Casper Wind Power Project Using Our Land Wisely Chevron Global Power Company

The solutions are not either/or. It s not a choice between more drilling or more efficiency. It s not a choice between coal or wind. It s not a choice between nuclear or solar. We need it all. David J. O Reilly, Chairman and CEO, Chevron Corporation We Need It All The global energy system is under tremendous pressure. Demand is growing, supplies are tightening and concerns are mounting about the impact of carbon emissions on the earth s climate. There are no quick and easy solutions no convenient silver bullets. It will take many decades and untold trillions of dollars to evolve toward a more sustainable energy future. At Chevron, we recognize that we all need to use less energy, be more efficient, invest in cleaner technologies,maximize conventional sources of energy and accelerate the development of emerging ones. And we need to do it all simultaneously, starting now. That is why our company is acting on all these fronts including expanding our renewable energy portfolio. We believe wind power can play an increasingly important role in the world s energy mix. Working Toward a Sustainable Energy Future Why Wind Power? The world needs all forms of energy from conventional crude oil and natural gas to the emerging sources of the future. The benefits of wind energy are undeniable. It is clean, abundant and renewable. It produces power without consuming any natural resource or emitting any greenhouse gases. And because wind is harnessed domestically, it contributes to energy security. The wind energy industry has become one of the fastest growing utilityscale energy resources in the nation, growing from 1,800 MW of capacity in 1996 to more than 11,600 MW in 2006. Although 11,600 MW is enough capacity to power about 3 million average homes, it still constitutes a very small share of the total U.S. generation. According to the Energy Industry Information Administration, as of October 2006, wind accounted for only 0.7% of the national electric supply. Diversifying our sources of energy is essential in order to meet the world s growing demand in an environmentally sound way. Chevron Global Power Company is investigating wind power opportunities. We help develop and operate commercial power projects for Chevron s upstream and refinery operations around the world. More Conservation Greater Efficiency We believe alternative and renewable energy sources will play a role in meeting future energy demand they can create new sources for power, new raw materials for fuel, and new benefits for the environment. However, how large a role depends on many factors, including advances in technology, public acceptance and economic viability. The Power of Partnership New Life for an Idle Site Proposed wind project site in Natrona County, Wyoming. For example, the Casper Wind Project highlights the vision, commitment and collaboration of all involved Chevron, state and local government, the local power utility, nongovernmental organizations and the public. For Chevron, we are able to re-use land that currently sits idle. The project also allows us to diversify our portfolio with a source of clean, renewable energy. And this project is helping us develop expertise and skills that we can apply to wind power installations at other Chevron locations. For the community, the project expands the capacity of the local power grid. It provides an emissions-free alternative to coal for power generation. And it expands the state and local tax base, which will increase the funds available for schools, roads and other necessities. That s what the power of partnership can accomplish. Chevron s Casper, Wyoming, site provides an excellent opportunity and location for the company s first wholly owned wind power project. History of the Site After operating for almost 60 years, the Texaco refinery on the site ceased operations in 1982, and the refinery was then decommissioned. For many years we held a good and productive relationship with the community and anticipate a continuing presence in the county. Chevron Environmental Management Company now oversees remediation activities at the property. Recently Chevron began exploring the best way to re-use the land. As responsible environmental stewards, we wanted to find a sustainable use that would benefit the entire community. We knew that wind energy is a resource with high potential in this part of Wyoming. So the idea emerged for a small-scale, commercial wind project to be developed and operated by Chevron Global Power Company. The Planning Process Since 2006, Chevron has worked closely on this project with the state of Wyoming, Natrona County, and the communities of Casper, Evansville, Brookhurst and Sandy Lakes. We introduced the concept of a wind power project at public meetings and asked for comments. We listened to concerns about potential impacts on vegetation, birds, bats and wildlife habitat. We erected meteorological towers to collect data on the site s wind potential. We studied the site s ecology and tested the project s economic viability. Our data confirmed that the site is favorable for commercial wind power development. So we created a proposal to place eleven 1.5-megawatt wind turbines on 880 acres across the northernmost section of the property. They will be widely positioned to minimize their visual impact, and the electricity they produce will flow into the local power grid. The Construction Process We have promised to work with the community throughout the building process, carefully monitoring our activities in order to safeguard the environment. We are particularly sensitive to the public s concerns about erosion or dust storms that might occur during road or tower construction, and we have made mitigating such conditions a top priority. When the project is complete, we plan to restore the site as closely as possible to its pre-construction condition.
