohol and chemical dependency involvement and his or her prior treatment involvement and periods of abstinence in determining eligibility for services. DESCRIPTION OF SUPERVISION AND SERVICES Four weeks (16 sessions) of programming, followed by 12 sessions of aftercare programming. Group and individual counseling sessions combined with films and lectures. Self-help group participation is strongly encouraged during and following the program. COST TO CLIENT There is no cost to the client for this program. SUCCESSFUL COMPLETIONS Conforming to program rules and completing the prescribed course of treatment will result in successful completion.

Box 1501 Akron, Ohio 44309 (330) 535-8116 PROGRAM GOALS To provide continuing support for recovering individuals who have completed a treatment program. To maintain and, if possible, enhance the gains made during the initial treatment experience. To build a foundation for continued recovery that allows for lifestyle and behavioral changes that support sobriety. TARGET POPULATION Individuals who have completed an Oriana House chemical dependency treatment program and made a commitment to recovery. SCREENING PROCESS Clients are referred by their individual treatment counselor after completing an Oriana House chemical dependency treatment program. DESCRIPTION OF SUPERVISION AND SERVICES Weekly, 90-minute group sessions for 12 weeks. Individual treatment plans developed between the counselor and the client. Monthly, or as indicated, individual counseling sessions. Educational and informational lectures, films, and 12-step meetings. COST TO CLIENT There is no cost to the client for this program. SUCCESSFUL COMPLETIONS Conforming to program rules and completing the prescribed course of treatment will result in a successful completion.

TARGET POPULATION Court-referred adult, male and female, misdemeanor or traffic offenders in need of assessment and treatment for chemical dependency services who have been referred by the court system. SCREENING PROCESS Screening process utilizes a standardized screening tool (Substance Abuse Subtle Screening Inventory-3) and an assessment interview to determine eligibility for services. DESCRIPTION OF SUPERVISION AND SERVICES Chemical dependency assessments (incarcerated and non-incarcerated individuals). Case Management (for monitoring of compliance/treatment and coordination of services). Urine drug screens and alcohol tests are required. Referrals to appropriate levels of care consistent with standardized placement criteria. Timely communication with the Akron and Summit County court systems regarding clients. COST TO CLIENT Clients are not charged for assessment performed by the Summit Link Project. SUCCESSFUL COMPLETIONS Complying with the mandates of the referring court will result in successful completion.

Referrals for Central Assessment services are initiated by the person seeking services and may be facilitated or encouraged by family, friends, community agencies, probation and parole officers, police, or court personnel. SCREENING PROCESS The screening process consists of an interview and standardized inventory testing to determine eligibility and appropriateness for services. DESCRIPTION OF SERVICES Chemical dependency assessment. Referrals to appropriate level of care using standardized placement criteria. COST TO CLIENT Cost is based on a sliding scale.

Oriana House, Inc., Programming and Criteria Page 21 DRIVER INTERVENTION PROGRAMS (DIP) 885 E. Buchtel Avenue Akron, Ohio 44305 (330) 535-8116 PROGRAM GOALS To reduce further incidents of drunk driving by providing substance abuse screenings, education and treatment referrals. To provide a cost-effective sanction for clients who have been convicted of driving under the influence (DUI) of alcohol. TARGET POPULATION First-time male and female DUI clients sentenced to either a mandatory three-day (72-hour) term or a mandatory six-day term as required by Ohio law. SCREENING PROCESS Clients are sentenced to the program by the court. A registration form is completed by the court and sent to Oriana House's Admissions Department. Clients are given approximately two weeks to pay the program fee. Upon receipt of payment, clients are scheduled for their incarceration. DESCRIPTION OF SUPERVISION AND SERVICES Both the three-day (72-hour) and the six-day program begin Thursday at 5:00 p.m. The threeday program ends Sunday at 5:00 p.m. Clients who are required to serve six days are accommodated in this program for the first three days and then are transferred to the corrections facility. Clients receive alcohol/drug screenings and alcohol and other drug education accomplished through tests, lectures, films, and a one-on-one interview. Clients receive 27.5 hours of chemical dependency education and prevention programming. Clients assessed to be in need of drug/alcohol treatment are referred to a specific community agency for treatment. The courts require those referred to treatment to follow through with treatment recommendations.

Oriana House, Inc., Programming and Criteria Page 22 COST TO CLIENT Cost of the 72-hour Driver Intervention Program is $300 and cost of the six-day program is $420. The cost of the out-of-county, six-day program is $492. Indigent funds are available for those clients who qualify. Clients who are unable to pay the full program fee are required to pay a negotiated fee as determined by the court. SUCCESSFUL AND UNSUCCESSFUL COMPLETION Individuals who are not referred for treatment are considered successful at the completion of their program. All individuals will receive a certificate showing that they have completed the Driver Intervention Program. Individuals who are referred for treatment are considered successful upon completion of their referral requirements. Failure to follow through with any referral will result in notification, by letter, to the sentencing court for further action. Failure to adhere to program rules may result in dismissal from the program.

Glenwood Avenue Akron, Ohio 44304 (330) 996-2222 PROGRAM GOALS To alleviate jail crowding while providing a comprehensive substance abuse assessment and treatment program. To provide a cost-effective sanction for clients who have been convicted of driving under the influence (DUI) of alcohol. TARGET POPULATION Male and female clients with previous DUI convictions who are sentenced to municipal and county jails. SCREENING PROCESS Clients are sentenced to the program by the court. A registration form is completed by the court and sent to Oriana House s Admissions Department. Clients are given approximately two weeks to pay the program fee. Upon receipt of payment, clients are scheduled for their session. DESCRIPTION OF SUPERVISION AND SERVICES Operated according to Ohio Minimum Security Jail Standards. The program is comprised of three components: completion of a mandatory jail sentence; participation in and completion of a chemical dependency treatment program; and participation in and completion of a 90-day aftercare program. Chemical dependency treatment is a 64-hour, in-house, Ohio Department of Drug Addiction and Alcohol Services certified, intensive, outpatient program. Treatment includes 16 group counseling sessions of four hours over four weeks, and one individual counseling session per week. All clients will begin treatment at the beginning of the first week s session. Clients with sentences of less than 60 days may be scheduled through normal procedures or placed in the program on an accelerated basis as determined by the court and Oriana House s Admissions Department. All clients must be available for lab work on the first Saturday of the program. Urine drug screens and alcohol tests are required.

