1 MidPenn Legal Services Legal Aid: Critical Help for Critical Moments MISSION MidPenn Legal Services is a non-profit, public interest law firm for the poor. We provide equal access to justice and civil legal services to low-income families and survivors of domestic violence.

2 Leadership Messages As I reflect back on our accomplishments last year I am so thankful for our many wonderful opportunities. MidPenn doesn t stand alone; we have many strong supporters, especially from bar associations. We assist low-income residents during the most critical times in their lives. For them, MidPenn is their last hope. We get hundreds of calls daily across our 18 county region. Our advocates counsel and sometimes console families with critical issues. They face the loss of their children, their homes, their livelihoods, and their personal safety. With our help they stay connected to their children, their homes are made safe, families overcome mortgage foreclosure, individuals with disabilities receive benefits, parents become self-sufficient, and communities are educated about relevant legal issues. We thank you not only for your financial support but we also thank those of you who participate by handling pro bono cases. Without your support we would not be able to continue our efforts to address the growing need of low-income citizens in central Pennsylvania. Rhodia D. In these difficult times it is a struggle for many families to obtain the basic needs such as food, housing, and clothing. MidPenn stands up for these low-income families to help them survive. Economic hardships make our services more integral in the lives of our clients than ever before. We look to our funders and friends of MidPenn for assistance this year in helping us provide access to the legal system. Notwithstanding the financial stress which we all feel, we continue to provide the best services for our clients. We will continue to adapt our services to fit the needs of our community. 3 Searching for Jake John, Jake and Jennifer, at home in Perry County. Happy To Be In A Stable Home When Jake was just 2½ his mother ran off to parts unknown with another man. John didn t see his boy for 9½ years. John and his wife Jennifer kept searching for Jake and finally a Facebook page offered some hope. We were at the end of our rope with nowhere to turn, said John. One day John got a call from the maternal grandmother. Jake s mother and boyfriend were staying with her in Carlisle for a period. Would John like to see his son? Not long after having some visits, John learned that the mother and boyfriend had gone to Florida and left Jake with his grandmother. Cumberland MidPenn attorney Jessica Holst filed an emergency petition and shortly afterwards, Jake had a new home. Jake had been through a lot but he knew a good thing when he saw it. With regular counseling and strong family support he has gone from D s and F s to A s and B s in fifth grade. He plays the trumpet and is on the wrestling team. He has a good size yard, a cat and four turtles to keep him busy when he s not playing with his brothers and sisters. John says, We are just so grateful to MidPenn. Without them, there is no way this could have worked out for us.

4 Getting Camila Back Home Camilla Was 1600 Miles Away in Puerto Rico The Lebanon MidPenn office is on Chestnut Street but this call came in from Puerto Rico. Maria Dejesus moved here four years ago from Hato Rey, a poor neighborhood of San Juan. She worked hard in a local factory and her 6 year old daughter Camila was about to enter first grade at Harding Elementary. Also at home was a ten year old half-brother. By agreement with Camila s father, the girl spent summers in Puerto Rico. But this year he refused to return her at summer s end. When he would not accept her phone calls, Maria, beside herself with worry, flew to Puerto Rico to get her child back. She met with an attorney, the police, and people at the courthouse but nothing worked. That is until she called back home to the Lebanon MidPenn office. MidPenn Staff Attorney Jillian Copeland promptly filed an emergency petition with the Court in Lebanon and obtained an order that the father return the child. Attorney Copeland sent the Order via Fed Ex overnight service, enlisting the help of Puerto Rico Legal Services and the local police to serve it. Maria was reunited with her little girl and flew home later that same day. Her little girl is happy to be back home and is doing well in school. Her brother asked for her every day, said Maria.

5 Custody Attorney Helps Keep Gifted Student in School Dauphin MidPenn Custody Attorney Shana Walter, Doreen Thomas and Phaon. Smart Kids Need to Stay in School, Too Phaon is in the gifted program at Williams Valley Elementary School. He was getting great grades but then he missed a lot of school and failed sixth grade. How could this happen? Phaon s mom, Doreen Thomas of Halifax, and dad had separated five years ago and originally mom had primary custody. Whenever Phaon was disciplined, dad would offer to come pick him up. Phaon moved back with his father but it was while living with dad that Phaon s attendance fell off dramatically. When he failed sixth grade, mom called for a new plan. The MidPenn Custody Attorney, Shana Walter, represented mom at a modification hearing and Phaon is now back living with his mom and back on track at school. Dad has regular visitation. The Dauphin MidPenn Custody Attorney position is supported by the Dauphin County Bar Foundation along with the Dauphin County Commissioners; Metro Bank; Capital Blue Cross; Citizens Bank; McNees, Wallace & Nurick; Rhoads & Sinon; the Wells Foundation and many other business leaders, local foundations and attorneys. 6 A Road Trip to Recover T.J. His Five Month Old Son Had Been Taken to Western Alabama Mom and dad lived only 20 minutes apart in Lancaster County. They had a schedule worked out but one day mom didn t show up to drop off T.J. Mom had moved to Alabama with her boyfriend and taken T.J., who was only five months old. MidPenn Custody Attorney Shawnee Soto-Ortiz presented an emergency petition to the court and Derek Kramer and his step-father promptly set off for Alabama. We only stopped for gas and food, said Derek. A local police officer accompanied them to the mom s new residence and T.J. was soon on his way back to Lancaster County. Mom returned as well shortly afterwards and a series of custody conferences established a balanced schedule. T.J. is now four years old and mom and dad recently worked out his pre-school and vacation schedule. Now it is all about what is good for T.J. MidPenn was there at the critical time, said Derek. The Lancaster Bar Association Foundation is the primary supporter of the Safe At Home Campaign which funds the Custody Attorney position at the Lancaster MidPenn office. 7 Going the Extra Mile Keeps a Disabled Man in His Home Dan says Alicia did a lot more for him than he expected a lawyer to do. Attorney Rolls Up Her Sleeves to Get Job Done Dan W. couldn t believe it. His rent was always paid on time. Why would he be getting an eviction notice? Before his illness struck, he d always been gainfully employed as a home remodeler and later, as a cab driver. His chronic arthritis had come on quickly. It had been difficult for him to find an affordable apartment in Hawk Run, just north of Phillipsburg. He has to use a walker to get around and his medication sometimes made his sharp mind fuzzy. He couldn t afford to lose his rent subsidy. Clearfield MidPenn attorney Alicia Merrill first negotiated with the landlord to get Dan more time to tidy up. Then she rolled up her sleeves and helped him do it. Dan just didn t have the strength to do a lot of the heavy lifting. He had done a majority of the cleaning himself. I just helped him organize and dispose some of the heavier things. Alicia sent the landlord a letter along with some photos of the apartment. She quickly received a letter stating the eviction process had been stopped. Helping out and doing some of the physical work didn t take a lot of time and it saved Dan s home without going to court, said Alicia.
