ESSENTIAL EARLY EDUCATION Essential Early Education (EEE) services are preschool special education and related services. They are provided by local school districts to children ages three through five who have a developmental delay or a medical condition which may result in significant delays by the time the child enrolls in elementary school. These services are provided in preschool or child care classrooms, and/or in the child s home according to the unique needs of the child. FAMILY, INFANT & TODDLER PROGRAM OF VERMONT The Family, Infant and Toddler Program (FITP) is Vermont's Early Intervention Program approved by the U.S. Department of Education to carry out a statewide system of family supports and early intervention services for infants and toddlers with developmental delays and disabilities under Part C of the Individuals with Disabilities Education Act (IDEA). It is a strengths-based, family driven system of cross-agency, multidisciplinary, collaborative intervention services aimed at preparing children to be ready to learn from school, learn from life and move through or mediate their developmental delays and health conditions. Schools are key partners in identifying children for services and in some areas, the provisions of direct early intervention services. Another key partner is the Children with Special Health Needs Program. As a new partner with the Department for Children and Families, Child Development Division, FITP sits with numerous related child development and family support services that may benefit children receiving services through FITP. All families with concerns about their child's development and/or all families about whom community professionals have concerns are eligible for information and outreach services which may include information and referral, and family support and education. Families with children from birth through 2 years 11 months of age, whose children experience developmental delays or have a diagnosed physical or mental condition which has a high probability of resulting in a developmental delay, are eligible for FITP. Eligibility is determined by a multi-disciplinary core team and is based on the developmental needs of the child, not on family income. Services are no cost to families. There are 12 regional host agencies that include community-based programs such as Parent- Child Centers, a hospital, two mental health agencies, Parent-to-Parent of Vermont, and the Winston L. Prouty Center. A number of schools provide services in partnership with FITP. Home Health Agencies, Community Health Centers, Department of Health Offices, Child Care Providers and DCF/FSD are additional access points for services. Each region develops its own network of service providers and partners, has a Regional Team to advise them and serves as the first level of complaint resolution if needed. In most regions teams have been well integrated with Early Childhood Councils, CUPS - Early Childhood and Family Mental Health, Healthy Babies Kids and Families, MCH and other teams. Primary referral sources include: schools, health care providers, Early Head Start programs, mental health providers, child care programs, shelter programs for families who are in need of housing and have very young children and child welfare personnel. The Vermont Interagency Coordinating Council, whose members are appointed by the Governor, advises and assists FITP and the Lead Agencies that support the Program in the ongoing assessment and continuous improvement of early intervention services in Vermont. PARENT CHILD CENTERS The 16 parent child centers in Vermont (some are called family centers) form a network and share the common goal of enhancing the well being of children and families through coordinated services that are responsive to families needs. MEDICAL AND HEALTH SERVICES Vermont Department of Health www.state.vt.us/health The Vermont Department of Health provides a range of services to children and families including immunizations, lead testing, breastfeeding information and support, nutrition services through WIC, outreach for Medicaid/Dr. Dynasaur, and screening and referral for many health and social services in the community. VNA Home Health Services www.vnavt.com VNA Health Systems of Vermont is a network of Vermont s 12 not-for-profit home health agencies and visiting nurse associations which provides home visiting nursing, nutritional, occupational therapy, physical therapy, social work, and speech and language services to children with serious health conditions and disabilities, children with developmental delays, and children who are victims of substance abuse, domestic violence and abuse or neglect. The scope and intensity of services each agency provides varies throughout the state. Children with Special Health Needs (CSHN) The Vermont Department of Health s program for Children with Special Health Needs (CSHN) provides comprehensive, family-centered services to children with chronic or disabling conditions, including developmental and behavioral delay. Services include specialty clinics held around the state, care coordination services, family support assistance and limited financial assistance for authorized medical services. CSHN is also the administrative agency for the Family, Infant and Toddler Program of Vermont (FITP). CSHN services are available to Vermont residents, age birth to 21 with some exceptions. COMMUNITY DEVELOPMENTAL SERVICES Division of Disability and Aging Services (DDAS) is responsible for all community-based long-term care services for older Vermonters, individuals with developmental disabilities, traumatic brain injuries and physical disabilities. EARLY CHILDHOOD & FAMILY MENTAL HEALTH (ECFMH) Formerly known as CUPS from the Children s UPstream Services Federal grant project. The grant expanded community based mental health services to enhance the well-being of children under the age of six who are experiencing a severe emotional disturbance and their families. Early Childhood & Family Mental Health services have been sustained by the Vermont Legislature and are the shared responsibility of the Child Development Division of the Department for Children and Families, and the Department of Mental Health. Services provided in the 12 regions of the state include: Intervention Services- crisis outreach, case management, psychotherapy, behavioral intervention, community integration and/or respite care; Consultation for child care and other direct services providers as well as for families; and Training for parents and a range of providers about early childhood and family mental health issues. EVEN START FAMILY LITERACY PROGRAM What is the Even Start Program? Even Start is a federally funded program that integrates adult education, parenting education, and early childhood education into a comprehensive family literacy program that breaks the intergenerational cycle of poverty and low literacy. Even Start programs offer educational services primarily to parents and children from birth through age seven. Families are selected for participation in Even Start based on their level of economic and educational needs. Even Start builds on existing high quality adult, early childhood, and parenting services to provide family centered programming of sufficient duration and intensity to support high educational achievements and economic self sufficiency. How does Even Start Work? Even Start provides comprehensive education services to improve children's academic success and increase parents' economic opportunities by: Helping children to reach their full potential as learners Providing adult education for parents Helping parents to become full partners in their children's education Program services are designed to build on existing community resources to offer educational and support services that help parents and children learn and succeed together. The following Even Start program services are integrated, distinguishing Even Start from other educational programs. Early Childhood & School Age Education Developmentally appropriate education services are designed to prepare children for successful entry into kindergarten and school programs. Adult Education High quality instructional services address basic skills, English as a second language, or the acquisition of secondary credentials such as the GED or the Adult Diploma Parenting Education High quality parenting training focuses on helping parents be the primary teachers and full partners in their children's education Interactive Parent and Child Activities Integrated into adult and parenting education programs, PACT time offers interactive literacy activities for parents and their children. Home based instruction is an important part of Even Start services. These visits support the transfer of learning from the other program components to the daily lives of the families.
