West Virginia Higher Education Policy Commission Meeting of October 26, 2006 ITEM: INSTITUTIONS: RECOMMENDED RESOLUTION: STAFF MEMBER: Report on the Higher Education Facilities Information System (HEFIS) and Statewide Report on Classroom and Class Lab Utilization All Information Item Only Richard Donovan BACKGROUND: The efficient use of campus facilities is a topic of renewed interest for many colleges and universities, governing and policy boards and the executive and legislative branches of state governments. This is partially a reflection of the high cost of constructing and maintaining buildings, but it also stems from a broader recognition of the importance of facilities planning to keep the cost of higher education affordable to students. Effective allocation and utilization of space allows institutions to maximize resources in accomplishing their missions for instruction, research and public service. The Higher Education Facilities Information System (HEFIS) provides a statewide standard for space classification, utilization and data acquisition. It allows the Commission staff to report data for comparative analysis of how space is used for instruction, non-academic and auxiliary purposes among West Virginia institutions and among peer institutions nationally. It can also to be an analytical tool for use in facilities planning and future capital allocations. This project has been underway since February 2003 and the following was accomplished through the Commission s two-year contract with West Virginia University s Department of Facilities and Services: In year one, February 2003 to 2004: o Completed a statewide inventory of all buildings and facilities. o Completed a room and space inventory for academic (E&G) buildings. o A facility and room database was created for academic buildings and interactive web access for the database was initiated and was more fully developed in year two. o Small scale building drawings were created in AutoCAD and PDF formats for many buildings. This continued in year two. 1-1

o Each institution s course and enrollment data was overlaid with its room inventory to develop classroom and class lab utilization reports which are included in this agenda. In year two, February 2004 to 2005: o Continued to develop and refine the database, reporting tools, interactive web access and moved the database to an Oracle platform. o Incorporated non-academic and auxiliary facilities and buildings into the database, including research facilities and the Medical Schools. o Completed room and space inventories for non-academic and auxiliary facilities and buildings. o Completed small scale drawings in AutoCAD and PDF formats. o Drafted instruction manual for campuses to guide them in maintaining and updating the database. o Implemented a formula method determining building renewal investment. From February 2005 to the present (without the support of WVU s Department of Facilities and Services): o HEFIS servers and the database administrator were moved to WVNET. o In addition to providing the data to complete the objectives above, having a building and room database has opened the door for development of a whole host of additional modules in HEFIS. So far, these modules include: Schirmer (BRIM) Module: This is a database of campus and building safety and code issues. The Board of Risk and Insurance Management (BRIM) has a contract with Schirmer Engineering to periodically survey all state-insured buildings and report on safety and code issues that require correction. These safety and code issues are loaded into the Schirmer Module; the institution develops a plan of action for each item (required by BRIM) and then implements the plan of action over time. This module provides the institution a management tool to electronically submit its plan of action to BRIM, to assign work order assignments to the appropriate physical plant trades, monitor the institution s progress in completing the plan of action and provides reports to management on the institution s progress. The State Fire Marshal has a similar inspection and reporting program and we plan, at some point in the future, to develop a database and management tool for this program as well. Problems (Work Order) Module: The Problems Module provides an institution with a basic work order system that allows an employee to report a problem in a building, room or specific location on campus to the Physical Plant Department. Once reported, the problem goes into the database and a work order is created. 1-2

Physical Plant supervisory personnel then assign the work order to the appropriate Physical Plant trade for action, and when the problem is fixed, its completion is recorded in the database. The module can also keep a record of the labor and material cost of each work order and well as provide management data and reports to supervisory personnel and administrators. Equipment Module: The Equipment Module has been created to allow an institution to inventory, keep track of and manage its equipment, primarily IT equipment (classroom and office computers, printers, routers, etc) and building equipment (fire extinguishers, fire suppression systems, emergency generators, boilers, pumps, etc.). For example, the IT Department can use the Equipment Module to locate by room number all computers on campus using the Microsoft XP Professional Operating System. The Physical Plant Department can use the Module to set up an inspection and testing schedule for all fire extinguishers on campus. Housing Module: The Housing Module is used to report residence hall and faculty/staff housing occupancy each fall by building. This database shows the original design capacity, the current program capacity and actual occupancy for the fall semester. Capital Appropriation Request Module: Annually in August, the institutions must submit their general and capital appropriation requests for the next fiscal year to the HEPC Office so that the HEPC staff can prepare the statewide higher education appropriation request to the State Budget Office. The Capital Appropriation Request Module was developed to meet the Budget Office s requirements for capital appropriation requests. In addition, the database created when the institutions enter their project requests is also used by the HEPC staff to develop a prioritized list of capital projects which by law must be submitted to the Legislature in January of each year. Capital Projects Module: This module was developed (but is currently not active) to provide a database and high level tracking of capital projects over $100,000 that are actually funded and underway at the institutions, from initial planning through construction. Vehicle Module: Although not tied to the building and room database, a Vehicle Module has been developed to meet legislatively mandated reporting on the higher education vehicle fleet which must be done annually per the West Virginia Code. This database is geared to report each vehicle that is required to have a license plate. The reporting fields are VIN (Vehicle Identification Number), make, model, year, mileage, vehicle type, purchase date, cost, etc. Additional Modules: We plan to develop additional modules which interact with the building and room inventory. 1-3

