This unique program is focused on the project and facilities management aspect of architecture and the built environment. It offers a detailed study and evaluation of the principles, methods and applications needed for making technically sound decisions in construction and basic engineering, a comprehensive insight into project and facility management, a solid foundation in business, and an exposure to liberal arts disciplines. Students will work in a project-based environment applying their knowledge and skills to meet current legislative codes and industry standards. This program will prepare students for career opportunities in the growing field of project and facility management in architectural or engineering organizations, real estate management companies, industrial plants and corporations, management companies, furniture and building product enterprises, and various levels of government. It also provides a solid foundation for further studies in architecture, construction, and management. 8 Applied Degree Program: Architecture Project and Facility Management 1.2 Program Abstract This unique program in architecture offers studies of the built environment from the focal point of project and facility management. Integrating the issues of architectural design, maintenance and management of the built environment, the program offers a detailed study of the principles, methods and applications for technically and financially-sound decision making. The role of the graduates will be a comprehensive one, preparing documents, analyzing information, liaising with a range of consultants, clients and stakeholders, and generally managing projects and facilities for the built environment. Job opportunities in this field range from working in an architectural or engineering organization to the major real estate management companies, industrial plants and corporations, management companies, furniture and building product enterprises and various levels of government. This program also provides a solid foundation for further studies in the field of Architecture, Construction and Management. 4

9 Applied Degree Program: Architecture Project and Facility Management Tab 2 Executive Summary 2.1 Executive Summary Located in the heart of Canada s Technology Triangle (CTT), works closely with many leading edge companies to tailor classroom studies to meet the needs of a growing technology workplace. Through its active partnerships, research and analysis, and advisory committee, the College has identified a pressing need to create an applied degree program in Architecture Project and Facility Management. Its findings are consistent with reports as summarized in Section 9. Graduates of this program will be educated and trained specifically to supervise and manage projects and facilities for the built environment. The built environment includes buildings, furnishings and immediate environs. To develop and prepare this proposal, the College relied on advice from leading regional industries, professional bodies, the experience of other educational institutions in North America and recommendations for improving students educational preparation for the built environment. Leading companies want and need graduates with solid foundations in both built environment and business, specific training in complex and challenging problem management, and sufficient workplace experience to assume leadership roles quickly. This 4-year applied degree program in Architecture Project and Facility Management is designed to meet this need. Students will graduate with strong foundations in architecture, construction, basic engineering and business, comprehensive insight into facility management, and exposure to both liberal arts disciplines and practical applications for the business enterprise. All dimensions will involve leadership training, teamwork, and individual initiative, emphasising the practical application of classroom studies. The program will focus on integrating classroom study with relevant workplace experience. The College will make the program a focal point for studies in both the built environment and related applied research. This program also provides a solid foundation for further studies in the field of architecture, construction and management. It must be stressed that this is not a 3-year architectural technology program with business and other complementary studies added. It is a completely new program designed to meet a high-level need for which existing programs do not adequately prepare graduates. While admission requirements will be similar to those for architectural and business programs in Ontario universities, the program is not a classical architectural, engineering, or business program; it is a blend with a sharp focus on project and facility management. Academic teams will deliver the curriculum with the team leaders holding post-graduate academic credentials. All components will develop the knowledge, skills, and competencies required of project leaders and facility managers. Projects will be a principal enabling tool to deliver program content throughout every semester. The industry style projects will integrate creativity, technical expertise, mathematical analysis, scientific knowledge, business prowess, critical thinking, problem solving and communication skills. Work experience will prepare graduates for immediate effectiveness in the workplace. Graduates of this program will assume positions in such areas as architectural and managerial functions in the built environment, building automation, advanced design of facility and project management systems, persons safety and security, systems design, and environmental and energy conscious organizations. This applied degree program, with its focus on project and facility management, is unique in Ontario and responds to the particular needs of one of the most rapidly expanding fields in North America. Leading companies strongly support the program and will be providing scholarships and work placements for students, participating in the design and evaluation of student projects, donating funds for operational and capital needs, furnishing opportunities for applied research, and hiring program graduates. Such a program is long overdue. 5

