Overview Terminal End of Life Notes In order to support the EMV Counterfeit Liability Shift changes, the following POS terminals will move through the Terminal Life Cycle process for both Class A and Class B applications and on all supported First Data front-end platforms. Visa Visa intends to institute a liability shift in the U.S. for domestic and cross-border counterfeit transactions effective 1 October 2015. The liability shift encourages chip transactions because any chip-on-chip transaction (i.e., a chip card read by a chip terminal) provides dynamic authentication data, which helps to better protect all parties. With this type of liability shift, the party that is the cause of a chip-on-chip transaction not occurring (i.e., either the issuer or the merchant's acquirer) will be financially liable for any resulting card-present counterfeit fraud losses. When a transaction occurs using chip technology, any liability for counterfeit fraud, though unlikely, would follow current Visa Operating Regulations. The policy assigns liability for counterfeit fraud to the party that has not made the investment in EMV chip cards (issuers) or terminals (merchants' acquirers). MasterCard MC has established a liability hierarchy to rate, from least to most secure, the different card- acceptance methods based on the interplay between the card and the acceptance device. Under the system, the magstripe card would be least secure and the chip-and-pin the most secure, with chip-and-signature falling between those two. MC is urging banks to adopt EMV, and will hold them liable for some forms of card fraud if they have not issued EMV cards to their customers, depending on whether a merchant has EMV terminals. Whichever party (issuer or merchant) offers the least secure method would be held liable for a fraudulent transaction under the plan. Starting in October 2015, MC plans to shift liability to merchants who have not upgraded their POS terminals to process transactions made with EMV cards if a customer pays with such a card and fraud occurs.
Discover Discover announced March 15, 2012 it is implementing a 2013 EMV mandate for acquirers and direct-connect merchant in the U.S., Canada, and Mexico. Discover will include Diners Club, PULSE, and Discover card networks with this mandate. First Data Product All POS hardware that is not EMV capable will move to a No Download status by October 2015. This decision is in the best interest of our clients and our merchants. POS Terminal Life Cycle Process New Sales No sales or account set-up restrictions. Customer Owned * No new equipment sales. Only merchants that already own this equipment can be boarded. Evaluation will be needed as to whether or not the hardware will be updated for compliance or enhancements. * First Data Product may need to accelerate date changes previously communicated in support of any additional upcoming Association Compliance mandates. No Boarding Prohibits all new account, any additional equipment and any additional locations from boarding. Dates in this category may need to be adjusted as new Association Compliance mandates are introduced. Developments of new applications stop at this Life Cycle category. No more application changes will be implemented for compliance or any other enhancements. No Download / No Merchants can continue to process. The POS Help Desk will provide limited troubleshooting. Downloads and replacements will no longer be available.
End of Help Desk The POS Help Desk will no longer provide any troubleshooting, reporting or transaction assistance. Merchants can continue to process, but should be encouraged to upgrade equipment. The channels will need to provide procedures for handling these calls, such as a transfer to Cross Sales for example. Remove From Field Final decisions to notify customers of possible impact if they choose to continue to process on equipment that could result in additional association fees and fines is a business decision. This category was developed to help assist our partners in making the best decisions for their customers.