The summary level classroom and class lab utilization report follows for Fall 2002, 2003, 2004 and 2005. The electronic version of this report is available at this website address: http://hefis.wvnet.edu:8080/locearpt.pdf. The electronic version has graph icons under each institution s name which when clicked, provide graphs and charts graphically showing the utilization data for each institution. The overall data would indicate that while the percentage of student station utilization for the most part is close to the benchmark when classes and labs are scheduled, there does appear to be plenty of capacity for increasing the weekly hours of utilization for classrooms and labs at all institutions. It should be noted that these utilization statistics do not consider the functionality of the existing space and some of it may need renovation to effectively accommodate current programmatic needs. The utilization benchmarks used in this report are: Available room hours per week = 70 (8AM 10PM Monday through Friday) Classroom utilization is 42 hours or 60% Class lab utilization is 35 hours or 50% Station utilization is 60% of the seats occupied In October, course and enrollment data will be requested from the institutions for the Fall 2006 utilization report. 1-4

Scope and Purpose of the Study THE WEST VIRGINIA HIGHER EDUCATION FACILITIES INFORMATION SYSTEM (HEFIS) was initiated as a method for instituting statewide standardization of space use and classification; to serve as a vehicle for statewide data acquisition; to provide statistical data that contributes to detailed instructional planning analysis; and to create a facilities database that can provide a set of standard terms and measurements that facilitate comparisons among postsecondary education institutions. The HEFIS project began as a cooperative venture between the Commission and West Virginia University. Over a two-year period the HEFIS Team visited each institution, except for three, and built an inventory and database of E&G and auxiliary buildings and rooms. All rooms were classified according to the guidelines provided in the Postsecondary Education Facilities Inventory and Classification Manual (PEFIC Manual). West Virginia University, Marshall University and Fairmont State University took responsibility for developing their own inventories and were not party to the Team onsite visits. They were assisted as much as possible; however, HEFIS cannot assume full responsibility for the accuracy of their data and therefore the utilization numbers generated by those data. Consistency across the board in classification of space can only be achieved if the same team evaluates all institutions in the same manner. The scope of this report is to provide utilization data and institutional information specifically for spaces classified as classrooms and classlabs. Utilizations are limited to facilities that are owned or under long-term lease. Information was not analyzed related to any courses that were offered at off campus sites (not owned or under long-term lease) or via distance education. The following tables serve as a report to the Higher Education Policy Commission based upon course and enrollment data provided by the institutions for Fall 02, 03, 04 and 05. The last of the Fall 05 course and enrollment data was received in March 2006, and some corrections and updated have been made since then. The course and enrollment date is matched with the building and room inventory to produce the classroom and classlab utilization data. HEFIS Report 1 September 18, 2006 1-6

Institutional Classroom Utilization Report (Report Table 1) This report details specific information for institutional classroom utilization. The room utilization shows how many hours a week that the classrooms are in use. The station utilization shows how well the number of students matches the size of the room. Parameters: Total available Room Hours is 70 counted Monday through Friday from 8:00 A.M. 10:00 P.M. Total available Day Hours is 45 counted Monday through Friday from 8:00 A.M. 5:00 P.M. Total available Evening Hours is 25 counted Monday through Friday from 5:00 P.M. 10:00 P.M. Guidelines: Recommended Room Utilization for Classrooms is 42 hours per week or 60%. Recommended Station Utilization for Classrooms is 60% of seats occupied during class. Utilization: The Total Number of Rooms shows the total number of classrooms at the institution. The Total SqFt is the total room square footage classified as classroom space at the institution. The Total Course Enrollment shows the total number of students enrolled in courses scheduled in classrooms at the institution. This counts all enrollments in that if a single student is enrolled in three different classes, the student is counted once for each course in which they are enrolled. This does not reflect FTE enrollment at the institution. This number is computed in the underlying database and inserted into this report. The Room Hours of Instruction is the cumulative total number of hours that all classes in classrooms are scheduled to meet in one week. This number is computed in the underlying database and inserted into this report. o Day Hours shows the total number of room hours that fall between 8:A.M. and 5:00 P.M. o Evening Hours shows the total number of room hours that fall between 5:00 P.M. and 10:00 P.M. o Total is the total for all hours that rooms are in use. Maximum assumed number of hours that one classroom could be in use in one week is 70. Scheduled times that fall outside those hours are added to the evening total. For example Saturday classes. Room Utilization heading is broken down to show: o The Average Weekly Hours is total room hours divided by the number of rooms. o The Percent Weekly Utilization is the average weekly hours divided by 70 x 100 for percentage The Student Stations heading covers the following: o Total Number of student stations that are available in classrooms at the institution, pulled from database. o The Percent Utilization shows the average percentage of student stations that are in use for all courses. It is the number of stations in use divided by the total number of stations available and multiplied by 100 to create a percentage. Total student clock hours divided by potential student clock hours X 100 for percentage. o The Average Weekly Hours of Use is the average number of hours each week that each station is in use. The Student Clock Hours section shows two pieces of information: o The Total Number is arrived at in the database by multiplying for each course, the number of hours that it meets in a week by the number of students enrolled and then totaling for all courses. o Potential Student Clock Hours is determined in the database by multiplying the number of hours that a course meets each week by the number of stations contained in the room and then totaling for all courses. This number shows how many student clock hours could be generated if all the seats were filled in each course. HEFIS Report 2 September 18, 2006 1-7

