No. 2/NRD of 11 June 2002, issuing the Rules and Regulation of University Master's degree courses; HAVING CONSIDERED the decision taken by the Board of Trustees on 19 June 2007, regulating the amounts of university fees and contributions; HAVING CONSIDERED the Ministerial Decree No. 509 of 3 November 1999, laying down rules concerning the educational autonomy of universities, and the following Ministerial Decree amendment No. 270 of 22 October 2004, which applies to art. 3 the option to start advanced scientific or LL and recurring post-graduate HE courses, issuing 1st and and level Master's degree diplomas, as well as the possibility of release qualifications in association with other Italian or foreign universities, based on relevant agreements; HAVING CONSIDERED the memorandum of the Ministry for Foreign and Home Affairs No. 602 of 18 May 2011 regulating the access of foreign students to University courses for the 2011-2014 period; HAVING CONSIDERED the D.R. No. 2353/2011 of 7 October 2011, established at this University the international first level Master's degree course in International Tourism Management and Analysis (ITMA); HAVING CONSIDERED the resolution of the Board of the Department of Economics and Business of 23 July 2013 which, among other things, provides for the abovementioned 2013-2014 University Master's degree course, appointing Professor Carlo Donato as Director; HAVING CONSIDERED the deliberation of 25/07/2013 of the Master's degree course teaching staff Board, for the issuing of this announcement of competition; HAVING CONSIDERED the D.R. No. 2050 of 02/08/2013 No. 19638 which was partially amended by the Decree of establishment of the Master's course; 1
DOES HEREBY DECREE THAT The terms of submission set forth by the Università degli Studi di Sassari for the academic year 2013-2014, are open to all applicants who wish to apply to the entrance examination for the 1st level International Master's degree course in International Tourism Management and Analysis (ITMA). Article 1 Objectives The Master's course, based of the prior experience in the internationalization of knowledge and markets, and responsible and sustainable tourism in particular, is intended to train specialists in the planning and development of tourist flows, based on the social and cultural dynamics and natural resources of the various destinations, with strategic actions oriented to sustainability, responsibility, promotion of landscape and cultural heritage, emphasizing accessible tourism for all. The Master provides the skills needed to facilitate the insertion in the labour market for the following profiles: tourist planner, skilled in developing sustainable tourism projects or multinational companies and/or public organizations, oriented to territorial development and the promotion of tourist destinations, skilled financial analysis and corporate finance management advisor. Article 2 Curriculum The Master's course lasts one year, issuing a total of 60 university credits, and providing classes divided into modules, workshops, seminars, training sessions, a master's thesis and a final examination. Lessons are held in English, divided into class teaching activities, individual activities, laboratories, intermediate and final examinations, preparation of a master's thesis (project work) and a training session. The compulsory educational activities are divided into lectures and practical sessions regarding a number of subjects, discussion of case studies, seminars held by Italians and foreign university professors, and - if required - by managers of educational institutions, professionals and experts in the field of tourism. An internship is also included, in compliance with relevant national regulations, for a period of not less than 250 hours. The Master's course includes a total of 1,500 hours and provides for 16 modules for a total of 45 University credits. Attendance is compulsory for a minimum share of 80% of the course. Credits are distributed as follows: educational activities (lectures, tutorials, individual study and workshops): 40 CFU seminars, testimonials and meeting with experts, case studies: 5 CFU master's thesis: 5 CFU stage: 10 CFU The Master will be developed according to the following: venue: Polo universitario di Olbia, Olbia (Costa Smeralda, Sardinia); training activities: 1,500 hours (individual study, lectures, seminars, internships, thesis) of which, 500 hours of class attendance (lectures, workshops, seminars, etc.) and 250 hours of training activity; attendance: full time, Monday to Friday; official language: English. Article 3 Acquisition of credits The CFUs of each individual subject are attained through: (a) the successful completion of the final examination, evaluated 30/30, Honours available; (b) attendance, duly registered, of at least 80% of the lectures, laboratories and practical sessions available. The minimum mark necessary for the attainment of CFUs for each subject must be equal to or higher than 60% of the maximum score attainable. The CFUs for seminars are obtained through attendance, duly registered, of at least 80% of the total number of hours. The CFUs credited for the training activity are attained through the successful completion of the internship project and the drafting of a final report on its content. 3
