1 Quality Pathways in the Florida TRADE Regions * Education * Workforce * Occupational * Submitted to the Florida TRADE Consortium by The Manufacturing Institute August 2014
2 Background The Manufacturing Institute has been contracted to provide technical support to the Florida TRADE Consortium. As part of that effort, Key Links Inc. has been sub-contracted to coordinate Career Pathway Development and Curriculum Mapping, as well as the Peer Learning Workshops. This document summarizes the overall approach taken by the Key Links team in working with Florida TRADE representatives to map the current community college programs of study. This work includes identification and application of relevant industry certifications with both academic and workforce programs at the secondary and post-secondary levels. Specifically, it addresses quality-related training. Additional pathways will be defined in Industrial Maintenance, Welding, AutoCAD, and Machining as a part of the Florida TRADE consortium deliverables for the TAACCCT grant. Process and Products With each pathway, the Key Links team is including the following steps: Cluster analysis: A review of multiple sources (e.g., Florida Department of Education, the Manufacturing Talent Development Institute (Manufacturing TDI), national and regional labor market reports) on relevant occupations and training programs in the TRADE region. Scan of existing pathways: Define the skills, ladder and lattice occupations, current and projected growth, and wages for target occupations in the regional labor sheds. Certification review: Research on relevant industry certifications, preparation programs, and workforce partners in the region who require or support them. Partner college engagement: In partnership with TRADE colleges, determine current credit and non-credit secondary and post-secondary programs and services related to the targeted occupations Curriculum alignment: Develop matrices and visuals to capture the current state for each targeted pathway, as well as suggest future possibilities.. Deliverables Several products will be developed for each pathway, including a visual of the current state within the TRADE colleges; a summary chart of college pathway-related training and certifications; and an Executive Report summarizing the pathways and observations on the data gathered during the process. Additional materials and training to support certification alignment will also be created. Florida TRADE Quality Pathway: Current State The map created to capture the Quality Pathway as it currently exists in the Florida TRADE consortium regions (on the following page) identifies access points for two populations: Adults and Youth. 4 Two pathways are defined in the visual: the Academic Pathway, which tracks the credit-based certificates and degrees within the TRADE colleges, and the Workforce Pathway, capturing the non-credit options for occupational training. As part of the TRADE project deliverables, training and testing for the Manufacturing Skill Standards Council Certified Production Technician (MSSC CPT) certification is being offered through all 12 colleges through the Workforce Pathway; individuals can take the MSSC-CPT exam independently (if they have prior experience in the manufacturing industry) or take coursework to prepare for it. The MSSC-CPT training program is provided at all TRADE colleges in online, face-to-face, or hybrid (online and classroom combined) formats, part of the first statewide manufacturing industry certification effort. The combination of these Core credentials provides a foundational skill set for the Academic and Workforce Pathways, as well as entry-level Occupational Pathway positions such as Production Assistant. Fifteen college credit hours are awarded to successful completers; these can be applied to the Engineering Technology Associate of Science (AS) degree. The primary Quality-related training currently provided in the TRADE colleges occurs in the Workforce Pathway. Nine member colleges across the regions offer a combination of testing and training through their Corporate or Continuing Education divisions in a variety of quality-related certifications. All of these are non-credit and do not transfer to any academic program. The only exceptions are at St. Petersburg College (SPC), Tallahassee Community College (TCC), Polk State College (PSC), and Hillsborough Community College (HCC), where some quality certification preparation is also available through the Academic Pathway as well. It is unclear whether there is consistency for students who already hold those certifications to receive academic credit upon entering the related College Credit Certificate or AS degree programs. With no clear articulation or transition from the Workforce Pathway options, students pursuing the Academic Pathway must enroll directly in one of three College Credit Certificate (CCC) programs: Lean Six-Sigma Green Belt (available at TSC and SPC), Six-Sigma Black Belt (SPC), or the Lean Manufacturing program at Hillsborough. All the College Credit Certificates transfer directly into the colleges Associate of Science programs. The two certificates through SPC and TCC are offered as stand-alone credentials or can be applied towards an Engineering Technology AS with a Quality Specialty; the Hillsborough certificate articulates into the Advanced Manufacturing Specialty of the same degree. Though they do not offer a CCC in quality-related training at Polk State College, the SME/ASQ/Shingo AME Lean Bronze certification articulates for 3 credit hours into the Advanced Manufacturing specialization of the Engineering Technology degree. Quality Certifications The Florida TRADE consortium members support training and testing for certification through two industry organizations: American Society of Quality (ASQ) and the Society of Manufacturing Engineers (SME). ASQ certifications include Six-Sigma training at several levels (e.g., Green, Yellow, Black, Master Black) and Certified Quality Improvement Associate (CQIA); SME certifications focus on Lean Bronze, in Florida TRADE Consortium: Quality Pathway Page 4