Clients sentenced to the Multiple Offender Program by courts outside of Summit County are required to pay an out-of-county fee. Clients, referred by a Summit County Court, who are unable to pay the full program fee are required to pay a negotiated fee as determined by the court. Indigent funds are available for those clients who may qualify. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Clients who complete the required incarceration and treatment are successfully discharged. Clients who fail to adhere to guidelines of the Correctional Program are terminated from the program. Clients who fail to adhere to guidelines of the Treatment Program are terminated from the program. Individuals who are incarcerated for 10 days are required to continue to attend the full fourweek treatment program in order to receive a successful completion for the program.

Glenwood Avenue, Akron, Ohio 44304 (330) 996-2222 Females: 222 Power Street, Akron, Ohio 44304 (330) 996-7595 Cleveland (males and females): 1829 E. 55 th Street, Cleveland, Ohio 44103 (216) 881-7882 Sandusky (males): 1845 Superior Street, Sandusky, Ohio 44870 (419)502-1050 PROGRAM GOAL To divert clients from the crowded jail and prison systems and provide the courts with a direct sentencing option to a community sanction that provides a highly structured, residential setting and emphasizes re-entry into the community. TARGET POPULATION Adult male and female felony offenders in Akron and Cleveland; misdemeanor and traffic offenders and parolees in need of long-term rehabilitative programming of 90 days or longer for offenders in Akron. Halfway House facilities are also utilized for programs such as Transitional Control, where clients are referred by the Department of Rehabilitation and Correction and are State inmates for the duration of their stay with Oriana House. The maximum length of placement for a Transitional Control client is 180 days. SCREENING PROCESS Clients are directly referred from court, probation, the Ohio Department of Rehabilitation and Correction, the Federal Bureau of Prisons, and the Adult Parole Authority. DESCRIPTION OF SUPERVISION AND SERVICES Clients program needs are assessed through a standard risk/needs assessment used to develop an individualized program plan. Clients gradually earn privileges and advance through a three-phase program as they attain their program goals. Urine drug screens and alcohol tests are required. Program and release decisions are made jointly by the referring authority and the program staff. Parolees are not required to pay per diems. Transitional Control clients pay 15%, 20%, or 25% on a sliding scale basis. Federal referrals pay a 25% subsistence fee mandated by the Federal Bureau of Prisons. Client must address financial obligations, such as court costs, child support, fines, restitution, and Oriana House incurred expenses. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS When employed, halfway house clients pay per diems equaling 20% of gross income. When employed, parolee placement clients pay per diems equaling 20% of gross income. Transitional control clients pay per diems of 15%, 20%, or 25% on a sliding scale basis. Federal referrals pay 25% subsistence fee mandated by the Federal Bureau of Prisons. Clients must address financial obligations, such as court costs, child support, fines, restitution, and Oriana House incurred expenses. Completion of all program and court requirements and an ability to demonstrate acquired skills result in successful program completion. Clients are required to complete a specified number of days as determined by the referral source prior to release. The referral source may also require clients to successfully complete targeted programming as determined by Oriana House. Failure to adhere to the rules of the referring agency or Oriana House results in unsuccessful completion.

Glenwood Avenue, Akron, Ohio 44304 (330) 996-2222 Females: 222 Power Street, Akron, Ohio 44304 (330) 996-7595 PROGRAM GOAL To divert clients from the crowded jail and prison systems and provide the courts with a direct sentencing option to a community sanction that provides a highly structured, residential setting. TARGET POPULATION Adult male and female felony, misdemeanor and traffic offenders in need of a restrictive community corrections sanction of 60 days or less. SCREENING PROCESS Clients are directly referred from court or probation. Clients are screened by OHI Admissions and diverted from the jail to assist with overcrowding. DESCRIPTION OF SUPERVISION AND SERVICES Clients are not permitted to leave the facility or campus except for medical/psychological/treatment appointments. A standard risk/needs assessment is used to identify needs and direct the programming of clients placed for more than 45 days. Oriana House will utilize in-house services where appropriate for identified offender needs. If a client needs programming not available at Oriana House during his or her stay, an appropriate referral will be made, where applicable, to an outside resource upon the client s release. Clients will be required to perform community service under staff supervision. COST TO CLIENT Clients are not required to pay per diems, because they are not permitted to be employed. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Completion of all program and court requirements results in successful program completion. Clients are required to complete a specified number of days (determined by the referral source) prior to release. Failure to adhere to the rules of the referring agency or Oriana House results in unsuccessful completion.

