1.0 Introduction 1.01 General The State Telecommunications Emergency Committee (STEC) is a sub-committee of the State Emergency Management Committee (SEMC). STEC is chaired by FESA and comprises representatives from all Hazard Management Agencies (HMAs), Emergency Service Organisations (ESOs) and the Lifelines Services Group. The STEC reports through the SEMC Emergency Services Group (ESG). This Plan is an integral part of the West Australian Emergency Management arrangements. Under the Western Australian Emergency Management Arrangements (SEMC Policy Statement No. 7) primary responsibility for the management of the telecommunications support function is assigned to the HMA. However it is recognised that situations may occur where the HMA is not able to readily access appropriate telecommunications resources to effectively support operational requirements. It is in these cases where the STEC Telecommunications Support Plan is invoked. 1.02 Aim The aim of the plan is to detail the arrangements necessary to coordinate and provide additional telecommunications resources in times of emergency to all HMA s, ESO s and Lifelines agencies. 1.03 Definitions DISASTER - see EMERGENCY EMERGENCY - an event, actual or imminent, which endangers or threatens to endanger life, property or the environment, and which is beyond the resources of a single organisation to manage or which requires the coordination of a number of significant emergency management activities. NOTE: The terms "emergency" and "disaster" are used nationally and internationally to describe events which require special arrangements to manage the situation. "Emergencies" or "disasters" are characterised by the need to deal with the hazard and its impact on the community. The term "emergency" is used on the understanding that it also includes any meaning of the word "disaster". HAZARD - a situation or condition with potential for loss or harm to the community or the environment.

HAZARD MANAGEMENT AGENCY - that organisation which, because of its legislative responsibility or specialised knowledge, expertise and resources is responsible for ensuring that emergency management activities pertaining to the prevention of, preparedness for, response to and recovery from a specific hazard are undertaken. Such organisations are either designated by legislation or detailed in State level emergency management plans. TELECOMMUNICATIONS The transmission of information over long distances by electrical or electromagnetic means. This includes but is not limited to fixed telephones, mobile phones, satellite phones, e-mail and radio. 1.04 Objectives The objectives of the plan are to: Detail the organisation, responsibilities and processes for activating the STEC Telecommunications Support Plan To provide the basis for the coordination of telecommunications resources during emergencies To provide the basis for planning for emergency communications at a state level 1.05 Related Documents Western Australian Emergency Management Arrangements Policy Statement No. 7 Australian Communications Industry Forum (ACIF) Guideline Communication Support for Emergency Response Document (G596:2002) STEC Roles and Functions as approved by SEMC Appendix A STEC Membership and Liaison Officers Appendix B ACIF Procedure for Communications Support Appendix C For Emergency Response 1.06 Responsibilities The STEC Chairperson has the primary coordination responsibility in activation of the STEC Telecommunications Support Plan. There are no specific operational responsibilities attached to being a member of the STEC.

vii Each member agency of STEC in an emergency/disaster situation will provide available resources, to other HMAs, ESOs and Lifeline agencies when requested by the STEC chairperson. Each HMA, ESO and Lifeline agency is responsible, in an emergency/disaster situation, for their own telecommunications response, based on agency operational processes. Each HMA, ESO and Lifeline agency will be required in an emergency/disaster situation that requires additional telecommunications resources, to liaise within their region for additional regional resources before activating the STEC Telecommunications Support Plan. Each HMA, ESO and Lifeline agency is responsible for maintaining its own internal operational telecommunications systems. Each agency is responsible for developing emergency operations arrangements with their respective commercial telephony service provider. (See ACIF doc G596:2002) Each HMA, ESO and Lifeline agency is responsible for their operational readiness and capabilities. 2.0 The Telecommunications Support Plan 2.01 Operational Concept Telecommunications support for emergency/disaster situations requires an immediate, predictable and coordinated approach by all HMAs, ESOs and Lifeline agencies involved in responding to the situation. Traditionally the STEC Support Plan documented the available telecommunications resources from each agency. However due to the increasing dynamics of this infrastructure and the administrative overheads in keeping the register current this strategy is no longer viable. This Telecommunications Support Plan concentrates on contacting and documenting the up to date details of those people who are STEC members and/or STEC Liaison Officers and in a position to know and coordinate the use of that particular agency telecommunications resources. 2.01 The Telecommunications Support Process (see Flowchart 1) Step 1 An emergency or disaster situation has occurred: The HMA agency takes control as per Annex F of the Western Australian Emergency Management Arrangements Policy Statement No. 7. viii Step 2 If additional telecommunications resources are not required then the standard operating practices for the responsible HMA apply. Step 3 Commercial Telecommunications Carrier support If additional telecommunication resources are required from a commercial telecommunications carrier, the responsible HMA negotiates for the resources directly with their preferred carrier. Under the ACIF guidelines this will be a preplanned action. If this process does not produce the resources required, the agency contacts the STEC Chairperson who liaises with STEC members or their Liaison Officers, to obtain suitable resources. Step 4 Additional Telecommunications resources from STEC member agencies If additional telecommunications resources are required that are outside of the commercial carrier limits i.e. Radio equipment or networks then the HMA contacts the STEC Chairperson, who liaises with the STEC members or their Liaison Officers, to obtain suitable resources. Step 5 Additional National Telecommunications resources required If there are insufficient resources within Western Australia to satisfy the emergency/disaster telecommunications requirements, the HMA via the Executive Officer SEMC raises a Request for Commonwealth Assistance. 2.03 Inter agency Emergency communications The State Emergency Management Committee has approved two UHF channels and one UHF CB channel for use by all emergency services during local incident operations anywhere in the state. These are 458.025 Mhz (to be known as Emergency Services Frequency A) and 458.075 MHZ (to be known as Emergency Services Frequency B). The UHF CB channel is the existing CB channel 5. The emergency services (WA Police Service, Fire and Emergency Services Authority of WA, St John Ambulance) have agreed to fit the two Emergency Service Frequencies into existing UHF hand held radios or to purchase UHF hand held radios as required. The use of the UHF CB channel will require participating agencies to purchase UHF CB hand held radios and will facilitate communications between those agencies and members of the civilian community.

Functions: Provide a forum for the development and improvement of inter-agency emergency telecommunications facilities. Develop a sound operational process to provide inter-agency telecommunications support to HMAs and ESOs. Develop a mutual understanding between HMAs, ESOs and Lifeline agencies of the statewide telecommunications resources available.

Pre-planned service means a service provisioned in advance (usually a Public Switched Telephone Network line with call control features) to be used by an ESO in an Emergency. Pre-planned Service Provider (PSP) means a C/CSP with a contractual arrangement to provide an ESO with Pre-planned services. Secondary Service Provider (SSP) means the C/CSP that responds to a PSP request to provide an ESO with Ad hoc services.
