Implementing Advance Tariff Rulings in Liberia Major reform project in the Liberian Bureau of Customs and Excise (LBCE) Improvement of tariff classification work and related infrastructure (incl. Advance tariff rulings) as part of the wide-scale modernization plan Support by WCO, has so far led among others to Liberia becoming a Contracting Party to the HS Convention establishing a new unit within the Policy Division to deal with tariff classification and work towards a national advance tariff ruling service based on best practices recommended by the WCO Draft legislation providing for binding tariff rulings proposed for inclusion in the new Customs Code, respective procedures already developed 3

Regional Authorized Economic Operator scheme in the East Africa Community (EAC) A regional AEO programme promotes mutual recognition of certain traders among EAC Members (Burundi, Kenya, Rwanda, Tanzania, Uganda), launched in April 2013 Outcomes as at June 2014: AEO policy formulation and procedures development in the EAC Secretariat EAC legal AEO framework ratified AEO Standard Operating procedures, Selection Criteria completed and approved at EAC Council AEO benefits agreed (e.g. pre-clearance, guarantee waiver) Trade improvement at 7 cross-border sections, e.g. Release time reduced by up to 90% Compliance costs reduced per consignment by USD 400.00 One Economic Operator has employed an additional 10 staff due to savings 4