Glenwood Avenue, Akron, Ohio 44304 (330) 996-2222 Females: 222 Power Street, Akron, Ohio 44304 (330) 996-7595 PROGRAM GOAL To place employed clients in a community corrections sanction that allows them to maintain current employment while addressing identified, targeted, criminogenic needs. TARGET POPULATION Employed adult felony, misdemeanant and traffic offenders who are currently employed or in school. Oriana House operates work release programs for both male and female clients. SCREENING PROCESS Clients are sentenced by the court. Clients have verified employment or educational responsibilities in the community which are deemed appropriate and beneficial. DESCRIPTION OF SUPERVISION AND SERVICES Clients are subject to random drug and alcohol tests used to determine program compliance and treatment needs. Each client will be assigned a caseworker for case management. Case management includes intake, client assessment, and development of an individual program plan. Clients are allowed to leave the facility for work, education, or treatment purposes only. Any other reason to leave the facility must be approved by the court. Clients' whereabouts are monitored and clients are held responsible for any unexcused absences. Client monitoring is done through on-site job visits, phone contacts and payroll records. Clients may be required to perform community service, depending on length of sentence. Clients are required to complete one session of AIDS awareness programming. TARGET POPULATION Adult male and female felony, misdemeanor and traffic offenders in need of rehabilitative programming. SCREENING PROCESS Clients are directly referred from court and probation departments. TARGET POPULATION Adult male and female felons who are eligible for community sanctions, medically able, and express a willingness to participate in the program. SCREENING PROCESS Clients must be screened by Oriana House s Admissions Department to determine eligibility. DESCRIPTION OF SUPERVISION AND SERVICES Client program needs are determined through a standard risk/needs assessment used to develop an individualized program plan. CBCF Program placements range up to six months. Clients are involved in a progressive treatment plan based on four phases: Phase I - Assessment and Confinement Phase II - Community Involvement Phase III - Maintenance Phase IV - Community Placement Clients are confined to the facility for a minimum of 30 days in Phase I, the orientation phase. During this phase, clients receive the following assessments: chemical dependency, medical, employment, education and mental health. Clients participate in programming based on assessment results. Clients are subject to random drug and alcohol tests used to determine program compliance and treatment needs. Clients with substance abuse issues are required to attend Alcoholics Anonymous/Narcotics Anonymous/Cocaine Anonymous meetings, Oriana House chemical dependency assessment and treatment program, and other support/treatment groups. The CBCF Program makes extensive use of existing community resources and clients are required to complete a period of probation within the community upon release.

To maintain continuity of care by working in conjunction with mental health care providers. TARGET POPULATION Adult Summit, Portage, and Medina County male and female felony and misdemeanor offenders with a diagnosis of mental illness. SCREENING PROCESS Intake staff conduct personal interview and administer standardized risk/need assessment tool. Verify mental health diagnosis. Verify client is actively involved or eligible for involvement with a mental health services provider. Verify compliance with mental health medications. Eligibility is determined based on: Severity of mental illness Use of collateral information Previous program failures History of violence History of sex offense (Offenders currently identified as a Tier III sex offender with community notification will not be accepted.) Client is actively involved or eligible for involvement with a mental health services provider. DESCRIPTION OF SUPERVISION AND SERVICES Client program needs are determined through administering a standardized risk/need assessment. Individual treatment plans are developed between the client and the caseworker. Programming priorities focus on mental health issues and targeted criminogenic needs. A phase system allows clients to gradually earn privileges as they complete their contracted goals and demonstrate the use of new skills and knowledge. Urine drug screens and alcohol tests are required to assess program compliance and chemical dependency treatment needs. Program and release decisions are made jointly with the program staff, community mental health service provider and the court. Mental health services are provided by Portage Path Behavioral Health Center or Community Support Services based on the client s needs.

TARGET POPULATION Adult male and female felony, misdemeanor, and traffic offenders. SCREENING PROCESS Offenders are referred by the Summit County Probation Department, Akron Municipal Probation Department, or the sentencing court. During the intake process at the Day Reporting Center, the intensity of case management services is determined. The referring agency specifies the length of the placement and may specify the type of supervision, programming, and program duration. DESCRIPTION OF SUPERVISION AND SERVICES Each client will be assigned a caseworker for case management. Clients assigned to Day Reporting for 45 days or more will have their program needs determined through a standard risk/needs assessment. Clients assigned to Day Reporting for less than 45 days will have their program needs determined by a caseworker on the basis of personal client history, client interviews, assessment results, recommendations from referring agency, and the nature of the offense. An individual program plan (IPP) is developed and implemented. Levels and methods of supervision are established and modified based on the referring agency s requirements and/or client's progress in the program. In-person reporting is required as often as five days per week. Daily phone calls may be utilized to monitor clients. Referring agencies are notified within 24 hours or the next business day of significant program violations. Monthly progress reports are completed and sent to the referring agency. Urine drug screens and alcohol tests are required to encourage and monitor abstinence from drugs and alcohol. Electronic Monitoring and Residential Placements are available for clients who need closer supervision or an increased level of treatment.

Satisfactory progress toward rehabilitative goals may result in successful program completion. Failure to adhere to reporting requirements, individualized program plan or conviction of a new offense may result in unsuccessful program completion.

TARGET POPULATION Adult, male and female, felony, misdemeanor, or traffic clients. Juveniles referred by Summit County Juvenile Court. Pretrial release clients in need of supervision. Electronic Monitoring may be utilized for Oriana House clients as a reward for compliance in other residential programs, or as a sanction for noncompliance in a nonresidential program, or as a direct court placement. SCREENING PROCESS Oriana House clients are referred to the Electronic Monitoring Program through the court, probation, parole, internal transfers, or emergency release from the County Jail. Clients must have a permanent residence, electricity and phone service (digital phone service is permitted). Special arrangements can be made for clients without phone service. DESCRIPTION OF SUPERVISION AND SERVICES Utilizes an active, tamper-proof, electronic monitoring system approved by the Ohio Bureau of Criminal Investigations. Provides 24-hour monitoring, seven days a week. Requires random and weekly urine drug screens and alcohol testing. Requires weekly or bi-weekly, in-person reporting. Requires verification of all activities outside the residence. Employment must be verified by time card and/or paystub. Monitoring of all treatment appointments and weekly attendance at Alcoholics Anonymous, support groups, individual counseling, and doctor s appointments. Installation of monitoring equipment for adults is provided at the Electronic Monitoring office in Summit County and at local courts in the Seneca County area; juveniles report to the Summit County Juvenile Court Detention Center for installation or to the Electronic Monitoring office in Summit County. Random job checks are conducted by phone. Drive-by scanning equipment may also be used in the Summit County area. The scanning equipment enables a job check to be conducted without infringing on the confidentiality of the client. Referral agency involvement is maintained by means of monthly progress reports, discharge reports, and notification of program violations.

