Ward, PharmD, CGP Drug Enforcement and Professional Practices Branch Kentucky Cabinet for Health and Family Services Have you ever: Received a call from a pharmacist regarding what appears to be a bogus prescription written using your DEA Number? Fired a staff member for calling in prescriptions without your authorization? Had prescription pads stolen from your office and not realized it for several weeks? If you have, you are not alone! The good news is KASPER and the Drug Enforcement and Professional Practices Branch (DEBBP) can help. Prescribers can log in to ekasper and run a prescriber report (reverse KASPER) on the DEA Number used to establish their ekasper account. Why should I request my prescribing report? There are many reasons why prescribers are encouraged to obtain their prescribing report. This report helps you ensure that your patients prescriptions are showing up under your DEA Number and are not attributed to another provider, and that other providers prescriptions are not showing up under your DEA Number. A review of your prescribing report is often the only way to identify fraudulent controlled substance prescriptions being filled under your DEA Number. When should I request my prescribing report? Recently, DEPPB investigators have received several calls from prescribers regarding fraudulent activity. The DEPPB recommends obtaining a prescribing report several times each year to verify the accuracy of the data. Additionally, we recommend you check your report for fraudulent activity shortly after any staff change in your office. How can I request my prescribing report? 1. Log onto your ekasper account, just like you would when you request a KASPER report on a patient. 2. Select the Administration tab on the left hand side of the screen. 3. Select the Account Maintenance tab on the left hand side of the screen. Here you will see all of your account information, including name, phone number, and delegates. 4. Below that information, you will see a section called Prescribing Report Request. Here you can select any 30 day date range you wish (plans to increase this date range are in the works). 5. Select View Report. Be patient, as this may take a few minutes. (Continued on page 3) Page 1

3 KASPER Tips: The Prescriber Report, aka Reverse KASPER (Continuation from page 1 ) What happens if I do find errors on the prescribing report? Contacting the dispenser (pharmacy) is always the first step when a possible error is discovered on any KASPER report, as this is where the data originated. If you and the dispenser determine the dispenser reported data in error, the dispenser is required to submit corrected data to the KASPER database within seven days. If you identify any fraudulent activity, you are advised to contact law enforcement. If you are not sure which law enforcement organization to contact, please call the DEPPB for assistance. Remember DEPPB staff are available to help with any questions or problems you may encounter. For support please contact DEPPB at (502) New FSMB Resource for Improving Physician-Patient Communications Many of the complaints state medical boards receive from patients can be linked at some level to a breakdown in communications between physicians and patients even when the complainant is unaware that communication is at the root of the problem. To help address this issue, the Federation of State Medical Boards (FSMB) has developed a new Physician-Patient Communications Resource Center for boards to use in educating physicians about the kinds of communication issues that can lead to complaints from their patients. The Resource Center includes articles and studies from state medical board newsletters, health care publications, medical societies, academic studies and blogs. Examples of poor communication: According to the resources available on the website, examples of poor communication that can lead to complaints include: A patient may find his or physician s tone insulting or dismissive. Inappropriate comments about a patient s appearance or anatomical features unrelated to the patient s health. Incomplete communication about possible clinical outcomes and side effects of care, which can set up unrealistic expectations for the outcome of treatment. A few of the topics covered in the Resource Center include: Communication is Often Key to Patient Complaints Helping licensees stay out of trouble: Yes, we do that too Patient Engagement: Are You Thinking About Your Patients in the Right Way? Use of Electronic Health Records Can Improve Patient-Physician Communication The Board encourages physicians to utilize the resources in The Physician-Patient Communications Resource Center and it can be accessed at Board General Counsel Announces Retirement In February, the Board s General Counsel, C. Lloyd Vest announced his retirement effective March 31, Mr. Vest served as the Board s General Counsel for 18 years and has taken on the new position as Executive Director of the Arizona Medical Board. The Board would like to express its appreciation to Mr. Vest for his many years of dedicated service and countless contributions to the medical community and the Commonwealth. As result of this announcement, the Board, at its March meeting, named Leanne Diakov as the new General Counsel effective April 1, Ms. Diakov, a Frankfort native, graduated from Furman University and received her M.A. from the Patterson School of Diplomacy & International Commerce at the University of Kentucky. She is also a graduate of the University Of s Louis D. Brandeis School of Law and previously served as the Board s Assistant General Counsel since Page 3
4 2014 Annual Renewal of Physician Licenses Annual renewal of physician licenses for the current year has just been completed. The Board is pleased to announce that 96% of physicians utilized the on-line renewal service this year. As of April 4, 2014, a total of 15,600 physicians have renewed their medical/osteopathic license. This reflects an increase of 403 over last year s total for the same period. Of the total 9,987 physicians reported a practice address in Kentucky. Every physician who, after notifying the Board of his official address or addresses, moves his office to a new address shall immediately notify the Board of the change. The Board would like to stress the importance of this requirement for all physicians, including locum tenens physicians.