10 Applied Degree Program: Architecture Project and Facility Management The College intends to admit 30 students per academic year until its first class graduates, after which it will raise admission numbers to accommodate 50 students per year. The nature of the delivery methodology requires a low student/faculty ratio. The students higher academic standing, the orientation block (Section 10.2), and the College s counselling support should ensure a low attrition rate. To compensate for any attrition, the College will consider applications from past graduates of engineering technology programs and experienced practitioners that meet the admission requirements for the new program. The School of Engineering Technology employs 70 highly educated and experienced faculty members, more than three-quarters of whom hold professional designations, master s and/or doctorate degrees. The College will capitalize on this dedicated faculty and add a complement of new faculty in congruence with the program needs (Section 8.5). Conestoga has a history of fiscal responsibility, and presently has cumulative and operating surpluses. The College has achieved a unique position through partnerships with industry. Over the past 5 years the private sector has donated in excess of $2.9 million cash and $9.5 million of equipment to the School of Engineering Technology. The College will continue on this path of entrepreneurship and seek support from various industrial partners for program start-up and on-going professional development costs (Section 8.9). It is fundamentally important to both the College and especially to the future graduates of this program that the credential be recognized both as a foundation for further study at the post-graduate level and as a point of entrance requirement for professional bodies. Existing articulation programs with universities illustrate that current diploma programs are highly regarded (Section 11.1). Having examined the Accreditation Board of Engineering Technology (ABET) standards for Applied Technology programs and International Facility Management Association (IFMA) standards, we have determined that our program meets or exceeds their requirements, and are confident that this Bachelor of Applied Technology degree will be one that receives high academic regard. The University of Waterloo has strongly endorsed this program noting in particular that the proposed curriculum is complementary to their program (Section 11.2). During a visit to Ferris State University in Michigan, we received enthusiastic support for the direction, content, and delivery methodology of this program. Similarly, Cornell University also reviewed the program and curriculum content and supports this proposal (Section 11.1). Extensive use was made of the IFMA standards and the consultative process with IFMA-accredited American university programs. Both the Ontario Association of Architects (OAA) and Ontario Association of Certified Engineering Technicians and Technologists (OACETT) have shown keen interest and support for this program. Once the curriculum is developed, it is our intention to discuss course and credential recognition with a selection of universities in both Canada and the United States and these professional associations. As indicated in Section 8.2, the College has clearly demonstrated enthusiastic commitment to leading edge initiatives consistent with its mission and strategic directions (Strategic Plan , Section 13-A). The program is designed to build on the College s strengths and to further increase its value to the Ontario economy. Additionally, the KPI s (Section 8.1) are a clear barometer of the strengths of this College. 11 Applied Degree Program: Architecture Project and Facility Management Tab 3 Program Synopsis 3.0 Synopsis of Proposed Program Title: Architecture Project and Facility Management Credential Nomenclature: Bachelor of Applied Technology B.A. Tech 3.1 Program Description This program offers studies of the built environment from a unique focal point of project and facility management. As defined by the IFMA official statement: it is The practice of coordination of the physical workplace with the people and the work of the organization, integrating the principles of business administration, architecture and behavioral and engineering sciences To achieve optimum results in the built environment an approach is required that integrates issues of design, maintenance and management over the life cycle. The delivery method of this four-year program is equally unique: it is offered in an integrated real life project-based environment complemented by two work-terms. Based on a strong foundation of architecture, construction and engineering principles the students will apply knowledge and skills of project and facility management. The process in the built environment involves eight critical phases: 1. Needs Analysis 2. Proposal developing general concepts and securing appropriate financing 3. Design Development generating design alternatives and selecting the most appropriate solution 4. Design preparing final design in collaboration with various consultants and preparing the design documents for selected alternative 5. Contract Documents preparing contract documents for the regulatory approval management of the project 6. Project realization construction relocation project management 7. Facility Management - maintaining the asset once the project is complete and making necessary changes over the life of the asset 8. Major Occupancy Change usage change including demolishing the asset at the end of its life We anticipate that the graduates of this proposed program will be involved in all the phases with a focused involvement in sixth, seventh and eighth phases and their role will be a comprehensive one of preparing documents, analyzing information, liaising with a range of consultants, clients and stakeholders, and generally managing projects and facilities for the built environment. 7

