1 Management Information Systems and their role in Total Quality Management "A Study in qualified industrial zone in Mafraq- Jordan" Dr. Ziad.M. S. Almashaqba Assistant professor King Abdulaziz University (KSA) Abstract The study aimed to investigate the impact of management information systems on some of the chosen criterion of the total quality management. The importance of the study comes from knowing the relations between the modern managerial concepts and the new developed technology in management information systems and knowing the impact of this technology on total quality management. Results show a statistical impact of management information systems on the institutional performance, a statistical impact of management information systems on reliability and no statistical impact of management information systems on the team work. The study recommended in continuous of studying the relation between the management information systems and the total quality management. Key words: Information Technology (IT), Business Performance, Quality, Time Reduction, Cost / Benefit, Qualified Industrial Zone (QIZ). 1. Introduction: We live these days in the era of acceleration in technological inventions in all fields of life, among these inventions there is a huge development in information technology, and the more these developments administrators in business organizations to cope with such innovations to be harnessed to achieve the objectives of their organizations and to preserve a suitable place between private organizations and operating in the same industry or service. Among this modern management in global organizations is total quality management and which has worked to change the balance and prejudices for industries and services known after as they attribute to an advanced country is especially developed countries, where it appeared. TQM first appeared in Japan and has been implemented in companies able to invade Western societies through excellence and superiority in most aspects of performance, reliability and efficiency, competitive price and all through the application of standards called Total Quality Management. Here we find ourselves between two distinct service business organizations of all types and sizes and purposes, information technology-based advanced technological equipment as well as the principles of important management and modern also must therefore look forward to the presence what links these two concepts and how to serve each organization and a private TQM under Technology and new information from modernity and development. Study Problem: Business organizations are racing to take advantage of all the new information technologies, and through the application of modern different management concepts, and highlights the problem of the need to know the extent of the impact imposed by Management Information Systems (MIS), through its various elements on total quality management. The problem of the study centered on link the important concepts and tools of modern management, namely: total quality management and management information systems, where in recent decades, especially in the new millennium technological developments enormous changed the traditional method for managing business organizations and the researcher believes that there is a real problem which is the extent to which we harness modern information technology to benefit from the principles of total quality and to assure the relation between them, but to what extent?? Here, the question remains that we want to answer through this study. 3. The importance of the study: The study highlights the importance of identifying the relationships between concepts of modern management and advanced modern technology in management information systems and identify the impact of this technology and the use of its various elements on the advanced management using total quality management. 4. Objectives of the Study: The study aims to identify the impact of management information systems in total quality management through the statement of the relationship between them, also aims to identify the dimensions of the overall quality of the three selected by the researcher and their vulnerability management information systems and especially in industrial organizations. H0 2: There is no statistically significant relationship between management information systems and reliability. H0 3: There are statistically significant relationships between MIS and teamwork. 5. Methodology of the Study: Society and the Sample of the Study: The study population consists of three administrative levels in qualified industrial zone in Al Mafraq, and has been selected from the staff of these companies and randomly from communities research, where their number was (189) employees, the questionnaire were distributed to (97) employees with (51.82%) of the study, which is acceptable for the purposes of this discussion, and after excluding (9) questionnaires for not being subject to the conditions required, (88) questionnaire recovered and were analyzed from the questionnaires with (90.72%) of the study. Study Tool: Depending on the theoretical side and previous studies, the researcher developed a measurement tool after MIS on total quality management and resolution were used to that end created where two sections: personal information about the research sample and the second section included (27) Related paragraph. 