Article 4 Attainment of the title and final examination The Master's course ends with the successful completion of the final examination, consisting in the defence of a thesis. Attaining the Master's degree title is subject to the acquisition of 60 CFUs. The students who have successfully passed the final examination, will be awarded the title of Graduated in International Tourism Management and Analysis (ITMA), issued by the Rector of the University of Sassari. Article 5 Acquisition of credits The Master's course is based in the Dipartimento di Scienze Economiche e Aziendali (DiSEA) of the Università degli Studi di Sassari. Educational and training activities will take place mainly at the Polo Universitario di Olbia, Costa Smeralda Airport, Olbia, Italy. Teaching activities are scheduled to start on 30 October 2013, at the premises of the Polo Universitario di Olbia, Olbia Costa Smeralda Airport,first floor, 07026 Olbia, Italy The facilities and the equipment available to the Master's students consist of: the Olbia premises of the Department of Economics and of those possibly provided by public institutions and private supporters. The Master's Board reserves the right to provide teaching sessions also at other locations, if necessary, to maximise results. Max. number of students: 25. Article 6 Number of students admitted to the Master's course The minimum number of students necessary for the course to start is 10. Additional grants may also be awarded to up to 8 Italian applicants, as described in Article 16 Enrolment fees, who will have successfully passed the entrance examination to the Master's degree. Additional grants may also be awarded to up to 8 foreign applicants, as described in Article 16 Enrolment fees, who will have successfully passed the entrance examination to the Master's degree. Article 7 Access requirements The admission requirements include: possession of a Bachelor's degree attained under MM.DD. No. 509 of 3 November 1999 and No. 270 of 22 October 2004, or pursuant to previous regulations in force, or other equivalent qualification attained abroad. The qualifications attained abroad are recognized by the Board of the Teaching Staff who will recognize them as equivalent to the sole purpose of admission to the Master's course. Knowledge of the spoken and written English language is required, exceeding at least level B1. Article 8 Admission to the Master's course Admission to the Master's course shall be subject, regardless of the number of applications for admission submitted, to the results of the examination session for qualified applicants. The selection will be carried out through the evaluation of qualifications submitted by applicants by a Board of examiners appointed by the Board of the Teaching Staff. 4
For the purpose of the evaluation of the titles submitted by each applicant, regarding the subjects of the Master's course, the selection board will award up to 100 points, distributed among the following categories: Graduation mark; Qualifications and further studies other than the access title; Publications and scientific titles relevant to the Master's degree topics; Education and training relevant to the Master's degree topics; Professional activities relevant to the Master's degree topics. Before evaluating the titles submitted by the applicants, the selection board will determine the scores that will be assigned to each category and determine the minimum score that applicants are required to attain in order to be usefully added to the ranking list. After completing the applicants' qualification assessment, the selection board will prepare a list of eligible applicants. Based on the number of grants available, the best applicants added to the ranking list will be admitted to the Master's course on the basis of their overall score. Pursuant to art. 3, paragraph 7, of law No. 127 of 17 May 1997, as amended by art. 2 of law No. 191 of 16 June 1998, in the event of two or more candidates attain the same score, the youngest applicant will be selected. The final list of eligible applicants, ratified by Rector's Decree, will be published on the University's web site only, i.e. www.uniss.it/youniss: such publication is the only means of notification and will not be given further or other notice, written or oral, to the parties concerned. Article 9 Application to the Master's course The application for admission to the Master's course must be submitted on plain paper as shown in the diagram annexed to this announcement, that may be downloaded from www.uniss.it/youniss and must be addressed to the Magnifico Rettore dell Università degli Studi di Sassari and sent by registered mail with delivery receipt to the following address: Università degli Studi di Sassari, Piazza Università 21, 07100 Sassari, Italia or handed in to the Ufficio Protocollo, piazza Università 