12 Applied Degree Program: Architecture Project and Facility Management Project and facility management professionals play a critical role in the construction industry. Not only do they have a technical understanding of the components of different facilities, they have the acumen and knowledge to bring an entire project together. In a rapidly changing economy, the built environment requires critical monitoring of usage and necessary adjustments to a facility s utilization. Frequently, these facilities go through a complete occupancy change. This can range from minor renovation to very major and complex ones caused by acquisitions and mergers. Management, re-design, repair and renovation of existing facilities are therefore critical elements of this professional s work. The architectural and engineering components will give a solid foundation for real-life product realization and management related to construction projects. Facility management encompasses the knowledge and skills required to co-ordinate the physical and environmental workplace with the people and the work of the organization. The business studies, as part of the complementary studies will include business principles, organizations and practices, economics and project management to enable the graduate to understand the nature of the organization and the global marketplace in which it operates. The remaining complementary studies component, which includes liberal arts, will engage students in social science disciplines and examination of contemporary world issues. There will be an opportunity for those interested to concentrate on history courses offered through a planned agreement between and the University of Waterloo (Section 11.1). Such studies will cultivate the ability to think ethically, critically and creatively. There will be a heavy emphasis on real-world projects throughout the curriculum. Individually and as part of teams, students will work on projects of increasing complexity that mirror real-world industry environments. The work term components of this program will integrate acquired knowledge, skills, and real-life experiences with a focus on the main theme of project and facility management. Each work term experience will address specific goals appropriate to the student s level in the program. The entire curriculum stresses effective oral, written and verbal communications, ethics, critical thinking, problem solving, teamwork, and leadership. Each semester has a theme of study and each semester and year builds upon the previous and thereby increases in complexity and depth. The foundation units are designed in an appropriate sequence prior to the application units. Developing the outcomes for the focus on facility management, the College has consulted IFMA. This is a highly regarded international professional association representing the field. This association has developed training standards and provides accreditation to facility management programs. Upon successful completion of an exam developed by this association, a candidate can receive the Certified Facility Manager (CFM) designation. In addition, the College visited Ferris State University and consulted Cornell University, both of whom offer accredited Facility Management Programs. has designed the competencies of this program based on the certification standards of IFMA. Program Learning Outcomes The program learning outcomes ensure that the graduate will be able to: 1. Demonstrate and apply an understanding of cultural values and architectural theories of function and form in the context of codes, regulations, and their significance to a built environment. 2. Apply and demonstrate the use of methods, materials, specifications, costing and theories of building construction in engineering design and construction, through lab and industrial-based projects. 8

