1 Prospectus for CII Benchmarking and Metrics Research Charter Group Introduction In an important step to continue and expand the Alliance relationship formed in early 2010, the Construction Industry Institute (CII) has designed a means by which CMAA owner members can take advantage of one of the most substantial and beneficial opportunities in operation under the umbrella of CII CII s Benchmarking & Metrics (BM&M) Program. CII has designed this method of participation for CMAA members* with the belief, shared by CMAA, that owners and service providers will realize continuing improvement in construction project delivery by measuring performance using key metrics and comparing their projects with many others across the industry. Bringing more projects into this program will increase its value exponentially, thereby benefitting our industry through the CII BM&M program s ability to assess effective CII Best Practice use across projects and organizations. * Organizations who are not members of CMAA may participate in this program by becoming corporate/organization members of CMAA. Further details provided in discussion of participation fees. Background CII has 2,039 projects currently in its benchmarking database. These projects combined total installed cost (TIC) exceeds $133 Billion. Projects of all types are included, from buildings and infrastructure, to light and heavy industrial facilities. CII s Benchmarking & Metrics (BM&M) Program has developed numerous performance, practice use, and productivity metrics since its inception in A significant and interesting point is that for each of the projects there have been some critical data points collected. This means that new projects input by CMAA members would immediately be compared with very robust and reliable data. This provides an immediate benefit to CMAA members interested in better understanding the performance of their projects in context with those of their peers. CII s BM&M Program relies on a participant s trained Benchmarking Associate (BA) for the remote entry of project data via a secure website with login. In this case, CII would create a specific portal for the CMAA charter group of organizations and also provide BA training three times a year in conjunction with CII s regularly scheduled training. As with CII member companies, each participant in training is required to pay a $200 registration fee not inclusive of travel expenses. The CMAA charter group would be allowed to send as many BA s to training as they wish. To facilitate the launch of the charter group, CII staff would travel at its own cost (once) to New York City to a CMAA provided location and provide the subject training for the members participating in the charter group. BA training beyond the initial session would be in accordance with the normal CII training protocol described above. Deliverables This Prospectus contemplates that CMAA charter group members would complete CII s BM&M Project Level Survey, Version 11, for both small and large projects. This is the latest version of CII s survey for the General Program and additional updated versions would be made available as they are released. Table 1 provides a summary of what is included in this Prospectus and what the deliverables are. It also provides a comparison with the benchmarking benefits currently available to CII members.

CII s mission is to improve companies project performance through the implementation of best practices via new or revised work processes. CII provides performance reports (i.e., Key Reports) to companies so that they can set objectives on future projects as part of their internal continuous improvement processes. Most of the data collected and maintained in the database are unavailable elsewhere. Charter Group Participation Fees The annual fee to become a member of this CMAA Charter Group is $5,000 for active CMAA corporate or organization members**. This annual fee will be remain unchanged for 3 years, at which time the fee may be revised as needed to reflect increased costs of operating the program. Participation by each specific CMAA owner member participating will be on a year to year basis. These fees are based on the group inputting 75 projects per year into the program and would be due at the beginning of each program participation year. Group members will be strongly encouraged to participate on an equal basis with the other members by inputting 5 projects from their organization. CMAA will report back to the group on a regular basis throughout the year to ensure that the group reaches its full portfolio of 75 projects. CII s history doing benchmarking research has shown that the number of included projects is appropriate for the group membership determined as the minimum. * *Owners who are not members of CMAA may participate in this program by becoming owner organization members of CMAA. Annual membership dues are $1,200. Service Providers may participate by becoming corporate members of CMAA with annual membership dues (based on revenue) ranging from $1,625 to $6,500. Membership application included at the end of this Prospectus packet. Upon achieving the full portfolio of projects, participating charter group members may input additional projects at an additional fee of $500 per project. This additional amount is to cover the additional validation work and analysis done by CII staff. 2 P age
3 Commitment In order to launch the Charter Group of CMAA owner member organizations a minimum of 15 participants is required. The group will launch immediately upon reaching this threshold level of participating organizations. We believe that Benchmarking & Metrics Research of the type provided by CII yields tremendous competitive advantage for participants. We know that what gets measured gets improved. Certainly, the assessment of project performance using CII s BM&M research program is an integral component of a sustainable improvement program. The Board of Directors of CMAA has adopted the following Code of Professional Ethics of the Construction Manager (CODE) which applies to CMAA members in performance of their services as Construction and Program Managers.
