After World War II and Cold War 1992 Maastricht CFSP Common Foreign and Security Policy (with a view to ESDP European Security and Defence Policy) Balkan Wars 1999 Tampere objective to make Europe an area of Freedom, Security & Justice within Europe (protection of citizens) and outside (Petersberg tasks) while respecting individual rights, public liberties and democratic values in a Union open to people, goods and services and not a fortress Europe, updated in the Hague Programme from Dec Javier Solana nominated High Representative for CFSP Terrorism, Iraqi Crisis, 2004 EU Enlargement leading to an increased population (450 million citizens), increased territory, direct borders with less stable regions Mentalities have changed: freedom remains essential security becomes a priority need to invest in a European security culture supported by a credible EU industry Europe is facing new threats, more diverse, less predictable

To use technology to support and enable security To support CFSP, ESDP, and other relevant EU policies aiming at enhancing citizen security To contribute, through technology and innovation, to reinforcing the competitiveness of European security industry To exploit synergies between civil / security / defence and public / private research sectors To coordinate efforts and reduce fragmentation & duplication To stimulate investment in technology to enable security and contribute to the Lisbon objective (3% of GDP for research)

13 4. ESRP European Security Research Programme First draft ESRP mid 2005 (content, financial plan, rules of participation) ESRP to become a specific programme from 2007 onwards. ESRP to have an appropriate level of funding (4 blns Euros, additional to existing national or FP funding) ESRP to have its own set of procedures and rules for implementation, participation and funding

Institutional setting & governance ESRP to be in line with EU Security Strategy, CFSP, ESDP and other relevant EC policies Establish co-operation and synergies with the European Defence Agency (EDA) Appropriate management principles Defined in liaison with Member States & stakeholders Taking into account specifics of security and past experience in terms of contracts, IPR, information handling, funding, participation, etc.

PASR Preparatory Action for Security Research A European Commission initiative encouraged by European Parliament and Council Triple objective: security of the EU citizen, industry competitiveness, ESRP preparation Outside FP6, but with procedures adapted from FP6 Planned duration of 3 years ( ) An overall budget in the order of 65 Mio, of which 15 Mio for 2004 and 15 Mio for 2005 Community funding up to 75% 2 types of activities: projects & supporting activities