Demonstrate an understanding of building systems including structural, heating, ventilation, airconditioning (HVAC), plumbing, electrical and automation, and work with appropriate persons to creatively implement and coordinate these systems in the design, construction, and project and facility management. 4. Collect, process, manage and manipulate empirical and non empirical research about human factors, environmental forces and technologies, and apply this towards efficient management, maintenance, occupancy change and renovation of built environment in an environmentally conscientious manner. 5. Demonstrate an understanding and application of mandatory functions in the management of architectural and construction projects, such as planning, organizing, staffing, directing, motivating, leading, monitoring, and controlling. 6. Integrate the principles of business administration, architecture and the behavioural and engineering science to cope and solve the multiple and complex problems and challenges of managing new and existing facilities, renovations and occupancy changes. 7. Communicate effectively and persuasively through oral, graphic, print and computer media in the preparation of reports, specifications, presentation and working documents, three-dimensional models and animations. 8. Adhere to professional, ethical and legal codes of practice and comply with industrial, labour and environmental legislation. 9. Apply concepts of human relations and organizational behaviour to establish and maintain effective working teams. 10. Demonstrate leadership skills while working with diverse teams. 11. Understand, value and respect cultural diversity in global, societal, economical, and environmental context. 12. Develop and activate plans for lifelong learning and professional development, and to maintain technological currency. In designing the program, the College is keenly aware that there are no accrediting bodies in Canada for programs of this type. As mentioned earlier, Cornell University and Ferris State University offer undergraduate programs that are similar to the proposed program and have agreed to be our benchmark institutions. Both have IFMA accredited programs and significant portions of their programs will be points of comparison for this new program. The Sequence of Curriculum map that follows illustrates the units of technical, projects, business, and other complementary courses that link directly to the program learning outcomes. Note that not all of the boxes are of equal time length but all the content is delivered Just-in-Time. The Work Term experience of this program will integrate acquired knowledge and skills with real life experiences with a focus on project and facility management. Each work term experience will address specific goals appropriate to the student s level in the program. Traditionally, projects have been used to demonstrate terminal competency. Upon completing a course, year or program, students are asked to integrate their acquired knowledge into a single all-encompassing project. By contrast, in this program, projects will be used as enabling tools throughout the program. Each semester will include industry-style projects, each of which will be carefully designed for the 'Just-in- Time' application and integration of knowledge and skills from a number of units of study, both current and previous. Next follows an example of a 3 rd year project in facility design and management demonstrating the principal advantages of a project-based learning strategy. Studies of Construction Materials, Methods, Structural and environmental systems and Building Automation are applied directly to the project resulting in the production of final design and contract documentation. Conveying the principal advantage of a projectbased, Just-in-Time learning whichever is needed to accomplish the task is planned, organized, and delivered to students in a manner that is directly supportive of the main learning outcomes. Section 10.2 describes in detail the project-based, Just-in-Time learning concept. 9

16 Applied Degree Program: Architecture Project and Facility Management Tab 5 Standard 1 Applied Degree-Level Standard 5.0 Introduction The process of developing a new and innovative educational program in response to the changing needs of a dynamic market must parallel the process by which the industry leaders develop new and innovative products to satisfy the rapidly changing needs of their customers. This is especially true when the program in question is explicitly designed to educate and cultivate decision makers who will be responsible for the built environment inhabited and used by human beings. The College developed this applied degree program and its overview of curriculum in the following distinct phases. Firstly, the industry identified jobs or sets of functions for the program s graduates. This identification process led to the major focus on project and facility management as applied to the built environment. The program to achieve this focus includes, but is not limited to, the architectural, engineering, and managerial functions in the built environment, building automation, advanced design analysis of facility and project management systems, code and construction laws and regulations, persons safety and security, information technology applications, control systems and simulation, 3-D graphics and virtual reality software applications, life-cycle costing, occupancy change objectives, coordination and integration of consultants, quality assurance systems, applications software, systems design, and environmental and energy consciousness. 12

17 Applied Degree Program: Architecture Project and Facility Management Secondly, the body of information, the skills, the program learning outcomes, and expectations were then grouped to develop a focus of project and facility management. The themes of study are: architectural studies; engineering studies; environmental systems studies; code, program-specific skill sets in CAD/drafting, estimating, specifications, model building, generic skills; and finally business and other complementary studies including liberal arts. Thirdly, these broad themes of study were translated into unit learning outcomes over eight semesters. Many academic goals cut across all themes of study and will therefore be reinforced throughout the curriculum. These include emphasis on communications skills oral and written, ethics, teamwork, leadership studies, critical thinking, problem solving, applied theory in labs, and extensive work-term experiences in the industry. There will be a heavy emphasis on real-world projects throughout the curriculum. Students will work individually and in teams on projects of increasing complexity chosen to require them to apply their theoretical training in a practical context. The projects will be designed, managed and evaluated jointly by teams of faculty members and industry representatives through a jury process. These projects will be woven throughout the four year program so that students can be at school with faculty and industry both in the classroom and in the workplace. Fourthly, the College identified the level of academic preparation applicants will require to cope with the demands of the program. In essence, applicants will need to have an academic preparation comparable to that of students entering university programs in architecture, science, engineering and business. Applicants must have completed six Ontario Academic Credit (OAC) courses or the equivalent, including English I, Algebra & Geometry, Calculus, Chemistry, Physics, and Computer Literacy. The College has also developed an orientation strategy to minimize the variation amongst the entering student body and any double cohort anomalies (Section 10.2). 13

