1. Introductions Tiffeny Davies (TD) opened the meeting and gave apologies, introductions were made and everyone was welcomed to the meeting. 2. Presentations Presentation 1 Communities first came in to give a 20-minute presentation on their service, They explained that there are 18-19 partnerships across the Local Authority working in communities first areas that help with employment opportunities setting up work clubs in certain areas. There is no referral form at present but Emma can be contacted on 01443 864228 and Damian 01443 864395 for any more info. Tina McMahon Community Regeneration Manager CCBC Presentation 2 Gareth Baker from Swalec comes in to explain about the Warm Home Discount people can receive if they are Swalec customers, Gareth has currently been working with some of the providers at various job clubs giving energy advice Clients that are claiming pension credit can qualify for the warm home discount and claim 100 towards their energy costs. Gareth also spoke about the (White goods scheme) where Service Users can be eligible to receive, microwaves, washing machines, cookers, however there is a limited budget for this, all the criteria can be found for these benefits on the Swalec website https://www.swalec.co.uk/aboutus/news/2011/november/keepingcosythiswint er/ Alternatively contact Gareth directly on: 07825 014113. 3. Minutes of last Meeting TD spoke about the minutes of the previous meeting and matters arising, 2
Sprint Update Llamau has now gone live along with Reach, referrals now going through Sprint for Reach and not via email, next providers to connect to the commissioner s module will be & Solas Scoping Study All details have been sent over to University of York and currently awaiting an update. House Share Wales The House Share Wales scheme can t operate by going through the bond scheme. Bonds cannot be given to joint tenants who are not related. There was a meeting on the 13.09.2012 to explain how the HSW scheme operates. DHPs The standards have been changed for the DHPs and the criteria; there has been inconsistency about claiming DLA and income on a DHP. QMQs EY still chasing up QMQs from providers, there has been a delay in SPRG funded schemes, please can providers send in first quarter. Information Sharing Protocol EY explained that the Waspi co-ordinator is currently on maternity leave. 4. SP News Shelter Two Adult Support workers have been employed for the Valleys Inclusion Project, which has seen an increase in referrals in the Caerphilly Borough. Parkview Park View is currently fully occupied, there have been successful move-ons claiming HSP, no waiting list at the moment and are looking for referrals, some of the residents are raising money for Shelter and are taking part in a charity climb up mount Snowden. 3
Fynnon Project Jason Tatton the project worker will link in with Parkview to pick up potential clients for the PV waiting list, there have been a high number of referrals from GSMS, clients have high needs which are resulting in a slow turnover of referrals. Jubilee House is fully occupied at present; There have been a large volume of referrals for tenancy support which means there is a 6-week waiting list for assessments. Kieran Towler is the new crisis intervention worker and will be dealing with benefits issues. Ty Croeso Haven t moved out of Ty Croeso as yet but will be looking to move into the 13 room unit at Ty r Fesen at the end of November. Clients will have self contained facilities and stay for 3-4 months as facilities are not customised for long-term stay. Extra staffs have been recruited to deal with the family support; there are 47 properties for floating support. Families have had to be placed in B&Bs to deal with the high demand. Llamau Llamau have recently employed a new outreach worker to deal with the increase in referrals, waiting lists stand at two months, family support worker taking cases from social services for DASH referrals. Reach EY - Looking to put in extra resources into the new Dementia scheme. Can any providers with clients who have Dementia please refer to SP. Three staff have been taken on to cover the new scheme, waiting lists are quite high for over 50s scheme, staff still providing home fire safety checks & staff can supply fire alarms. Bawso Currently doing groundwork to promote the service in the Caerphilly Borough targeting the BME population there is a one-stop shop in Ystrad Mynach providing support for BME clients exposed to sexual exploitation. On the 21 st November there will be a Trafficking conference explaining the dangers surrounding human trafficking, also linking in with Llamau and targeting school surgeries. 4
Solas Currently supporting 80 YP s with high level of needs, waiting list to be cleared to take on extra referrals. 30-page long tenant handbook has been devised which covers debt management, cooking etc. Stacey Tipler is on maternity leave finishing end of June next year Gareth Newberry to cover Stacey. Mencap There are currently 45 SU s in short-term support with an option of moving into 3 bed properties. SP TE - has been appointed as the new monitoring and assessment assistant, which will be on a job, share basis and the other half of the post to has been advertised. TE will continue as the Domestic co-ordinator and will deal with the referrals. Can all providers highlight if the client needs domestic cleaning whilst out on assessment TE will monitor this. TE will be coming out to see all providers and will make arrangements for this. SJ The Young Mums Project has been expanded to four units and we are now in possession of the keys for the second flat, it needs a bit of renovation and redecoration but should anyone have any referrals please forward them to RFTS. If anyone has a query around the criteria or potential referral but are unsure if they could access the scheme, please speak to RFTS or Shelly. The panel meets frequently and we can be quite flexible regarding referrals, so always wise to contact us should you have any queries. We are in the initial stages of developing a new supported housing scheme, this will be for 16-24 year olds and will mirror the existing provision in other parts of the county. A small task and finish group has been set up to look at the design of the building, as this progresses I will provide an update to this group. Welsh Government guidance states that we need to provide a 3-year commissioning plan from 2012, this will replace the operational plan. The document will cover strategic partnerships, challenges and development priorities. A draft will be sent out shortly and we ask that you make comments were you see necessary in order to provide a detailed and accurate picture. We will also be setting a side a day were we will be available for anyone who wishes to come in and speak to us. All submissions will have to be with us by the middle of November for us to submit in the New Year. 5
Bond Scheme Apologies for phones being down for a week now working. Family bond scheme going well, credit bond scheme LHA drop trying to accommodate 1-2 bed properties. JC took over from JR for crisis work Jo now appointed bond worker. It takes 5 working days to catch up with the telephone messages. 5. Caerphilly Framework Agreement There are currently 3-4 years left for the agreement all in all 36 providers, any new work will take 3-4 years to identify working, mini tendering process in place, BAWSO on framework list, bigger projects to go out to tender. 6. Outcomes Measurement Thanks to everyone for attending the training, EY has been out to see providers, SUs on 6-month block end of April September this is to go on spreadsheet and be populated. 7. Communication with clients There have been a number of complaints from clients that they have had no contact from providers for their support needs, SUs need to be kept informed of progress. 8. Review & Monitoring SP are in the process of recruiting a new member of staff for the half time Monitoring and Assessment Assistant post. There will be another 14 projects coming over from Welsh Government with interim contracts. Some organisations have no method of measuring information; EY gave thanks to all for their input onto the creation of the spreadsheet. EY currently looking at clients needing long term support, there is an current issue with the lack of amount of GNMEs coming in, there is a link on the SP website for the form using GNMEs to plan services. 10. A.O.B SJ updated regarding the bedroom tax & DHPs further training needed, RSL and local authority landlords Holly road exempt of the bedroom tax, need to get everyone in for a meeting to discuss the bedroom tax to raise issues around this in November, the in it together conference has been deferred to February 2013. A meeting will be set up for social landlords to come in and discuss their plans for mitigating the effect of the welfare reform. 6
