The total number of doctors in Turkey is app. 80.000, consisting of 35.000 specialists and 45.000 general practitioners. TURKEY is divided in to 7 geograpphical regions

With this objective TURKISH NATIONAL PROJECT was started in 2000 under the leadership of ISTANBUL UNIVERSITY which is the oldest institution in TURKEY. The project has 3 phases UNIVERSITY OF ISTANBUL Turkish NATIONAL PROJECT FIRST PHASE: (Radio-link connection) The first Telemedicine practices have been accomplished between two medical faculties of Istanbul University (Çapa and Cerrahpasa) with radio-link, since 1995. Later, the radio-link are expanded to the 14 Educational Hospitals in Istanbul and included in Telemedicine applications. Organise regularly sientific meeting, live surgery, teleconsultations tions SECOND PHASE: (ISDN Teleconference system) Connect Medical Faculties and major Educational Hospitals willing in different parts of Turkey, to the center in Istanbul. And to involve these centers in Telemedicine and its applications with ISDN lines. Simultaneously, is connected to some European Countries and others with ISDN lines and organized common Telemedicine applications. Connections with Bruxelles, Strasbourg, Paris, Toulouse, Memphis-USA are being made for Telemedicine time to time.

FINAL PHASE OF NATIONAL PROJECT IN TURKEY Turkey INTERNET Satellite ISDN INTERNET doctor s Privat Office Small Medical Center University Hospital ISTEM (Istanbul University Conitur Medical and Research Center) Periferic Hospital Some exemples of our tele-activities concerning videoscopic surgery The "Continuing Medical Education and Research Center of Istanbul University- ISTEM" has a leader position to teach and trained at distance and The Turkish Association of Endoscopic Laparoscopic Surgery - ELCD is very active for education and training of videoscopic surgery in Turkey. ISTEM and ELCD has successfully used teleconferencing, teleassisting and telementoring applications at videoscopic surgery courses (basic and advanced), which has been continuously organized together in Turkey since 1992.

E.S.L.S. (European School of Laparoscopic Surgery) in Brussels and the co-organisers İSTEM (İstanbul University Continuing Medical Education and Research Center) -ELCD (Turkish Association for Endoscopic Laparoscopic Surgery) in İstanbul built a Multi-National Project for teaching at distance videoscopic surgery to different applicant countries, particularly the Euro-Mediterranean ones, with the supports of the "webtelesurgery.com" platform. In tele-mentoring application, the surgeon performing the laparoscopic surgery on a patient for the first time is supervised by an experienced surgeon via visual and audio connection. Thus, the operating surgeon who has less experience, can benefits from the knowledge of the experienced surgeon by interacting with him, in real time connection. In this way, the practicing surgeon is gaining experience on the new techniques while performing live surgery in a safe and secure way.

Networks - Organisation The main objective is to promote the exchange of knowledge about videoscopic surgery and to establish a surgical network with a good-quality moving image over broadband internet access. Having the Portable Wireless Live Video/Audio Transmission System (IMD) the audio and video content from operation room can be transmited easily to the remote sites.. CONCLUSION Low-bandwidth, internet-based telemedicine is effective and inexpensive. Surgeons living in remote areas, distant countries and especially those with limited resources, can follow the videoscopic courses, meetings, and live surgeries organized by experienced centers, on their computer screen, in real-time and interactively. LAST COMMENT We would like to collaborate with Asia-Pasific Group, particularly with TEMDEC- Telemedicine Development Center of Asia, Kuyushu University and others to benefit theirs great experiences and knowledges about new tecnologies and applications for telemedicine
