NOTICE REQUESTS FOR QUALIFICATIONS CUMBERLAND COUNTY UTILITIES AUTHORITY NEW JERSEY The Cumberland County Utilities Authority is seeking an individual or company to investigate and make recommendations as to the economic feasibility of utilizing solar energy for some or all of the Authority electrical power requirements and is requesting Statements of Qualifications for a Solar Power Installation Consultant from interested parties. Requests for Qualifications (RFQ) will be received by the Cumberland County Utilities Authority, at 333 Water Street, Bridgeton, NJ 08302 until the hour of 10:00 a.m., prevailing time on Thursday, November 19, 2015. Responders are required comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. CUMBERLAND COUNTY UTILITIES AUTHORITY BRIDGETON, NEW JERSEY REQUEST FOR QUALIFICATIONS FOR SOLAR POWER INSTALLATION CONSULTANT Introduction The Cumberland County Utilities Authority (Authority) owns and operates a 7 million gallon per day (MGD) Wastewater Treatment Plant at 333 Water St. in Bridgeton, NJ. Presently, flows to the plant average about 3.5 MGD. The Authority also owns and operates six Wastewater Pumping Stations located at various sites in its service area. Energy represents one of the Authority's largest expenses. As a result, the Authority recognizes the need for continual improvements in energy savings in order to keep rates stable while continuing to protect the environment. Accordingly, the Authority wishes to receive Statements of Qualifications from interested individuals in a manner that fosters a fair and open process. CCUA Solar Power Consultant RFQ Page 1
RFQ Authority Performance Objectives To determine the feasibility of Solar Power installation by independent contractor and to develop an efficient and cost effective Solar Energy System for the Authority. To interact with Government agencies, such as the Board of Public Utilities and also private businesses, such as Atlantic City Electric, in order to bring together the necessary programs and systems such as grants and loans available to enable Solar System installation within the Authority. To develop and advertise necessary RFP for Solar Project and to implement binding contract on behalf of the Authority with a contractor that would insure a successful, on time, on budget, Solar Project for the Authority. To negotiate Power Purchase Agreement (PPA) with private contractor who would be responsible for the total project development and installation for the Authority. Minimum Qualifications Submittals in response to this solicitation must meet the following minimum qualifications. Submittals that do not document these minimum qualifications shall be deemed non-responsive. Demonstrates experience in Solar Energy projects in New Jersey. Knowledge of legal requirements required by State of New Jersey and Board of Public Utility. Knowledge of options and opportunities of public entities contracting for solar energy. Knowledge of Public Contract Law in New Jersey. Knowledge of Request for Proposal process for Public Contracting in New Jersey. Knowledge of all other NJ and Federal statutes that are relevant to solar energy projects involving a public entity in New Jersey. Experience in managing a public entity solar energy project process. Additional consideration will be given to any applicant that has experience in interacting with Atlantic City Electric regarding solar energy in A.C.E. jurisdiction.