Oriana House, Inc., Programming and Criteria Page 42 Referral agency is provided with copy of positive urine screens. Also available for adult clients is the MEMS 3000, an in-home breathalyzer with facial recognition for identity verification. Also available for adult and juvenile clients is Global Positioning Satellite Monitoring (GPS). There are three levels of GPS Monitoring available: Active, Intermediate, and Passive. Other services, available by referral, may include: Case Management Chemical Dependency Assessment Chemical Dependency Treatment Chemical Dependency Aftercare Relapse Prevention Cognitive Skills Program Education Services Employment Services Community Service HIV Classes COST TO CLIENT Client will address financial obligations, such as court costs, child support, fines and restitution. For clients referred to the Seneca County program: A refundable deposit of $50 is required for all types of electronic monitoring equipment. Clients must also pay a $25 installation fee and provide payment for the first week of per diems at time of installation. The per diem is $7. For clients referred to the Summit County program: A refundable deposit of $50 for adults and $25 for juveniles is required for all types of electronic monitoring equipment; however there is no deposit fee for APA referrals. Clients are responsible for a $100 up front fee for per diems, and per diems are based on a sliding fee scale for adults; Summit County Juvenile Court is billed for juvenile per diems. Out of county referrals pay an additional $50 installation fee and a minimum of $7 per day (this fee could be higher based on the client s gross income.) SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Compliance with program conditions, positive program participation, and adherence to prescribed time-schedule result in successful completion. Failure to adhere to the rules of the referring agency or Oriana House results in unsuccessful completion.

Market Street Akron, Ohio 44303 (330) 996-2225 PROGRAM GOAL To provide supervision of defendants and assure compliance with the conditions of release from jail and bond requirements as imposed by a judicial officer. TARGET POPULATION Defendants who have been booked into the Summit County Jail due to a felony arrest with the exception of defendants who are charged solely with the following: Probation or parole violation Fugitive from justice Non-support of dependents Charge that is a hold for another jurisdiction Common Pleas capias if case previously arraigned SCREENING PROCESS Summit County Pretrial Services staff assesses and evaluates potential clients for the program and makes a recommendation to the court. DESCRIPTION OF SUPERVISION AND SERVICES Once eligibility is determined, the judge may release the defendant, as a condition of bond, to adhere to the rules and regulations of the Pretrial Supervision Program. Bond type and supervision level will be determined by a validated risk assessment conducted by Pretrial Services. Defendants will be placed in categories of minimum, medium and maximum supervision as ordered by the court. Supervision based on the risk assessment is outlined as follows: All court dates are verified and documented. Reporting requirements and program placement will be determined by the risk level. Conditions of supervision to include referrals to treatment programs or other services will vary by risk level as ordered by the court. Random drug and alcohol testing may be required as ordered by the court. Electronic monitoring and residential placement are available for closer supervision as ordered by the court. COST TO CLIENT There are no programming costs to the client for pretrial supervision services with the exception of clients ordered to participate in electronic monitoring or residential placement. Clients are required to pay any bond amounts if ordered by the court.

Oriana House, Inc., Programming and Criteria Page 44 SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS A placement is closed successfully when a defendant appears for court, the case is adjudicated, and the defendant did not have his/her bond revoked as it relates to pretrial supervision. A placement is closed unsuccessfully due to failure to appear, new arrest, or technical violation.

Glenwood Avenue Akron, Ohio 44311 (330) 996-2222 PROGRAM GOAL To assist participants in obtaining a sober and crime-free lifestyle by expediting their case processing, reducing the stigma attached to a criminal conviction, providing immediate and appropriate substance abuse treatment and facilitating behavioral change through the use of risk/needs assessments, referrals to appropriate community services and comprehensive case management services. TARGET POPULATION (Diversion Track) Akron Municipal Court defendants who: Are charged with; Attempted Drug Abuse (M-1), Drug Abuse Land Premise (M-1), Permitting Drug Abuse (M-1), Possession Drug Abuse Instruments (M-1), Drug Abuse other than Marijuana (M-3), Drug Paraphernalia (M-4); or under pre-sentence investigation and determined to have a drug issue; Are diagnosed drug abuse/dependent; Are approved by the City of Akron s Prosecutor s Office; And express a willingness to participate in Drug Court Programming and engage in treatment. Exclusions: No more than five previous contempt convictions on separate cases; No violent misdemeanor convictions within the past 5 years; No violent felony convictions within the past 10 years, and has not served a prison term within the past 5 years for a violent offense; No active felony probation or parole supervision; No prior convictions for Trafficking or Distribution of Drugs; No prior successful completion of the Summit County Drug Court Program or successful completion of an Akron Municipal Court Specialized Docket program; No unsuccessful discharge from an Akron Municipal Court Specialized Docket Program; No pending felony offenses. TARGET POPULATION (Probation Track) Akron Municipal Court defendants who: Are currently under the supervision of the Akron Municipal Court Probation Department; Are diagnosed drug abuse/dependent; Are approved by the Probation Officer(s) and Drug Court team; And express a willingness to participate in Drug Court Programming and engage in treatment. SCREENING PROCESS (Diversion Track)