Institutional Classlab Utilization Report (Report Table 2) This report details specific information for institutional classlab utilization. The room utilization shows how many hours a week that the classlabs are in use. The station utilization shows how well the number of students matches the size of the room. Parameters: Total available Room Hours is 70 counted Monday through Friday from 8:00 A.M. 10:00 P.M. Total available Day Hours is 45 counted Monday through Friday from 8:00 A.M. 5:00 P.M. Total available Evening Hours is 25 counted Monday through Friday from 5:00 P.M. 10:00 P.M. Guidelines: Recommended Room Utilization for Classlabs is 35 hours per week or 50%. Recommended Station Utilization for Classlabs are 60% of seats occupied during class. Utilization: The Total Number of Rooms shows the total number of classlabs at the institution. The Total SqFt is the total room square footage classified as classlab space at the institution. The Total Course Enrollment shows the total number of students enrolled in courses scheduled in classrooms at the institution. This counts all enrollments in that if a single student is enrolled in three different classes, the student is counted once for each course in which they are enrolled. This does not reflect FTE enrollment at the institution. This number is computed in the underlying database and inserted into this report. The Room Hours of Instruction is the cumulative total number of hours that all classes in classlabs are scheduled to meet in one week. This number is computed in the underlying database and inserted into this report. o Day Hours shows the total number of room hours that fall between 8:A.M. and 5:00 P.M. o Evening Hours shows the total number of room hours that fall between 5:00 P.M. and 10:00 P.M. o Total is the total for all hours that rooms are in use. Maximum assumed number of hours that one classlab could be in use in one week is 70. Scheduled times that fall outside those hours are added to the evening total. For example Saturday classes. Room Utilization heading is broken down to show: o The Average Weekly Hours total room hours divided by the number of rooms. o The Percent Weekly Utilization is the average weekly hours divided by 70 x 100 for percentage The Student Stations heading covers the following: o Total Number of student stations that are available in classlabs at the institution, pulled from database. o The Percent Utilization shows the average percentage of student stations that are in use for all courses. It is the number of stations in use divided by the total number of stations available and multiplied by 100 to create a percentage, total student clock hours divided by potential student clock hours X 100 for percentage. o The Average Weekly Hours of Use is the average number of hours each week that each station is in use. The Student Clock Hours section shows two pieces of information: o The Total Number is arrived at in the database by multiplying each course by the number of hours that it meets in a week by the number of students enrolled and then totaling for all courses. o Potential Student Clock Hours is determined in the database by multiplying the number of hours that a course meets each week by the number of stations contained in the room and then totaling for all courses. Institutional Academic Overview (Report Table 3) This report gives an overview of all institutions included in the study for the Fall semester of 02, 03, 04 and 05. The Average Weekly Hours for Classrooms or Classlabs is calculated by dividing the total room hours of instruction in classrooms or classlabs (in Tables 1 and 2) by the total number of classrooms or classlabs at the institution (in Tables 1 and 2). This is then the average number of hours that a classroom or classlab is used at the institution. The Average Percent Weekly Room Utilization is computed by dividing the Average Weekly Hours by 70 (the available hours per week) and multiplying by 100 to get the percentage. The Total Course Enrollment is the total number of students enrolled in courses taught in classrooms and classlabs at the institution (Tables 1 and 2). This counts all enrollments in that if a single student is enrolled in four different classes, the student is counted once for each course in which that are enrolled. This figure does not reflect FTE enrollment at the institution.
