3 Development in St.Helens: St.Helens is undergoing a post-industrial revolution providing many new development opportunities. These opportunities can also bring with them some challenges for developers and their professional teams. To save our development partners cost and time, St.Helens Council has introduced the Development Team Approach (DTA). This service helps development professionals through the development regulatory regimes. The DTA, delivered through the Regeneration and Housing Directorate, looks to reinforce the distinctive character of the Borough through quality developments and enhancing the existing built fabric to encourage ongoing investment in St.Helens Borough. 4 The Development Team Approach The Development Team Approach (DTA) is a service to help developers, architects and other development professionals through the planning and building regulation process. The DTA will give certainty as to the level of service that can be expected and give guidance and advice on the information required prior to and during the planning and building regulatory process. This approach is recommended, although not exclusively, for developments that involve: 10 or more dwellings; retail, commercial or industrial development with a gross floor area of 1,000m 2 or more; complex small-scale developments. The DTA provides a co-ordinated response to your pre-planning application enquiry: improving channels of communication; minimising delays; ensuring consistent advice. 6 How the Development Team Approach works: The DTA at St.Helens is a powerful and unique tailored service providing an opportunity for developers of large schemes to engage with the necessary Council services and other statutory bodies to discuss and negotiate ideas for the proposed development. The DTA co-ordinator will act as a single point of contact and chair all meetings arranged for the life of the project, and will electronically circulate bullet point records of agreed meeting actions. Potential developers and their agents are invited for constructive pre-application discussions involving key issues such as: planning history; employment; design; transport; highways; environmental matters including landscaping and trees; affordable housing; legal agreements.
7 Discussions will also address: planning policy; planning procedures; timescales including committee dates; consultation requirements. General information about the Development Service will be provided together with how best the developer can carry out consultations with the local community. It is also an opportunity to discuss access, fire safety and conservation of fuel and power issues with our Building Control professionals, the outcome of these issues will influence the overall design of developments. If requested, the Council will maintain confidentiality at this point. You will have an opportunity to know more about the new initiatives, help and benefits available from our Building Control Service in areas such as: Partnering; Structural Warranties; Sustainable Homes Assessments; SAP Assessment and EPC, acoustic Testing; Air Pressure Testing; Home Information Packs. You will always be given independent, unbiased technical advice on fire engineering, structural engineering, access, noise control, energy efficiency and sustainability.
8 Our commitment to you: Information provided will always be as detailed and accurate as possible, and will cover all aspects of the development process, from pre-planning application to building regulation completion on site. We will also make sure the right people are always on hand to help you. On submission of a formal planning application, the service will endeavour to: Arrange for relevant Council Officers to attend meetings prior to the submission of a planning application; fast track through the registration and validation system within 2 working days of receipt; We will send out to consultees within 3 working days; Respond within 10 working days (internal consultees) and 15 working days (external consultees) if the information provided is adequate for their need; Make a building regulation pre-application service available. 11 What you require before we meet: To make for more meaningful pre-application discussions you will need a design outline with relevant plans. If possible, please provide the relevant material in electronic form, in advance of any Development Team meeting. This would assist in disseminating the information to the relevant parties, and help with the quality and accuracy of information given at any DTA meeting arranged.