Oriana House, Inc., Programming and Criteria Page 46 The Akron Probation Department will screen offenders for eligibility based on the established Municipal Drug Court criteria. The Probation Officer will review the arraignment docket each day, Monday-Friday, to determine defendant eligibility based upon the arresting offense(s). If the Probation Officer determines that the defendant is NOT eligible for Drug Court, then the defendant s case proceeds through the regular Arraignment Court protocol. If the defendant indicates an interest and willingness to enter Drug Court, then the defendant meets with the Oriana House Intake Specialist for a full Drug Court Screen. The Oriana House Intake Specialist will have the defendant sign an appearance slip for Drug Court Admission. The Probation Department will then prepare a packet of information for the Akron City Prosecutor to review and approve or deny the defendant s admission into the Diversion Track of the Akron Municipal Drug Court Program. SCREENING PROCESS (Probation Track) The Probation Officer assigned to Drug Court will review all internal referrals from the Akron Municipal Court Probation Department to determine a probationer s eligibility based on the established Municipal Drug Court criteria. If the Probation Officer determines that the probationer is NOT eligible for Drug Court, then the referring Probation Officer is notified so that the case can be handled in an alternative manner. If the probationer meets the established eligibility criteria and also indicates a willingness to enter Drug Court, then the probationer meets with the Oriana House Intake Specialist for a full Drug Court Screen. The Oriana Intake Specialist will have the probationer sign an appearance slip for Drug Court Admission. The Probation Department will then prepare a packet of information for the Drug Court team to review to determine approval for admission in to the Probation Track of the Akron Municipal Drug Court Program. A Probation Transfer Hearing will be conducted before the Drug Court Judge. The case will be formally transferred from the referring Judge to the Administrative Docket. The probationer will be advised that upon transfer into Drug Court, any subsequent noncompliance of probation conditions will result in Drug Court sanctions and NOT a Show/Cause Probation Violation Hearing. The probationer will be represented by the Legal Defender s Office (or Private Counsel) at this Probation Transfer Hearing. DESCRIPTION OF SUPERVISION AND SERVICES This program operates in conjunction with the Akron Municipal Court and the Akron Municipal Court Probation Department. The Drug Court Judge provides regular judicial sessions for dispositions, progress reviews, rewards, and sanctions. Client program needs are determined through standard risk/needs assessment used to develop an individualized program plan. Chemical dependency assessments are conducted by a certified chemical dependency counselor who will recommend the most appropriate level of chemical dependency treatment. Compliance with treatment recommendation and successful completion of the treatment are required.

Oriana House, Inc., Programming and Criteria Page 47 Twelve-Step program participation is encouraged and is frequently a requirement. Clients attend case management sessions throughout the one-year-long program. The frequency of case management services is determined by a client s compliance and individual needs. Random and routine urine drug screens and alcohol tests are required. In-house services may include: Case Management Chemical Dependency Treatment Chemical Dependency Education 12-Step Programs Financial Education Classes Cognitive Behavioral Programming AIDS Awareness Classes Chemical Dependency Assessment Chemical Dependency Aftercare Chemical Dependency Prevention Relapse Prevention Employment Services Crisis Intervention Counseling Post-Treatment COST TO CLIENT Clients are responsible to pay a program fee of $5 per week. Clients are also responsible to pay $100 in court costs. Clients who are indigent may apply for a reduction or waiver of the program fee. Clients will be required to address financial obligations, including court costs, child support, license reinstatement fees, fines, restitution, and any outstanding fees owed to Oriana House. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS A successful program completion requires: Compliance with treatment at all levels, and case management. Completion of Individual Program Plan (IPP) goals. Abstinence from drugs and alcohol (outside of a residential setting) for a minimum of 60 days prior to release. Failure to do so can result in a program extension. Compliance with any sanctions. Successful completion can occur between 6-12 months, depending on the identified risk level of the participant (based on LSI-R score), individual needs of the participant, period of abstinence and overall compliance with required programming. For participants in the Diversion Track, successful completion will result in plea being vacated and dismissal of charges. Participants in the Diversion track are eligible to apply to have their record sealed. Participants in the Probation Track are not eligible to have their charges dismissed. Participants can be determined unsuccessful and returned to court for imposition of sentence for: New conviction (reviewed on a case by case basis). Repeated non-compliance with IPP and required programming. Bench Warrant status for more than 30 consecutive days. Upon unsuccessful program discharge, the previously suspended jail sentence may be imposed. Successful program completion requires:

Abstinence from drugs and alcohol for a minimum of 90 days prior to release. Failure to abstain from drugs and alcohol for the last 90 days of the program will result in an extension of a client s program placement for a minimum of 90 days. Compliance with levels of sanctions as imposed. Guilty plea is vacated and charge dismissed upon successful program completion. New felony conviction will likely result in an unsuccessful termination. Repeated noncompliance with treatment plan and required programming may result in an unsuccessful program release. Failure to report for scheduled case management services and court appearances for more than 30 consecutive days may result in unsuccessful completion. Upon unsuccessful program release, the previously suspended jail sentence may be imposed by the court.