5 partnership with ASQ, the Shingo Institute, and the Association for Manufacturing Excellence (AME). Unlike other industry certifications, these credentials are not tied to specific occupations. Rather, they certify specialized skills in quality assurance and quality control practices, generally related to manufacturing settings. As individuals become more proficient in quality principles and projects, they can earn additional advanced certifications and qualify for more specialized quality-related occupations, or they can advance within a management track with broader quality-related responsibilities. It is important to note that according to ASQ, the Six-Sigma Green (SSG) and Six-Sigma Black Belt (SSBB) certifications are not stacked ; that is, they are based on completion of work projects and/or years of work experience rather earned in a sequence. However, the Master Black Belt (MBB) requires completion of 10 Six Sigma Black Belt projects and at least 5 years of experience in a SSBB or MBB role. Quality-Related Occupations Several quality-related occupations are listed in the Occupational Pathway in the visual. While Production Assistant is listed as the first occupation on the map, this is not a quality-specific job. Expertise in the quality-related field begins with Quality Control Analysts (also referred to as Quality Control Specialists or Quality Technicians). These are positions, generally in manufacturing or production settings, that are highdemand, high-growth, and offer wages that increase as individuals gain additional skills and experience. As part of the Pathways research process, key data were gathered and included in this Executive Report to assist TRADE colleges in counseling students, building more robust pathways, and linking to labor market opportunities in the region. Table 1 (below) and Table 2 (on the following page) summarize the job growth and wages for four of the occupational fields supported by the Academic and Workforce Pathways for Quality. The data are provided by region and as a whole for all parts of the state where TRADE consortium members are located. Based on research by ManufacturingTDI and EMSI, the statistics are defined by labor shed regions; that is, clustered by geographic or cities where workers might seek employment. 1. (previous page) Quality-related positions have the greatest annual projected growth in the Orange, Seminole, & Osceola (OSO) region, but the numbers are largest in the Tampa Bay and South Florida areas. Median wages for QC Systems Managers appear to be 56% higher than that of Quality Control Analysts and 37% more than median wages for Manufacturing Production Technicians. The 3 regions highlighted in red have no quality-related training or certification testing programs offered through the colleges. Data projections from ManufacturingTDI and EMSI indicate that the average growth across all seven Florida TRADE regions averages 4% for quality-related occupations (except for Process Technician), and there are parts of the state where demand is projected at 14% to 16% annually. Quality Control Systems Manager demand is growing in every region, and the same is true for Quality Control Analysts (with the exception of the Gulf Coast). Two of the colleges with College Credit Certificates in quality-related areas (St. Petersburg and Hillsborough) are in the Tampa Bay area, where the largest numbers of workers in the four occupational areas are located. However, in the Orange, Seminole, Osceola counties, where growth rates are the highest for several quality-related occupations, there are no Academic or Workforce Quality Pathway options available to the community. Quality-Related Occupation Descriptions As noted in a previous section, there are few occupations within the Quality Pathway that are qualityspecific; that is, most employees who obtain a quality-related certification have responsibilities related to quality rather than a job title with quality in the name. Two of the occupations in the Quality Pathway, Quality Control Analyst and Quality Control (QC) Systems Manager, have responsibilities that are primarily related to a quality assurance program. The others (Production Assistant, Process Technician, and Manufacturing Production Technician) generally perform some tasks requiring skills in data gathering and analysis, use of quality metrics and tools, and/or apply quality principles to production. The following are the US Department of Labor s Occupational Information Network (O-NET) definitions of the occupations included in the Quality Pathway: Production Assistant (SOC ): Weigh, measure, and check materials, supplies, and equipment for the purpose of keeping relevant records. Duties are primarily clerical by nature. Includes workers who collect and keep record of samples of products or materials. Sample of reported job titles: Lab Technician, Quality Assurance Lab Technician, Quality Control Lab Technician, Cycle Counter, Quality Control Technician, Scale Operator, Supply Clerk, Inventory Specialist, Material Control Manager, Quality Control Operator. Quality Control Analyst (SOC ): Conduct tests to determine quality of raw materials, bulk intermediate and finished products. May conduct stability sample tests. Sample of reported job titles: Analyst Microbiology Lab, Analytical Lab Analyst, Ethanol Quality Leader, Lab Tech, Lab Technician, Laboratory Analyst, Micro Lab Analyst, Quality Assurance Technician, Quality Control Analyst, Quality Control Technician. 8 Process Technician (SOC ): Apply engineering theory and principles to problems of industrial layout or manufacturing production, usually under the direction of engineering staff. May perform time and motion studies on worker operations in a variety of industries for purposes such as establishing standard production rates or improving efficiency. Sample of reported job titles: Project Engineer, Engineering Technician, Industrial Engineering Technician, Methods Engineer, Manufacturing Technician, Production Staff Worker, Industrial Engineering Analyst, Process Engineer, Plant Engineer. Manufacturing Production Technician (SOC ): Set up, test, and adjust manufacturing machinery or equipment, using any combination of electrical, electronic, mechanical, hydraulic, pneumatic, or computer technologies. Sample of reported job titles: Research and Development Machinist. Quality Control Systems Manager (SOC ): Plan, direct, or coordinate quality assurance programs. Formulate quality control policies and control quality of laboratory and production efforts. Sample of reported job titles: Associate Director, QA; Director of Quality; Lab Manager; Laboratory Manager; Quality Assurance Manager; Quality Control Manager; Quality Control Supervisor. Summary of College