1 Meaningful Use Criteria for Eligible and Eligible Professionals (EPs) Under the Electronic Health Record (EHR) meaningful use final rules established by the Centers for Medicare and Medicaid Services (CMS), to achieve meaningful use under Stage 1 and qualify of the EHR incentive payments authorized by the American Recovery and Reinvestment Act of 200, eligible hospitals and EPs must attest to achieving certain EHR functionality objectives and corresponding measurement thresholds for each of the objectives. CMS has built some flexibility into the meaningful use criteria through the establishment of core objectives and menu objectives. In most instances, CMS has aligned, for eligible hospitals and EPs, the core and menu functionality objectives and the corresponding measurement thresholds. In total, to achieve meaningful use under Stage 1, eligible hospitals must attest to meeting the measurement thresholds for 1 of 24 EHR functionality objectives (20 of 25 for EPs). For eligible hosptials, 14 of the objectives are required and considered core objectives (15 for EPs). Both eligible hospitals and EPs must choose 5 addition objectives from a menu set of objectives. At least one objective related to public health must be selected from the menu set. Eligible hospitals and EPs that meet exception criteria for certain objectives are not required to meet those objectives. The matrix below provides, in sum, the Stage 1 core and menu EHR functionality objectives, corresponding measurement thresholds, and exceptions for eligible hospitals and EPs. The test must include the transfer of either actual or dummy data to the chosen public health agency.