Glenwood Avenue Akron, Ohio 44310 (330) 996-2222 PROGRAM GOAL To assist clients in obtaining a sober and crime-free lifestyle by expediting case processing, providing immediate and appropriate substance abuse treatment and facilitating behavioral change through the use of risk/needs assessments, referrals, and comprehensive case management services. TARGET POPULATION Adult male and female offenders charged with fourth or fifth degree felony drug offenses. (initial screening) Must have police and prosecutor approval. Case may have two Possession or Drug Abuse charges. Charge of tampering with evidence will be evaluated by police and prosecutor to determine eligibility. Defendant must be mentally and physically able to participate. Defendant is not eligible if: On active parole/post release control. Currently participating in Family Violence Court, Mental Health Court, Akron Municipal Drug Court, or Reentry Court. Has a conviction for first or second degree felonies in the past five years. Has more than two previous felony convictions in past five years. Has substantial history of violent offenses at the felony or misdemeanor level. Has previously participated in any Drug Court or Intervention in Lieu of conviction program. Has prior conviction for Trafficking, Distribution, Manufacturing, Prep for Sale, etc. Has prior arrest for Trafficking, Distribution, Manufacturing, Prep for Sale, etc. within the past 10 years. Has pending felony or misdemeanor cases- pending cases must be resolved prior to entering felony drug court. Is a co-defendant. Cannot have more than 3 Failure to Appear (FTA) contempts on any one previous individual criminal case. Holds a position of trust as deemed by the prosecutor. The underlying substance abuse issue involves a drug that is not able to be drug tested via a urine drug screen (e.g. Inhalants, Ultram/Tramadol). Is currently or has previously been classified as a Tier III Sex Offender or Sexual Predator. Is on Community Control. Companion Theft offenses (fourth or fifth degree felony) will be considered on a case-by-case basis and must have police/prosecutor approval and restitution determined by prosecutor with the amount under $10,000.

This will occur after case has been indicted and referred for IILC. SCREENING PROCESS Offenders charged with Drug Abuse or Possession of Drugs within the Summit County Court of Common Pleas jurisdiction are screened by Summit County Pretrial Services and the Oriana House, Inc., Admissions Department for program eligibility. The arresting police department and prosecutor must agree the offender is appropriate for this program. DESCRIPTION OF SUPERVISION AND SERVICES This program operates in conjunction with the Summit County Court of Common Pleas. The Drug Court Judge provides weekly judicial sessions for dispositions, progress reviews, rewards and sanctions. Client program needs are determined through standard risk/needs assessment used to develop an individualized program plan. Chemical dependency assessments are conducted by a certified chemical dependency counselor who will recommend the most appropriate level of chemical dependency treatment. Compliance and successful completion of chemical dependency treatment programming is required. Twelve-Step program participation is encouraged and frequently required. Clients attend case management sessions throughout the 18 to 24 month-long program. The frequency of case management services is determined by a client s compliance and individual needs. Random and routine urine drug screens and alcohol tests are required. Clients will be required to address financial obligations, including court costs, child support, reinstatement fees, fines, restitution, and any outstanding fees owed to Oriana House. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Successful program completion requires: Compliance with treatment, aftercare, case management and individualized program plan. Completion of 18 to 24 month-long program. Abstinence from drugs and alcohol for a minimum of 120 days prior to release. Failure to abstain from drugs and alcohol for the last 120 days of the program will result in an extension of a client s program placement. Compliance with levels of sanctions as imposed. Guilty plea vacated and charge(s) dismissed upon successful program completion. Participants can file for sealing of their record upon successful release. New felony conviction will likely result in unsuccessful completion. Repeated noncompliance with individualized program plan and required programming or repeated noncompliance with program rules may result in an unsuccessful discharge. Failure to report for scheduled case management services and court appearances for more than 30 consecutive days may result in unsuccessful discharge. Upon unsuccessful program release, the previously suspended sentence of incarceration may be imposed.

DESCRIPTION OF SUPERVISION AND SERVICES This program operates in conjunction with the Summit County Court of Common Pleas, the Adult Probation Department, and Oriana House, Inc. The Reentry Court Judges provide weekly judicial sessions for intakes, dispositions, judicial rewards and sanctions. Length of placement is based on individual client risks/needs. The program has four phases that last a minimum of 12 months: Assessment/Orientation Phase Community Involvement Phase Implementation Phase Maintenance Phase Client program needs are determined through standard risk/needs assessments and background reports which are then used to develop an individualized program plan. Clients are required to pay a $260 (this equals $5 per week). If the placement is extended for any reason, there is an additional cost of $5 per week until the program is completed. Fees are paid weekly, bi-weekly, or in monthly installments. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Clients are successfully released when they have completed the four phases, complied with and obtained the goals of their individual program plan, abstained from drugs and alcohol as evidenced by drug and alcohol test results, completed all programs to which referred, complied with court orders and program rules, and paid court costs and program fees. Failure to adhere to program requirements may result in graduated sanctions and potentially the imposition of the prison sentence.

Oriana House, Inc., Programming and Criteria Page 55 SCRAM (SECURE CONTINUOUS REMOTE ALCOHOL MONITORING PROGRAM) 921 Sherman Street, Akron, Ohio 44311 (330) 374-9425 3140 South SR 100 Suite B, Tiffin, Ohio 44883 (419) 448-0364 PROGRAM GOAL To enable the courts, probation staff, and treatment providers to monitor clients on a 24- hour basis to determine their use of alcohol. TARGET POPULATION Adult and juvenile male and female offenders who have been convicted of multiple DUI violations and are seeking driving privileges or who need 24-hour alcohol monitoring. Persons arrested for alcohol related offenses that the court makes abstinence from alcohol a condition of bond. Persons engaged in chemical dependency treatment who have demonstrated an inability to refrain from the use of alcohol during treatment. Offenders under supervision who have demonstrated an inability to remain alcohol free. For clients referred to the Seneca County program, the program shall be a minimum of 30 days and a maximum set by the court; for clients referred to the Summit County program, the program shall be a minimum of 45 days and a maximum set by the court. SCREENING PROCESS The court, probation officer, or treatment provider will determine the need for 24-hour alcohol monitoring for each client based on the need for monitoring and the client s need for abstinence. In Summit County, a referral is made by calling Oriana House s Admissions Department at (330) 535-8116. In Seneca County, a referral is made by calling the non-residential case manager. DESCRIPTION OF SUPERVISION AND SERVICES Utilizes an alcohol-monitoring device that measures a person s Transdermal Alcohol Concentration (TAC). The system is known as Secure Continuous Remote Alcohol Monitor or SCRAM. The client will wear a tamper-resistant ankle bracelet that resembles a typical electronic monitoring device. This device measures the client s perspiration for the presence of alcohol that is excreted through the skin.

