The individual chosen to fill this position will become an integral part of Los Angeles Unified School District's executive team and will direct LAUSD's comprehensive portfolio of risk management and insurance services. Who are we looking for:
LAUSD anticipates identifying a leader who is well versed in the area of insurance and risk management. He/she will be budget savvy, strategic and an innovative leader with a proven track record of effectively leading and directing enterprise-wide insurance and risk management services of large organizations, preferably within the public sector. This person will ideally be familiar with best practices, and trends, as well as the industry-wide challenges impacting public sector agencies. He/she will be able to seek solutions and strategic opportunities within the current political and fiscal environment to maximize the effectiveness and efficiency of our insurance and risk management services. The ideal candidate will also have significant experience in evaluating and forecasting organizational needs and fiscal demands to align long-range plans with strategic goals. Further, he/she is an executive who seeks novel approaches to challenges and opportunities to maximize the effectiveness of our service through reengineering, collaboration, and fiscal responsibility. Our ideal candidate will display effective communication and interpersonal skills as he/she will work closely with a wide range of individuals including Board Members, the Superintendent, the executive team, labor partners, co-workers and subordinate staff. The Risk Management and Insurance Services Division The Division of Risk Management and Insurance Services' mission is to protect the assets of the District by identifying risks, developing and managing programs to control and minimize losses, and promoting safe, healthy and secure learning and work environments. The Division consists of three branches- the Benefits Administration Branch, the Risk Finance & Insurance Branch, and the Integrated Disability Management Branch. The Benefits Administration Branch is responsible for the management of medical, dental, vision, basic life insurance, retirement plans, COBRA/AB528 continuation coverage, and various voluntary benefit programs such as optional life insurance and flexible spending accounts for eligible employees, retirees, and their dependents. The Risk Finance & Insurance Branch is responsible for protecting assets exposed to various risks related to torts, theft, damage to or destruction of physical property, errors or omissions, and natural
disasters. It is composed of two sections: Risk Finance and Property & Liability. The Integrated Disability Management Branch (IDM) is responsible for employee absence, disability management, and industrial injury related functions in the District. IDM is composed of two sections: Disability Management and Workers' Compensation. Each section has a unique role in promoting the return of injured, ill, or disabled employees to gainful employment Project The individual chosen to fill this position will become an integral part of LAUSD's executive team and will direct LAUSD's comprehensive portfolio of risk management and insurance services. Benefits Job Duties/Responsibilities Insurance: District paid premiums for your choice of several medical, dental, and vision for you and your dependents; and life insurance plans. Retirement: Membership in the California Public Employee Retirement System (CalPERS). Vacation: 24 days each year. Paid Holidays: 12 days. * Plans, organizes, assigns, directs, and reviews the administration of the Division of Risk Management and Insurance Services through subordinate administrators, supervisors, and staff personnel engaged in the management of the Risk Finance, Employee and Retiree Group Health Benefits, and Integrated Disabilities branches; * Analyzes the District s claim, loss, and accident history, and identifies methods to eliminate or minimize risks and possible losses; * Develops appropriate cost effective methods for the procurement of insurance coverage and/or self-insurance services for property, casualty, workers compensation, and other areas; * Develops specifications, selects, and manages insurance service providers, including insurers, brokers, and third party claims administrators; * Advises the Superintendent, Board of Education, and District executive staff on recommended cost-controls and investment strategies for all programs; * Oversees the implementation of risk management related policy directives, guidance, and information with the Board of Education, District executive staff, administrators, and other managers as required. Minimum Requirements Entrance requirements for this position include:
EDUCATION: Graduation from a recognized college or university with a bachelor s degree in business administration, public administration, or a related field, preferably including courses in law, insurance, risk management, or safety engineering. An advanced degree in law, insurance, risk management or a related field is highly preferable. EXPERIENCE: Five (5) years of risk management experience at the management or executive level with direct administrative authority over a multi-unit risk management organization. Experience in at least two (2) of the major responsibilities in risk finance, integrated disability, or employee group health benefits is required. Experience in investigation and adjustment of workers compensation claims and general liability claims in the public sector is preferable. Possession of certification as an Associate of Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), Associate in Claims (AIC), or Certified Employee Benefits Specialist (CEBS) preferred.
