Clinton Community School District SUBSTITUTE TEACHER HANDBOOK 2014-2015 Substitute teachers are essential to the provision of effective instruction to students in our school district. We appreciate your services. This handbook will provide you with a source of basic information about our substitute teaching program. If at any time you have specific questions which are not answered in this booklet, please call the District Office at 676-5482. The School Board for the Clinton Community School District reserves the right to modify, suspend, or terminate any policy, procedure or benefit outlined in this schedule at any time and without notice. YOUR PERSONNEL FILE 1. A complete file for a substitute or homebound teacher consists of a formal application for teaching, a copy of a current Wisconsin teaching license, and credentials. 2. Reasonable expectation to return each school year - All substitute have a reasonable expectation to continue on the substitute list from school year to school year with satisfactory performances. No re-application is necessary; however, please update copies of licenses as in item 1 upon renewals. 3. Substitute and homebound teacher records are separate from our applicant files. If you wish to be on file as an applicant for a full-time position, be sure that you apply on WECAN for specific job openings. CRITERIA USED IN SELECTION Selection of substitutes is based on securing persons who: a. hold current Wisconsin regular or substitute teacher certification, or have completed the training provided for non-certified substitute teachers and have applied for a Wisconsin substitute teaching license; b. have a record of success in teaching and in human relations; c. are available with few or no restrictions; and d. subscribe to a telephone in order to be reached readily. PROCEDURES FOR CALLING SUBSTITUTES 1. The substitute teacher caller for last minute unplanned absences is Julie Neal. Most of the calling for those is done between the hours of 6:00 a.m.-7:00 a.m. and 3:00 p.m.-10:00 p.m. Building secretaries will call for planned absences. 2. Substitutes who want to inform the substitute caller about their availability are asked to call Ms. Neal at 921-0701. An answering machine is connected to this number. 3. The substitute assignments are distributed as fairly as possible in light of total school district needs. However, priority of assignments is given to individuals who demonstrate a willingness to be readily available. 4. The substitute caller will provide the substitute teacher with specific information about the assignment which is available. The substitute caller may be able to offer a choice of assignments

to the substitute teacher. The substitute teacher should indicate either acceptance or rejection of the assignment. 5. The assignment given to the substitute will not be changed under normal circumstances. Under unusual circumstances the building principal may ask the substitute to work in an assignment other than the one to which he or she was called. 6. The teacher work day is from 7:40 a.m. to 3:40 p.m. Substitutes are expected to adhere to this schedule. SUBSTITUTE TEACHER PAY 1. The basic daily rate of pay for substitute teachers during 2014-2015 is $100.00 per day. 2. The pay for substituting for a teacher with a half-time or other part-time assignment will be pro rated accordingly. 3. For partial day assignments, the caller will inform the substitute regarding beginning and ending times. Pay will be pro rated accordingly. 4. If a substitute has been called and reports to an assignment that, due to some error, does not exist, the substitute will be paid one-half day s pay. 5. Each substitute must fill out and sign a substitute time sheet for the time he or she has substituted and return it to the school s office. The principal, after approving the time sheet, shall file it with the Payroll Department by the payroll cutoff date for that pay period. Checks for the substitute teachers are mailed. 6. The Board of Education will pay the employer shares of Wisconsin Retirement contributions for substitutes who qualify for WRS coverage. Employees must pay their share. 7. Any questions about substitute teacher paychecks should be directed to the Payroll Department at 676-5482, ext. 2403. LONG TERM ASSIGNMENTS 1. A long-term assignment is one in which you substitute in one assignment for the same teacher for MORE than 10 consecutive days. 2. The rate of pay for long-term substitutes is based on a Bachelor's Degree with 0 experience in effect at the beginning of each school year. PLEASE NOTE: The long-term rate does not apply to days during which the regular teacher and substitute teacher work together. The substitute will receive his or her regular daily rate for transition days. 3. The building principal will make the final decision as to who will be assigned to a long-term substitute teaching position. If a substitute teacher teaches beyond ten consecutive days in the same assignment, the substitute shall be paid the long-term rate retroactively to the first day of the assignment. 4. Long-term substitutes are required to have verification of TB skin test on file in the District Office. 5. Long-term substitutes normally are not expected to attend, and are not paid for, teacher convention days and curriculum days. These unpaid days are not considered interruptions of service. Therefore, the initial 10-day period does not have to be repeated.