Oriana House, Inc., Programming and Criteria Page 56 The SCRAM bracelet communicates with a modem that is connected to the client s phone. The modem transmits the data to a host computer that records all tests and tamper information. Oriana House staff receives the information from the host computer on a regular basis with alerts being processed immediately and reported to the referring agency within one business day. Clients will report in person to Oriana House for a check of their equipment within the first week of enrolling and every two weeks thereafter. Urine drug screens will be conducted randomly and or as ordered by the court up to twice per month. Clients must pay their fees in advance at the time of reporting. Case Management services will be limited to supervising the client to assure compliance with program rules and communications with the referring agency. COST TO CLIENT For clients referred to the Seneca County program: The client is responsible for a $50 refundable equipment deposit, a $25 installation fee and daily monitoring fee. The daily fee for all services will be based on the client s gross weekly income up to a maximum of $12 per day. All referrals from non-contracting jurisdictions will pay a daily fee of $12 per a day. Clients referred from courts that contract for services may pay according to a sliding scale as approved in the contract. Clients referred from non-contracting jurisdictions will be required to pay for the entire costs of the program. For clients referred to the Summit County program: The client is responsible for a $100 refundable equipment deposit, a $75 installation fee and daily monitoring fee. The daily fee for all services will be based on the client s gross weekly income up to a maximum of $13 per day. All referrals from non-contracting jurisdictions will pay a daily fee of $13 per a day. Clients referred from courts that contract for services may pay according to a sliding scale as approved in the contract. Clients referred from non-contracting jurisdictions will be required to pay for the entire costs of the program. All fees must be paid in advance. The installation fee, deposit, and the first week s per day fee will be paid upon installation. The per-day fee for the remainder of the program will be collected in advance during the course of the program. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Abstinence from alcohol throughout the duration of the monitoring period will result in successful program completion. It can be expected that not all clients will remain alcohol free for the entire period of monitoring. Clients who experience some adjustment issues should become and remain alcohol free within the first few weeks of the program. Failure to remain alcohol free may result in termination or referral to the supervising agency for further sanctions. Tampering with equipment may result in termination or referral to the supervising agency for further sanctions.

Market Street Akron, Ohio 44303 (330) 996-2225 PROGRAM GOAL To provide an alternative for Akron Municipal Court in the handling of first-time misdemeanor offenders. The program holds the offender accountable for their actions and assists them in learning new ways to deal with the issues that led to their offense, while keeping them from the stigma of a criminal conviction. TARGET POPULATION Akron Municipal Court adult male or female offenders not previously convicted of a criminal offense the equivalent of a fourth degree misdemeanor or higher, subject to the following exceptions: Defendants under the age of 21 years with a juvenile record of delinquency for a felony offense or multiple misdemeanor offenses in the previous four years. Persons with more than three minor misdemeanor criminal convictions. Persons who have a prior DUI, and/or two or more six point violations. Persons who have completed a similar diversion program. Persons who have other pending criminal charges. Persons who have had a criminal conviction, other than a minor misdemeanor, expunged. SCREENING PROCESS Client must have pled guilty to a criminal offense. Client applies for the program and a record check is conducted by the Akron Probation Department to verify no prior criminal history. Prosecutor recommends client s admission to the program to the court. DESCRIPTION OF SUPERVISION AND SERVICES Client will participate in five interactive, information-oriented sessions of 90 minutes each. Class facilitators use a variety of techniques including guided discussion, lectures, video tapes, and written exercises. Topics addressed include: Decision Making Chemical Dependency/Abuse Review Anger Management Values and Personal Responsibility Court Structure/Restorative Justice Overview

This fee may be waived by the Akron Municipal Probation Department if community service is approved and completed. SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Clients will be considered successfully released when they have completed the five mandatory sessions within 90 days from the date of plea. Successful release results in the prosecutor s office moving to dismiss the charges against the client and order the record sealed. A new arrest or criminal charge suspends the client from the program. Termination from the program occurs in the event of a conviction. Unsuccessful release results in the client returning to court for further disposition of the case.

Upon successful completion of the program, the case will be dismissed. TARGET POPULATION Adult offenders arrested for domestic violence, a misdemeanor of the first who qualify for probation or other community placement. SCREENING PROCESS Clients must be approved for participation in the program by the arresting police department, prosecutor s office, and victim. Clients may not have more than five contempt citations; more than one non-violent felony conviction; more than three criminal misdemeanor convictions; no prior diversion placement; no active felony or federal probation, parole, or community control; and cannot have a pending felony charge or felony companion case. DESCRIPTION OF SUPERVISION AND SERVICES This program operates in conjunction with the Akron Municipal Court and the Probation Department. The Family Violence Court Judge provides for weekly judicial sessions for dispositions, judicial rewards, and sanctions. The program has four phases and can be completed in one year: Assessment Phase Primary Treatment Treatment/Maintenance Maintenance Client program needs are determined through standard risk/needs assessments which is then used to develop an individualized program plan. Coordination of services with the Battered Women s Shelter for victim advocacy issues, the Victim Assistance Program for the client s participation in violence cessation counseling, and Summit Psychological Association to provide the therapist for the Time Out Diversion program. Monthly program summaries are provided to the Probation Department. Random urine drug screens and alcohol tests are required.

SUCCESSFUL AND UNSUCCESSFUL COMPLETIONS Clients are successfully released when they have completed the four phases and one year of the program, including six months of participation in the Time Out Diversion Program. Successful completion of the program results in the guilty plea being vacated and the charge dismissed. Failure to adhere to program requirements may result in graduated sanctions and the imposition of the previously held-in-abeyance sentence of 180 days.

