EMERGENCY MANAGEMENT DIPLOMA AND CERTIFICATE DIPLOMA OVERVIEW NAIT s Emergency Management Diploma Program is a comprehensive, distance delivered program that will provide students with a fundamental understanding of emergency management functions in a number of industries, including the oil and gas, petrochemical, energy transmission, forestry, transportation, agriculture, and public sectors. Those with expertise in emergency management have the knowledge and skills to ensure their organization can respond effectively to major emergencies and disasters. The Diploma program includes 19 online courses and one capstone. Course work covers the mitigation, preparedness, response and recovery phases of emergency and disaster management. There are 3 program intakes per year January, May, and September. The Diploma program embodies flexible learning pathways. Students may enroll as a part-time, full-time or Open Studies student. ENTRANCE REQUIREMENTS Grade 10 English and Math or 5 years of relevant field experience or successful completion of EMD100 and EMD101 or EMD103. High school deficiencies may be addressed through NAIT s Open Studies pathway. COURSES SEMESTER 1 INDIVIDUAL AND ORGANIZATIONAL BEHAVIOUR IN DISASTER [EMGT1110] Emergency Management is a dynamic field involving many concepts, best practices and management approaches, which are ultimately dependent upon the understanding of human behaviour in disaster. You will gain insight into the behaviour of individuals, family units, organizations and the public at large during periods of emergency or disaster. EMERGENCY MANAGEMENT AS A FIELD OF PRACTICE [EMGT1120] Emergency Management as a field of practice continues to evolve; its concepts, organization, strategies, tools and best practices are refined through the response to each major disaster wherever it occurs. Emergency, disaster or crisis management is framed by a number of concepts and models that are almost universal in their application. DISASTER RISK REDUCTION [EMGT1130] How does risk management theory relate to emergency management? Learn how to apply general risk management theory, best practices and resources to the different phases of emergency management. REGULATORY IMPLICATION IN STAKEHOLDER RELATIONSHIPS [EMGT1140] Legislation at local, provincial/territorial and federal government levels along with industry and professional standards direct or sometimes guide the practice of emergency management. EMERGENCY RESPONSE [EMGT1150] As demonstrated by recent events, hazards are not isolated and will not only interact with each other but cross both jurisdictional and geographical boundaries. This course will focus on the response phase of emergency management, introducing the student to the emergency management framework, jurisdictional responsibilities, key relationships during a response and the overall coordination of the event. SEMESTER 2 EMERGENCY SOCIAL SERVICES [EMGT1210] An emergency manager needs to understand all aspects of an emergency as it affects people, and how to manage the response through emergency social services. COMMUNICATION IN DISASTER [EMGT1220] Emergency or disaster response is universally and commonly accepted to be dependent on effective communication, which demands appropriate attention to messaging, tools, strategies, and operational collaboration. DANGEROUS GOODS RELATED LEGISLATION AND STRATEGIES [EMGT1230] While the Dangerous Goods legislation is focused on the transportation system, it is also necessary to have a working knowledge of associated legislation. This course examines legislation used to regulate dangerous goods before they enter and after they leave the transport system.
EMERGENCY EXERCISES [EMGT1240] The response to emergencies and disasters requires dedicated and careful planning, which demands the creation of a plan of action. Once developed, this plan needs to be tested or exercised to ensure its viability. EMERGENCY RESPONSE PLANNING [EMGT1250] The response to emergencies and disasters requires dedicated and careful planning that often leads to the creation of a plan of action typically called Emergency Response Plan (ERP). Existing ERPs reflect a wide diversity of style, content, presentation or approach; however, they generally reflect many common factors, objectives, and considerations. SEMESTER 3 BUILDING COMMUNITY RESILIENCE THEORY [EMGT2310] With ever increasing concerns over the social, economic and environmental impacts of large-scale events on communities and organizations, more attention is being paid to the process of community resilience. BUILDING PUBLIC ENGAGEMENT [EMGT2320] The research and lessons learned from past events strongly endorse the necessity of engaging the public and its stakeholders (e.g., citizens, community and non-government organizations, industry, business and government) to enhance community, organizational emergency planning, and capacity building. BUSINESS CONTINUITY PLANNING [EMGT2330] After a disaster, any affected organization will need help returning to normal business operations. The course provides the framework for this effort and addresses ten standardized professional practices for business continuity. You will learn about the fundamental needs, principles, processes, and resources that assist organizations to effectively resume their operations following emergency situations. MITIGATION [EMGT2340] Being prepared before an emergency happens is one of the most vital roles of the emergency management team. Learn about the most effective actions to minimize the likelihood of an emergency and mitigate the negative impacts if an emergency does occur. PLANNING FOR ENVIRONMENTAL DISASTERS [EMGT2350] There are many environmental issues to consider as part of your emergency management role including planning to mitigate or avoid negative environmental effects when an emergency arises, such as ensuring effective means of containment for spills or releases. You will also study a wide range of issues, practices and approaches related to environmental protection in a disaster situation, and learn to effectively mitigate the effects of an incident and carry out remediation measures. ** PLUS ONE ELECTIVE
SEMESTER 4 BUILDING COMMUNITY RESILIENCE - APPLICATION [EMDGT2410] This course will build upon and apply the concepts and tools developed and learned in the Building Community Resilience - Theory course. The challenges and opportunities in building a disaster resilient community and developing a strategy for a disaster resilient community/organization will be examined and considered based upon current best practices in Emergency Management. Pre-requisite: completed or currently enrolled in EMGT2310 COMMUNITY DISASTER RECOVERY [EMGT2420] A disaster can badly damage or destroy homes, business premises and critical community infrastructure such as hospitals, schools, and roadways. This course addresses the consequences of emergency and disaster events and provides a detailed perspective of community disaster recovery, the complexity of restoring a community, and planning and implementing the recovery process. ** PLUS ONE ELECTIVE CAPSTONE PROJECT [EMGT2455] Students may choose from the following two options for their capstone project: 1. A group project. Research and develop a tool, process, procedure or concept that will further the practice of emergency management. 2. Applied research project. Conduct research on a process, practice, issue or possible initiative that will enhance an emergency management program. Pre-requisite: completed Semesters 1,2 and 3 ELECTIVES EMERGENCY MANAGEMENT IN THE OIL AND GAS INDUSTRY [EMGT2451] There are unique issues, concerns, players, legislation and operational requirements relating to emergency management in the oil, gas and energy industry. This course reviews legislative requirements, management of hazards and specific emergency plans, the public consultation process, and public safety protective measures. PHYSICAL INFRASTRUCTURE PROTECTION [EMGT2452] In an unpredictable world, emergency planners need to know about security planning. Learn the basics of physical security planning for sites deemed to be vulnerable and the linkages with emergency planning for industrial operations and other sites such as railway or trucking centres, warehousing or storage locations, airports and large buildings or complexes. DANGEROUS GOODS RELATED EMERGENCIES [EMGT2453] Knowing how to recognize and handle the issues, challenges and concerns regarding dangerous goods related emergencies is a critical part of emergency management. DISASTER HEALTH [EMGT2454] Disaster health planning involves many stakeholders including acute and long-term care facilities, emergency medical services, public health, community care and mental health services. CERTIFICATE PROGRAM OVERVIEW The Industrial Emergency Management and Public Sector Emergency Management certificate programs each require the completion of 5 courses that are directly transferable to the Emergency Management diploma program. These certificates provide credentials for emergency management practitioners that require additional training but are not interested in taking the diploma program at the present time.