18 Applied Degree Program: Architecture Project and Facility Management During the curriculum design development, the College consulted with the Applied Degree Program Advisory Council for review and validation of both the breadth and depth of the domain learning outcomes and the corresponding course segments to ensure the objectives for the program have been met. Also during the development process the College visited Ferris State University in April 2002, and reviewed and further developed the curriculum material with Associate Professor, Victoria Hardy, Head of the Facility Management program and Vice-Chair of the International Facility Management Association (IFMA). During this research visit, the College collected valuable information and developed important contacts. Ferris State has given strong support for this proposal and have assured continued involvement including sharing of curriculum, faculty, and student exchange (Section 11.1). In February 2002, a team from Conestoga College visited Sherbrooke University in Quebec where support was received for the project-based delivery methodology. These two universities, Ferris State and Sherbrooke, will be our benchmark institutions as we proceed with this applied degree program. The College has also established links with Cornell University and they have reviewed and endorsed the curriculum. A visit to Cornell is scheduled for May 2002, to further establish recognition for the program and discuss opportunities for graduate studies (Section 11.1). The University of Waterloo has also been supportive and helpful in the development of this proposal. They have noted (Section 11.2) that this proposed program is complementary to their offerings 14

At an appropriate time during the maturity of the program, normally shortly before the first students graduate, accreditation will be sought from appropriate professional bodies/associations. The proposed program is in the sphere of interest of engineering groups, technology groups, architecture groups, and technical interest groups. Each of these groups has been evaluated in detail. Engineering In Canada, Engineering Degree accreditation falls under the purview of the Canadian Engineering Accreditation Board (CEAB). In this Canadian system there is currently no process in place for the accreditation of Applied Degree Programs. Additionally, this proposed program is designed at preprofessional degree level for the Architecture grouping and there is no current accreditation process in that field at that level. The College intends to pursue this and other avenues of program evaluation and accreditation at an appropriate time. Engineering Technology Degree and Engineering Degree programs are accredited by the Accreditation Board for Engineering and Technology (ABET) in the United States. ABET has developed a well-proven accreditation model around applied degree programs, defining applied degree levels in two broad categories, Associate and Baccalaureate levels. In addition to these general degree level standards, ABET also reviews program related specific standards during the accreditation process. For research and comparison purposes, we have used the ABET template of standards for a detailed evaluation of the proposed applied degree program (Section 13-B). 15

20 Applied Degree Program: Architecture Project and Facility Management Technology The Ontario Association of Certified Engineering Technicians and Technologists (OACETT) and the Association of Architectural Technologists of Ontario (AATO) currently supports and provides registration to college technology graduates as a professional association. OACETT has been a vocal supporter of the degree initiative and it has provided full participation on the advisory committee for this program. Furthermore, it has also provided a letter of support, which is appended in Section of this proposal. The proposed program clearly exceeds OACETT standards at the technologist level however OACETT does not currently have a specific category for Applied Degree graduates. We will continue to monitor developments in the OACETT registration process for the potential registration of applied degree graduates as a specific category. Architecture The Ontario Association of Architects (OAA) is the registering body for the architects in the province. Canadian Architectural Certification Board (CACB) reviews architectural programs in Canada. Currently this organization does not have an accreditation template for the 4-year degree programs. We understand that the need for accreditation at this level is being recognized and we will monitor developments in the registration process. Professional Groups This applied degree program has been designed with a focus on Project Management and Facility Management. The International Facility Management Association (IFMA) is a well-respected technical interest group known the world over as the voice for this specialty. The IFMA curriculum was used extensively in the development of the program to date. IFMA does accredit fully developed programs at educational institutions and their accreditation of this program will be secured at the appropriate time Based on the foregoing assessment of potentially relevant accreditation and professional bodies, it is obvious that the existing, proven ABET standards are the most meaningful standards with which to asses the proposed program. The following is a general comparison of the proposed program against ABET criteria at the Applied Baccalaureate Technology level.