Market Street Akron, Ohio 44303 (330) 996-2225 PROGRAM GOAL To provide an alternative for Barberton Municipal Court in the handling of first-time misdemeanor offenders. The program holds the offender accountable for their actions and assists them in learning new ways to deal with the issues that led to their offense, while keeping them from the stigma of a criminal conviction. TARGET POPULATION First-time male or female misdemeanor offenders from Barberton Municipal Court, MM through M1, with the exception of those charged with crimes of violence or sexual abuse. Those who have other pending charges, have been in a diversion program or had convictions expunged previously, or who have a significant juvenile record are not eligible. SCREENING PROCESS The Prosecutor recommends individual defendants to the program, and the court authorizes the defendant s participation. Participants are referred to the Oriana House Admissions Department for program enrollment and fee payment. DESCRIPTION OF SUPERVISION AND SERVICES The program consists of six interactive classes. Sessions are geared to address issues common to those who run afoul of the criminal justice system, such as decision making, morals and values, and anger management. There are special sessions as well for theft and substance abuse issues. Class facilitators utilize a variety of techniques including guided group discussion, lectures, videotapes, and written exercises. Sessions are 90 minutes in length and are offered at a variety of times. Participants must complete all the required sessions within 90 days of the court s referral. COST TO CLIENT MDP has a fee of $150. SUCCESSFUL AND UNSUCCESSFUL COMPLETION Upon successful completion of the program, the defendant appears again before the judge. At that time the pending charge is dismissed and the defendant s record is sealed. If a defendant does not complete the program, they are returned to court for sentencing on the pending charge.

Market Street Akron, Ohio 44303 (330) 996-2225 PROGRAM GOAL To provide an alternative to prosecution for first-time, non-violent, low-level, felony offenders. The program holds the offender accountable for their actions and assists them in learning new ways to deal with the issues that led to their offense, while keeping them from the stigma of a criminal conviction. TARGET POPULATION Adult male or female, first-time, non-violent, felony offenders amenable to counseling/treatment. SCREENING PROCESS Defense attorney makes request for diversion through the Summit County Prosecutor s Office. Diversion counselor interviews the defendant to determine appropriateness for the program. Diversion counselor contacts arresting officer and victim(s) to inquire if there are any objections to the defendant s participation in the program. Diversion counselor automatically recommends rejection of defendant s application if the arresting officer or victim(s) object to diversion. Diversion counselor forwards reports and recommendation to the prosecutor who will make the final decision to either reject or accept the application for diversion. DESCRIPTION OF SUPERVISION AND SERVICES Client meets individually with the diversion counselor as situation warrants, ordinarily every two weeks. Client and the diversion counselor develop a treatment plan addressing issues leading to illegal behavior. Outside referrals may be utilized to meet individual needs. Restitution is processed through the diversion counselor.

Oriana House, Inc., Programming and Criteria Page 64 COST TO CLIENT Client incurs a fee for service based on financial assessment. $20 screening fee. Restitution, if applicable. Court costs and court-appointed attorney fees unless waived by the judge. SUCCESSFUL AND UNSUCCESSFUL COMPLETION Clients are considered successfully released when they are in the program at least six months, but no longer than 18 months; when all treatment goals are met; and when all restitution and applicable court costs are paid. Successful release results in a recommendation to the judge that the pending charges be formally dismissed. Failure to follow through with treatment plan results in unsuccessful completion of the program. Failure to follow through with any referral results in an unsuccessful completion of the program. A new conviction on a first degree misdemeanor or on a felony charge results in unsuccessful release from the program. Unsuccessful release results in notification to the prosecutor s office. The prosecutor s office will schedule a sentencing date and the case will be returned to the court for further disposition.

Oriana House, Inc., Programming and Criteria Page 65 PROGRAM GOAL CRIMINAL NON-SUPPORT PROGRAM 750 W. Market Street Akron, Ohio 44303 (330) 996-2225 To facilitate behavior changes for the criminal non-support offender to ensure the payment of current and future child support. TARGET POPULATION Criminal non-support felony offenders who have violated other community control sanctions, have the ability to work, and may be incarcerated in the prison system. SCREENING PROCESS Prospective participants who are currently on probation: the probation officer and prosecutor will make a recommendation to the judge that, as a result of a probation violation, the offender be sentenced to the Criminal Non-Support program. The offender must have a minimum of 545 days remaining on probation, will enter a guilty plea to the probation violation, and be sentenced to the Criminal Non-Support Program. Prospective participants indicted with new nonsupport offense(s) and who have previous convictions of non-support will, after their arraignment, be deemed eligible for the Criminal Non-Support Program based on the prosecutor s recommendation or recommendation of the court. The defendant will appear before the common pleas judge assigned to the case and enter a guilty plea to the new indictment. The judge will impose the sentence, place the defendant on probation for 18 months and require participation and completion of the Criminal Non-Support Program. DESCRIPTION OF SUPERVISION AND SERVICES Offenders are sentenced to the program for a maximum of 18 months. Each client will be assigned a caseworker for case management. Clients will have their program needs determined through a standard risk/needs assessment. An individual program plan (IPP) is developed and implemented. Clients must actively seek and maintain employment, and make child support payments as directed. Payment of child support is monitored. In-person reporting is required as often as five days per week. Summit County Adult Probation Department in notified within 24 hours or the next business day of significant program violations. Monthly progress reports are completed and sent to Summit County Adult Probation Department. Urine drug screens and alcohol tests are required to encourage and monitor abstinence from drugs and alcohol. Clients that are not compliant with the nonresidential placement requirements will be subject to a continuum of sanctions, include increased reporting and supervision; placement on a behavioral contract; residential placement; and unsuccessful program termination.

Failure to adhere to reporting requirements, employment requirements, child support payment, and/or the individualized program plan or conviction of a new offense may result in unsuccessful program completion.