21, Sassari. Applications to the competition must be received no later than 7 October 2013; postmark will not suffice for registration purposes; the Registrar Office date stamp will attest only. Late applications will not be accepted for any reason. Amendments and/or additions to the applications shall not be accepted after the deadline of submission. The University Administration does not assume any responsibility in the event of loss of communication due to inaccuracy in the domicile of the candidate or due to failed or late communication of its modification, nor for any postal or telegraphic issue not attributable to the Administration. The Administration reserves the right to admit applicants to the examination on approval; the Administration will then exclude candidates who do not meet any of the admission requirements. The application form must be attached to a graduation self-certification (dichiarazione sostitutiva del certificato di laurea) reporting final mark (art. 46 of the Italian T.U. on administrative documentation D.P.R. No. 445 of 12/28/2000) or a degree certificate reporting 5
the final mark and any further titles referred to in article 8 of this call. Article 10 Admission of foreign students or applicants graduated abroad Submission of the applications for participating in the competition by any applicant in possession of a degree certificate attained abroa, or non-eu citizens residing abroad must be performed through the Italian Diplomatic Representatives in accordance with the three-year provisions of the Ministry of University and Research of 21 March 2005, Part V, Chapter 1, paragraph 1.2. Applicants in possession of a degree certificate attained abroad, both EU and non-eu residing in Italy, will be required to contact the Italian diplomatic representatives in the country where the degree certificate was issued and request the Dichiarazione di Valore and a legalized translations. The above-mentioned documentation, together with the application for admission to the Master's entrance examination, must be submitted on plain paper as shown in the diagram annexed to this announcement, downloadable at www.uniss.it/youniss, addressed to the Rector of the Università degli Studi di Sassari and sent by registered mail with delivery receipt to the following address: Università degli Studi di Sassari, Piazza Università 21, 07100 Sassari, Italia or handed in to the Ufficio Protocollo, piazza Università 21, Sassari. Applications to the competition must be received no later than 7 October 2013; postmark will not suffice for registration purposes; the Registrar Office date stamp will attest only. Article 11 Matriculation request Admitted students, in order to avoid exclusion, are required to submit the following documentation not later than 5 (working) days after the date of publication of the final ranking list, and deliver it to the Ufficio Alta Formazione, via Macao, 32 - Sassari- Italia, opened to the public on Mondays, Wednesdays and Fridays, 10.00 to 12.30: 1) matriculation request, that may be downloaded from the www.uniss.it/youniss website or available at the Ufficio Alta Formazione; 2) two passport-sized photographs, identical to each other. Following the filing of the matriculation request and as soon as the procedure is completed, the Ufficio Alta Formazione shall assign a matriculation number to each student. In the event of untruthful or misleading declarations, the sanctions provided for in the Penal Code and any relevant special law shall apply (arts. 75 and 76 of D.P.R. 445/2000), thus resulting in the immediate withdrawal of the matriculation number. The Administration will provide to the recovery of any benefits granted, will not refund any paid fee and, in the event of misleading statements, any party affected by take legal action for damages. Article 12 Waiver and forfeiture Eligible applicants not fulfilling the terms specified above shall be deemed as releasees and those submitting misleading statements, in addition to being submitted to criminal responsibility, shall be declared as lapsed and their grants assigned to the following applicant on the ranking list, unless a month will have already elapsed. Article 13 Enrolment fees The enrolment fee for the duration of the Master's course is EUR 6.000,00 including, for foreign students full coverage of the expenses for the attainment of the certificate of Italian language for foreigners (intermediate level B1, issued by the University of Sassari) plus EUR 491,15 of 6
