2 Background Consistent with the findings of the San Francisco Public Housing Re-Envisioning process and July 2013 Report, on September 26, 2013, the Commission authorized submission of a RAD (Rental Assistance Demonstration Program) Application for the 4,575 units and to include Phase 1 property applications. RAD Portfolio Consists of: 41 Authority Properties 4,575 Existing Authority units Portfolio is divided into Phase 1 and Phase 2.
3 RAD Implementation Schedule (Per CHAP Milestones) Submission of RAD Applications September 27, 2014 - COMPLETE Receipt of HUD CHAP January 6, 2014 COMPLETE Development Team February 28, 2014 SFHA Amend Five Year Plan, Annual Plan and ACOP June 6, 2014 Financing Terms June 15, 2014 Due Diligence Complete September 1, 2014 Applications for Financing On or before January 15, 2015 Submission of Year 2 Applications On or before March 27, 2015 Start Rehabilitation of Phase 1 Properties On or before June 15, 2015. Properties will start when they have financing and permits in place. Conversion to RAD of Phase1 Properties ACC Terminates at start of construction for each property (approximately 12-18 months from date of CHAP)
4 Request for Qualifications ( RFQ ) PURPOSE Preservation of existing affordable housing developments currently owned and managed by the Housing Authority of the City and County of San Francisco through acquisition, rehabilitation, and long-term ownership and operation.
Request for Qualifications Authority Goals o Transform public housing properties into financially sustainable real estate assets o Improve resident experience o Ensure the sustainability of the City s public housing infrastructure o Convert public housing s Annual Contributions Contract ( ACC ) public housing assistance to RAD project-based Section 8 vouchers for most of the existing ACC-assisted portfolio o Transfer ownership and management of converted buildings for rehabilitation by affordable housing developers o Provide a ground lease payment and residual receipt payments to the Authority. 5
6 Rights & Responsibilities 1. Commitment to entire Cluster (all RAD properties, Phase 1 and Phase 2) 2. Commitment to Accessible Tenant Services 3. Commitment to Resident Involvement Meet with existing Resident representative Associations early and regularly throughout predevelopment and long-term management Involve residents in identifying the Rehab Scope of Work Work with residents to adjust management policies or procedures Provide Education and Training opportunities 4. Completion of RAD Conversion Process
7 Rights & Responsibilities 5. Tenant Protection Requirements (per RAD) No Re-Screening Right to Return (if off-site relocation is necessary) Renewal of Lease Phase in of Tenant Rent Increases (in limited flat rent cases where necessary) Continued eligibility to participate in Family Self Sufficiency ( FSS ) program(s). Resident Participation and Funding Resident Procedural Rights
8 RFQ Response Evaluation DEVELOPMENT TEAM THRESHOLD CHARACTERISTICS 1. (At least) One Community Based Development Entity. nonprofit organization whose mission includes the development of affordable housing or economic development in low income communities 2. Property Management entity with experience serving low and very low income residents in a culturally competent manner. 3. (At least) One Community Based Service Provider. with experience providing culturally competent services appropriate to the target population and in the neighborhood of the cluster of public housing proposed for re-development 4. An Architecture & Engineering Team with experience in multifamily rehabilitation (occupied).
