COUNCIL OF THE DISTRIC~ OF COLUMBIA NOTICE D.C. LAW 8-230 "H. Carl Moultrie, I, Courthouse of the District of Columbia Designation Act of 1990". Pursuant to Section 412 of the District of Columbia Self- Government and Governmental Reorganization Act, P. L. 93-198, "the Act", the Council of the District of Columbia adopted Bill No. 8-698 on first and second readings, December 4, 1990, and December 18, 1990, respectively. Following the signature of the Mayor on December 27, 1990, this legislation was assigned Act No. 8-313, published in the January 11, 1991, edition of the D.C. Register, (Vol. 38 page 254) and transmitted to Congress on January 15, 1991 for a 30-day review, in accordance with Section 602(c)(I) of the Act. The Council of the District of Columbia hereby gives notice that the 30-day Congressional Review Period has expired, and therefore, cites this enactment as D.C. Enrol l AN ACT Codification District of Columbia Code (1991 Supplement) D,C, ACT 8-313 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA DEC, 27, 1990 To rename the "District of Columbia Courthouse" in honor of H. Carl Moultrie, I, Chief Judge of the Superior Court of the District of Columbia, in recognition of his contributions to the field of law. BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "H. Carl Moultrie, I, Courthouse of the District of Columbia Designation Act of 1990". Sec. 2. Findings. The Council finds that: (I) H. Carl Moultrie, I, was born in Charleston, South Carolina on April 3, 1915. (2) H. Carl Moultrie, I, completed undergraduate and graduate schools before pursuing a career as a newspaper reporter for the Wilminqton Journal and the executive director of the Wilmington Boys Club in Wilmington, North Carolina. (3) In 1948, Ho Carl Moultrie, I, moved to the District of Columbia after his election as executive secretary of Omega Psi PHi, an internationally known African-American fraternity. (4) H. Carl Moultrie, I, entered the evening law program at Georgetown University from which he received his degree in 1956, at the age of 41. (5) As an attorney, H. Carl Moultrie, I, joined the firm of Cobb, Howard, Hayes & Windsor and distinguished himself by filing the first police brutality suit against the Metropolitan Police Department. (6) Former President Richard Nixon appointed H. Carl Moultrie, I, as an associate judge on the newly created Superior Court of the District of Columbia in 1972. (7) On June 22, 1978, H. Carl Moultrie, I, was appointed chief judge of the Superior Court of the District of Columbia by former President Richard Nixon. 1

(8) As chief judge of the Superior Court of the District of Columbia, H. Carl Moultrie, I, introduced many innovative legal and administrative techniques. (9) H. Carl Moultrie, I, was also effective in increasing the appointment of minorities and women to the administration of the Superior Court of the District of Columbia. (I0) In addition to his contributions to the legal profession, H. Carl Moultrie, I, was widely recognized as a mentor, a community activist, and a respected civic leader. (II) Throughout his legal career, H. Carl Moultrie recognized the importance of lawyers assisting those in need of counsel who could not afford to pay for legal services. (12) H. Carl Moultrie, I, and his wife, the former Sara Avant, are the parents of one son, H. Carl Moultrie, II, and the grandparents of two, Cam Lynne and H. Carl Moultrie, III. (13) H. Carl Moultrie, I, died in the District of Columbia on April 9, 1986. (14) The renaming of the District of Columbia Courthouse is a most appropriate manner in which to honor the memory and the achievements of H. Carl Moultrie, I. Sec. 3. Pursuant to section 405 of the Street and Alley Closings and Acquisition Procedures Act of 1982, effective March I0, 1983 (D.C. Law 4-201; D.C. Code, sec. 7-451), the District of Columbia Courthouse, is hereby named the "H. Carl Moultrie, I, Courthouse of the District of Columbia" in honor of H. Carl Moultrie, I. Note, Section 7-451 Sec. 4. This act shall take effect after a 30-day period of Congressional review following approval by the Mayor (or in the event of veto by the Mayor, action by the Council of the District of Columbia to override the veto) as provided in section 602(c)(I) of the District of Columbia Self-Government and Governmental Reorganization Act, approved December 24, 1973 (87 Stat. 813; D.C. Code, sec. 1-233(c)(I)), and publication in either the District of Columbia Register, the District of Columbia 2
