Care Provider Background Screening Clearinghouse Overview and History House Bill 943 created a Care Provider Background Screening Clearinghouse (Clearinghouse). The purpose of the Clearinghouse is to provide a single data source for background screening results of persons required to be screened by law for employment in positions that provide services to children, the elderly, and disabled individuals. The Clearinghouse shall allow the results of criminal history checks to be shared among specified agencies when a person has applied to volunteer, be employed, be licensed, or enter into a contract that requires a state and national fingerprint-based criminal history check. (Section 435.12, Florida Statutes). Florida State Agencies participating in the Clearinghouse include the following: Florida Specified State Agency Implementation Date Agency for Health Care Administration (AHCA) January 1, 2013 Department of Health (DOH) January 1, 2013 AHCA Medicaid Managed Care Health Plans September 5, 2013 Division of Vocational Rehabilitation (DVR) July 9, 2014 AHCA Florida Medicaid March 1, 2015 Department of Children and Families (DCF) Summer Camp Providers March 2, 2015 Department of Children and Families (DCF) Other Provider Groups Agency for Persons with Disabilities (APD) Department of Elder Affairs (DOEA) Department of Juvenile Justice (DJJ) Once a specified state agency has been implemented in the Clearinghouse, regulated providers must create an account at https://apps.ahca.myflorida.com/singlesignonportal to access the Clearinghouse Results Website. Once an account has been created and approved the user will be able to retrieve background screening results, request free agency reviews on existing Clearinghouse applicants, view detailed screening in process and screening result lists, and maintain an employee roster. Requesting an Agency Review for Medicaid Provider Enrollment Eligibility In order obtain an eligibility result in the Medicaid Provider Enrollment row, you MUST be granted access to Florida Medicaid through the AHCA portal. You will not be able to request a Medicaid Review without a Medicaid Provider ID or ATN attached to your username. When requesting a new screening, resubmission or agency review you are no longer required to answer the screening purposes questions. The ORI for the request will be determined based on the PROVIDER name used to submit the request. The ORI is used to determine the screening purpose. Just select the appropriate provider name that the applicant has applied to work for and their position and the system will automatically assign the correct ORI. This will prevent screenings from being sent to the incorrect agency, saving you time and money. Florida Medicaid Provider Enrollment or Re-enrollment Requests You MUST select the provider name registered under Florida Medicaid. It will appear in your provider drop down with the Provider Name followed by the Medicaid Provider ID or ATN. AHCA Employment or Facility Licensure Requests You MUST select the provider name registered under Agency for Health Care Administration. It will appear in your provider drop down with the Provider Name followed by the AHCA License Number. Florida Medicaid Managed Care Health Plan Requests You MUST select the provider name registered as a Medicaid Health Plan. It will appear in your provider drop down with the Medicaid Health Plan name. Page 4 of 5
Eligibility Results for Agency for Health Care Administration and Florida Medicaid If you require a background screening for both AHCA licensure/employment and Florida Medicaid Provider Enrollment/Managed Care Health Plan participation, you may be fingerprinted for one program and request an agency review for the other program. For example: 1. John Smith requires a background screening for his AHCA Clinical Laboratory license and for his application to enroll as a Florida Medicaid Provider. 2. John submits his application for Clinical Laboratory licensure to AHCA and is given an AHCA Provider Number. 3. John submits his application for Florida Medicaid provider enrollment to Medicaid and is given his Application Tracking Number (ATN). 4. John creates a user name at https://apps.ahca.myflorida.com/singlesignonportal. 5. John requests program access to Agency for Health Care Administration using the Clinical Laboratory provider name. 6. John requests program access to Florida Medicaid using his Medicaid Application Tracking Number. 7. Once John s requests are approved, John logs into the Clearinghouse Results Website at https://apps.ahca.myflorida.com/singlesignonportal. 8. John Initiates a New Screening using his Clinical Laboratory provider name and scheduling an appointment to submit his fingerprints. 9. John visits his local Livescan Vendor and submits fingerprints and a photograph. 10. John receives an email notification when his fingerprints and photo are received and posted on the Clearinghouse Results Website. 11. John logs into the Clearinghouse Results Website and views his eligibility result for his Clinical Laboratory application in eligibility row - AHCA Provider/Facility Licensure. 12. John sees that his Medicaid Provider Enrollment status is Agency Review Required. 13. John selects Initiate Agency Review Request and requests a Medicaid review using his Medicaid Provider Name at NO COST to John. 14. John receives an email notification when his Florida Medicaid background screening result is available. 15. John logs into the Clearinghouse Results Website and views his eligibility result for in eligibility row - Medicaid Provider Enrollment. 16. John prints his eligibility result for Clinical Laboratory licensure and Florida Medicaid enrollment and submits to the appropriate department for review. Please note--if John does NOT take a photo when his fingerprints are submitted, he MUST pay for two separate screenings. Page 5 of 5