INFORMATION TO HELP YOU- - SOME ROUTINE MATTERS 1. Observe the work hours, schedules, and responsibilities of the regular teachers. The teacher work day is 7:40 a.m- 3:40 p.m. 2. Upon arrival, report directly to the school office to obtain materials and instructions you need. 3. Make certain that the secretary has the information necessary for payroll purposes. 4. Check the teacher s mailbox before going to the classroom for notices or communications that require immediate attention. 5. Report to the school office before leaving the building to determine if your services will be needed the following day. 6. Substitute teachers are covered under the school district s comprehensive liability insurance, the same as regular employees. 7. Smoking is not permitted on school district property or in school district vehicles. THE CLASSROOM It is the responsibility of each regularly employed teacher to develop a special folder for substitute teachers. This folder should be kept in a desk drawer or in a place known to the building administrator and secretary. Included in this folder should be: 1. An up-to-date teaching schedule that includes each instructional class, preparation time, and special duties, such as supervision, fire drill responsibilities, and special area assignments. 2. Current lesson plans, with detail needed by a substitute. It is the expectation of the school district that you adhere to the classroom teacher s lesson plans as closely as possible. 3. A current seating chart for each class of students is assigned to specific seats in your room. Use names that students want to be called at school. 4. Information regarding access to texts, supplies, curriculum guides and the use and location of AV equipment. 5. Forms and procedures for taking attendance and performing other student accountability tasks. 6. A list of dependable students to call on to help with routine classroom responsibilities. 7. A short narrative on students with special needs and how to deal with each of them, i.e., religion, medication, specific learning needs of special education children. 8. Peer assistants, office helpers and members of organizations such as sports, chorus, and band, and the time and procedure for excuses from classes as appropriate. 9. Information about classroom rules, policies, safety procedures, and privileges. 10. Information about special events and responsibilities. 11. If you find that the teacher has not left the information you need, it is your responsibility to discuss this matter with the principal. 12. Fill out the Substitute Feedback Report and leave it in the teacher s plan book.

13. Leave the room in an orderly fashion for the teacher, especially blackboards, records, and assignments. SUMMER SCHOOL Substitute teachers are needed for our 4-week summer session. Most classes are held in the morning. If you would be interested in working as a substitute for summer school, please contact the Summer School Principal during the latter part of May. REVIEWING FEEDBACK REPORTS All substitutes are encouraged to stop in to the District Office sometime during the school year to review feedback reports. Feedback sheets will be kept for at least two (2) years. Office hours are between 8:00 a.m. to 11:30 a.m. and 3:00 p.m. to 4:00 p.m. HOMEBOUND INSTRUCTION Certification Requirement Homebound substitute teachers must be certified teachers in the State of Wisconsin. Homebound Teacher Pay 1. The daily rate of pay is $100.00. If other means of transportation are not available, permission may be granted for reimbursement for taxi expenses. 2. The maximum hours paid by the Board of Education per student are five or six hours per week in the secondary schools and three hours per week in the elementary schools, including preschool. 3. Each homebound teacher should obtain a form from the Pupil Services office on which to list dates and hours of instruction given. These monthly statements must be filed in the Pupil Services Office by the payroll cutoff date for each month. Role of the Homebound Teacher The homebound teacher confers frequently with the regular classroom teacher. The homebound teacher will have responsibility for adapting appropriate materials for homebound use, as well as administering tests and other measuring devices, preparing written reports concerning the student s work, and making recommendations concerning promotion and passing. AT-WILL EMPLOYMENT All at-will employees of the Clinton Community School District have the right to terminate their employment at any time, with or without notice, and the Clinton Community School District also retains the right to terminate an employee's employment at any time, with or without notice, for any lawful reason.

SUBSTITUTE TEACHER CERTIFICATION From Wisconsin Administrative Code, PI 3.03 (8) Substitute Teachers Short-term substitutes are defined as teachers employed for a maximum of 30 consecutive school days in the same teaching assignment. Short-term substitutes must be licensed teachers: however, they may be employed to teach any subject at any grade level. Long-term substitutes are defined as teachers employed for 21 or more consecutive school days in the same teaching assignment. Long-term substitutes may be employed only in the subject and/or grade level for their license. Emergency licenses may be granted to long-term substitutes based upon the provisions of PI 3.03 (3)(a)(b). A 5-year license allowing a person to serve as a substitute teacher may be issued to an applicant who has held or is eligible to hold a regular Wisconsin license for the teaching assignment or the equivalent license issued in another state.