University fee (including stamp duty), with a total amount of EUR 6.491,15. The first 8 Italian students and the first 8 foreign students of the ranking list will be exempted from the payment of the registration fee of EUR 6,000.00, while they shall be charged with the full University fee and additional the charges below. The first 8 students of the ranking list will be partially reimbursed of travel and accommodation expenses, up to a maximum of EUR 2,500.00, in ways and forms which will be established by the Department of Economics, and that will be communicated to the students by the Board of the Master's course. Fees must be paid in three instalments: the first instalment, equal to EUR 2,491.15 (including University fee and stamp duty) may be paid at one of the offices or agencies of the Banco di Sardegna, after filing the matriculation request, or at the Ufficio Alta Formazione in via Macao 32 - Sassari, Italy (on Monday, Wednesday, Friday - 10.00 to 12.30), providing the bank counter with the matriculation number issued by the Office to the student after filing of the matriculation request. Otherwise, the instalment may also be paid via bank transfer according to the indications that the Ufficio Alta Formazione shall communicate after issuing the student serial number and exclusively upon request of the same; the second instalment, equal to EUR2,000.00, must be paid by 10 th December 2013, by following the procedures listed above; the third instalment, equal to EUR2,000.00, must be paid no later than 31 st January 2014, by following the procedures listed above. The amount paid shall not be returned under any circumstances. Fee exemption is extended to people with special needs with a disability rate equal to or higher than 66%, declaring their status; they shall still be required to pay 16,00, related to the stamp duty, that this University will forward to the Agenzia delle Entrate di Sassari and the amount due for insurance coverage. The registration fee shall be added to the dues connected to insurance coverage for accidents and liability for the whole duration of the Master's course, which shall be borne by the student. The costs connected to the training activity shall be fully borne by the student, who will also pay all transfer expenses to follow specific seminars and/or laboratory activities. Eligible applicants not fulfilling the terms specified above shall be deemed as releasees. After completing the matriculation procedures of the selected candidate, unless an entire month has already elapsed since the beginning of the course, any vacation may be made available to the following applicants of the ranking list, which will be required to accept and finalize their enrolment, under penalty of exclusion, within six days form the receipt of the notification, sent by the Ufficio Alta Formazione by registered mail. THE ENROLMENT TO THE MASTER'S COURSE REFERRED TO IN THIS ANNOUNCEMENT IS NOT COMPATIBLE WITH THE ENROLMENT TO ANY DEGREE, SPECIALIZATION, MASTER'S OR PH.D. COURSE OFFERED BY THIS OR OTHER UNIVERSITIES. Article 14 Awards and/or scholarships The Board of the Teaching Staff reserves the right to propose the awarding of scholarships and/or study awards to particularly capable and deserving students. Article 15 Person in charge of the procedure (Responsabile del procedimento) Pursuant to art. 4 of Law 241 of 7 August 1990 (Nuove norme in materia di procedimento amministrativo e di diritto di accesso ai documenti amministrativi) the person responsible for the administrative procedure is Dr. Marina Lodde, head of the Ufficio Alta Formazione of this University. 7
Applicants shall be entitled to exercise the right to access the documents of the admission proceedings in accordance with the procedures laid down by D.P.R. No. 184 of 12 April 2006 (Regolamento recante disciplina in materia di accesso ai documenti amministrativi). The right of access may be exercised by submitting a formal application, written on unstamped paper, addressed to the Rector of the Università degli Studi di Sassari, p.zza Università 21, 07100 Sassari, or submitted directly to the Ufficio Protocollo, p.zza Università 21, Sassari. Any data extraction in photocopy format will be subject to payment of the amounts due, pursuant to art. 25 of law No. 241/90. Article 16 Processing of Personal Data With reference to the provisions of Legislative Decree No. 196 of 30 June 2003 "Codice in materia di protezione dei dati personali", concerning the protection and processing of personal data and, in particular, to the provisions referred to in art. 13, the personal data provided by the candidates will be stored at the Università degli Studi di Sassari for the purposes of managing the entrance procedure and will be processed also in automated form. The treatment of the same, for all selected candidates, will continue also after matriculation for the purposes connected to educational career management. The provision of such data is mandatory for the purposes of assessing the requirements for participation, under penalty of exclusion from the competition. The information provided will be disclosed only to the public administrations directly involved in the applicants' University position or the operation of the competition. All parties hold the rights referred to in art. 7, 8, 9 and 10 of the afore-mentioned legislative decree, among which, the right of access to data relating to them, as well as some additional rights, including the right to correct, update, supplement or delete the erroneous or incomplete data or those collected under unlawful procedures, as well as the right to oppose their processing for legitimate reasons.
