3 LIMITED DISTRIBUTION Commonwealth of Pennsylvania Training and Exercise Plan Preface Consistent with guidance issued by the Federal Emergency Management Agency (FEMA) Grant Programs Directorate, the Commonwealth of Pennsylvania (Commonwealth) has developed this multiyear Training and Exercise Plan (TEP) for the fiscal years The information contained in this TEP was developed following the Training and Exercise Planning Workshop (TEPW) conducted in November The Pennsylvania Emergency Management Agency (PEMA) coordinated and facilitated the conduct of the TEPW and the development of this TEP. The Commonwealth has pursued a coordinated homeland security strategy that combines enhanced planning, new equipment purchases, innovative training, and realistic exercises to strengthen its capabilities in all five mission areas prevention, protection, mitigation, response and recovery. Training and exercises play a critical role in this strategy, providing the Commonwealth with a means of attaining, practicing, validating, and improving new capabilities. The Commonwealth s training and exercise programs are administered by PEMA in coordination with the Office of the State Fire Commissioner (OSFC) and the Office of Homeland Security. It is assumed that since the Homeland Security Exercise and Evaluation Program (HSEEP) guidance has been widely disseminated, it is not necessary to provide a summary of that guidance in this TEP. It is also assumed that all exercises referenced in this TEP and conducted in the Commonwealth will meet minimum HSEEP requirements and will comply with both FEMA guidance and the National Incident Management System (NIMS). 3

7 LIMITED DISTRIBUTION Commonwealth of Pennsylvania Training and Exercise Plan Purpose The purpose of the multiyear TEP is to provide a companion document to the state homeland security strategy. It is a living document that will be updated and improved annually. The TEP provides a road map for the Commonwealth to follow as a means of accomplishing the priorities described in the homeland security strategy. The priorities are tied to the National Preparedness Goal and associated with the HSEEP Core Capabilities. These capabilities guide the execution of the homeland security strategy priorities and the completion of associated training and exercises. Included in the TEP is the training and exercise schedule, which provides a graphic illustration of the proposed activities, scheduled for the fiscal years It is representative of the natural building block progression of training and exercises. 7

8 LIMITED DISTRIBUTION Commonwealth of Pennsylvania Training and Exercise Plan Program Priorities National Preparedness Goal Core Capabilities Presidential Policy Directive No. 8 National Preparedness (PPD 8) describes the nation s approach to preparing for the threats and hazards that pose the greatest risk to the security of the United States. National preparedness is the shared responsibility of the whole community. The 31 Core Capabilities contained in the National Preparedness Goal are distinct critical elements identified as necessary for maintaining a successful and comprehensive level of preparedness. They are highly interdependent and require communities to use existing preparedness networks and activities, improve training and exercise programs, promote innovation, and ensure that the administrative, finance, and logistics systems are in place to support these capabilities. The capability targets, i.e., the performance threshold(s) for each core capability, will guide the allocation of resources in support of national preparedness. Core capabilities are essential for the execution of each of FEMA s five mission areas: Protection, Mitigation, Response, and Recovery. To assess both current community capacity and gap areas, each core capability includes capability targets for which measures will be developed. These Core Capabilities represent an evolution from the Target Capabilities List (TCL). The transition to Core Capabilities expands the focus to include mitigation and allows a greater emphasis on prevention and protection activities, based on experience and since the release of PPD 8 8

9 LIMITED DISTRIBUTION Commonwealth of Pennsylvania Training and Exercise Plan Methodology and Event Tracking Exercise and training data were gathered in advance of and during the TEPW, which was held on November15, Based on this information, an aggressive training and exercise schedule was created for the next five years. Exercises included in this schedule will reinforce the five mission areas of prevention, protection, mitigation, response, and recovery, as well as their associated Core Capabilities. The objectives for each exercise will integrate with these Core Capabilities and will provide the information needed to better prepare for future events. Exercise development will follow HSEEP guidance and will culminate with a detailed After Action Report (AAR) and Improvement Plan (IP). The AAR/IPs will inform and provide source data for future training and exercises, ensuring that best practices lead to lessons learned and improvements which are appropriately identified, implemented, and tracked. The AAR/IPs will be made available to all stakeholders. Additionally, PEMA has identified the following five criteria that training and exercises should meet for inclusion in the TEP: Training and exercises are multi jurisdictional and/or multi regional Training and exercises utilize federal grant funding Training and exercises involve multiple agencies and levels of government, including the local, state, and federal level Training and exercises involve interstate interaction Training and exercises include a federal consortium school coming to Pennsylvania (assuming appropriate request and approval through PEMA) Trainings and exercises only need to meet one of the five criteria in order to be included in the TEP. It should be noted that training or exercises which do not meet any of the minimum criteria still have great value. With nine regional task forces, 67 counties, more than 30 state agencies, and numerous local municipalities able to submit trainings and exercises for consideration, it is necessary to utilize the above criterion in order to enhance the usability of the TEP. 9