Quality-Related Training The Summary of Quality-Related Training chart (next page) is designed to be placed on the reverse side of the Quality Pathways visual. Together with the TRADE Region summary from the previous section, these two pieces show the Quality Pathways of Training and Certification in the Florida TRADE regions. All the college abbreviations used in the pathway visual are listed, along with the names of the various non-credit training programs at each location. The Quality Certifications Available column provides a simple summary of where industry certifications are either part of a corporate training program, where certification testing is provided, or both; it is unclear. Observations While reviewing the data and developing the Quality Pathways, the Key Links team noted several observations about the Florida TRADE region and the industry. These are not recommendations; rather, they are presented for the consortium s consideration as the member colleges determine next steps in building and maintaining a robust quality pathway for state residents. 1. Corporate Training and Community Education programs in TRADE consortium colleges are responding to employers quality-related certification needs. Three-fourths of the Florida TRADE consortium colleges reported that they provide customized or corporate training in quality principles and certification to local and regional employers. Many of these programs are aligned with industry certifications and in the case of Polk State College, local articulation has been created that allows the awarding of college credit into the Engineering Technology degree. This model of industry-certification based articulation for college credit is an example of how TRADE colleges might integrate Continuing Workforce Education and College Credit programming. Students can then apply those credits towards a Quality Specialty in the AS degree in Engineering Technology. Hillsborough Community College, in Florida TRADE Consortium: Quality Pathway Page 9
10 the same region, developed a 12-credit CCC in Lean Manufacturing to prepare students for engineering technology support positions in high-tech production, manufacturing, distribution, and engineering research and development. These college certificate programs are examples of how short-term academic programs with a CCC can support a merging of the Workforce and Academic Pathways in support of industry and workforce standards. 2. Major manufacturing labor sheds have limited Quality resources. The Northeast and Central Florida coast regions (Duval, Nassau, Volusia, Brevard, Flagier, Orange, Seminole, and Osceola counties) lack any Academic or Workforce pathway for quality training and certification. With major cities like Orlando, Daytona Beach, and Jacksonville being home to major manufacturers (e.g., Boeing, Northrop Grumman, Lockheed Martin, and Faro Technologies), it is unclear why the three regional colleges of Valencia, Daytona State, and Florida State at Jacksonville are not actively providing support for quality initiatives. Annual growth rates in quality-related occupations (see Table 2) indicate a ready market, particularly for Six-Sigma and Lean certifications. 3. The Quality specialization option in Engineering Technology AS program can help expand quality training in the Academic Pathway. Two colleges (SPC and Tallahassee) currently offer the option of a defined specialty in quality. Of the six other TRADE consortium colleges that have an Associate of Science (AS) or Bachelor of Science in Engineering Technology, three have no quality-specific courses and only offer certification training through corporate or community education programs. One (Hillsborough) includes the 12-credit Lean Manufacturing CCC as part of the Advanced Manufacturing Specialty. Polk also has a 3-credit course in Lean Manufacturing as part of the Advanced Manufacturing Specialty of the Engineering Technology AS, but no separate CCC. This strategy of including the Quality specialization option of the ET degree can begin to link the Academic and Workforce pathways. 4. The MSSC-CPT is the basis of quality-related coursework in many Engineering Technology AS programs. The MSSC-CPT certification covers four core competency areas: Manufacturing Processes and Production, Maintenance Awareness, Quality and Continuous Improvement, and Safety. Under a statewide agreement all Florida TRADE colleges have agreed to accept an MSSC-CPT certification in exchange for 15 credit hours towards the Engineering Technology Associate of Science degree. How those credits are applied varies from college to college. Some, like Polk and SPC, have applied them to specific courses that comprise the Engineering Technology (ET) Core of the AS degree; others map apply the credit to courses outside the ET Core. A few colleges, like Hillsborough, utilize a College Credit Certificate in Engineering Technology Support Specialist that aligns with the MSSC- CPT competencies, but the articulated 15 college credits may not be used directly to earn this 18- credit CCC with those 15 credits. The common denominator of an industry-recognized credential like MSSC-CPT may give colleges a way to establish a foundation and then enhance and support qualityrelated training and certification in their regions. 11 5. Quality certifications validate the skills and competencies in demand by Florida s manufacturing industry, and significantly increase the employability and wages of those who earn them. Industryrelated certifications like the MSSC-CPT provide employers with a guarantee of proficiency in crosscutting manufacturing skills in areas such as safety, quality, and logistics. Occupation-related certifications like those through the American Society of Quality and the Society of Manufacturing Engineers focus on specific technical competencies and knowledge needed in quality-related occupations. The Manufacturing Institute staff is developing training materials and templates for TRADE college faculty and staff to use in the cross-walking process with current and new curricula. Using industry-recognized certifications also provides colleges with opportunities to develop or expand partnerships with local manufacturers and industry associations. Taking the next step of actually embedding the industry certifications into college instructional programs (credit and noncredit) adds value to the academic credentials of the Florida TRADE consortium.