4 Tests of Research Tool Believe tool The questionnaire in the development stage has been sent to of a number of specialists in the field of management information systems and TQM, their notes were studied before the distribution of resolution in its final form is on the sample. Total Quality Management (TQM): Appropriate for use means the suitability of the product for industry standards and is also considered management philosophies include all elements of the administrative functions of the contribution in the development of the organization in a competitive mode. (3). Performance: It means the basic characteristics of the product and for making do and get the job done efficiently. (4). Reliability: Defined as the stability performance over a period of time, or is the response of the product for performance whenever we want to use. Management Information Systems The word system (System) as a concept found since the last century and quickly spread to become using widely and pictures of many that became associated with a lot of various aspects of life, We hear the economic system and the political system, information System word system (System) similar and differed uses therefore knows the system as "a set of interrelated elements that interact together to achieve common goals and specific objectives (Mansour, Mohammed, 1999, p 12) The system is a set of components or parts that are integrated with some are governed relations and mechanisms of action of certain in a specific range is intended to achieve a particular goal which type of information systems, which are designed to provide administrators in the organization with the necessary information for planning, organization and command and control on the activity of the organization, or to help them make decisions (Hassania, 1998, p 53). Others define management information systems as a set of interconnected parts, One part includes fast processing methods for information using a computer and interested in another part of the application of statistical methods and sports in Solve problems and cares third part in the simulation thinking through computer programs (Alsabah and Alsabbagh, 1995, p 344), also known as the integrated system which connects between the user and the machine in order to provide information to support the various administrative processes and functions of decision-making entity (Khoury, 1998, p. 27), also known as the system depends on the computer and provides information to managers in the administrative level in the form of periodic reports and reports or special to strengthen the administrative process of planning and control and support the activities of decision-making as the MIS serve managers who want to get reports weekly, monthly or annual reports on the activities of the organization and also the management decision support systems (Bakri and Sultan, 2001, p 54). It is, we believe that management information systems is an important component part of parts of the overall system, a computerized management information systems where these systems is closely linked closely to the administrative decisions. 7 5. MIS properties: There are systems in all areas of military, administrative and economic, social and commercial, civil and public and private, large and small. These systems constitute a distinct type of systems is characterized by the following characteristics: 1. It is a subtype of the overall system of the organization and this means that the information systems are operational and functional systems and due to the comprehensiveness of the events of the organization see that MIS is only an integrated system of systems of partial manuscript of communication and transmission of data among subsystems. 2. Most researchers agree that management information systems computerized based on five key elements, as researcher cited in the former definitions, and these components are: individuals, data and computer hardware and software and procedures, (Taha, 1999, p 752): Benefits of Management Information Systems The talk about the benefits of management information systems confirms that the organization needs to these systems to carry out their activities and their effectiveness in order to achieve the goals that you want to achieve them in the levels of administrative whole and achieve their functions in the planning, organization and control and decisionmaking need a durable and sustainable information to implement these functions, and this benefit the organization in the following areas, ( Louden, 2007). 1) To provide information to different administrative levels when needed in order to exercise its functions in the planning, organization, direction and control. 2) Identify the channels of communication horizontally and vertically, and clarified between the administrative units of the organization to facilitate retrieval. 3) Evaluation of an organization's activities and evaluate the results in order to correct deviations. 4) Create the appropriate conditions for the administrative decision-making, and the processing of appropriate information and briefly in a timely manner. Self-realization through worker participation in goal setting and decision-making. Important Aspects of TQM 1. Performance: The dimensions of TQM important as the characteristics of the core product such as the clarity of colors in the image and here is intended that the product leads the purpose for which made for him, car is manufactured for many purposes: transportation of personnel or errands or goods from one place to another, if we want judging the performance of this car we can know accomplish the purpose for which I made for him through the implementation of the tasks that made for it and here it must be added after the sub is: full performance or successful performance, ie can be called performance overall, partial or time or conditions specific, it does not change in this area. 2. Reliability: Namely the stability of performance after a certain period of time how much work is done continuously and not to a specific time and this factor is considered to be working side cushions previous performance. Quality Management Definition. The contrast concepts and ideas of TQM and according to the angle of view by the researcher clearly reflected on the lack of an agreed definition of them, but there are some definitions that showed a general perception of the concept of TQM. It may be noted the following definitions: The quality of the British point of view: "It's management philosophy of the institution through which recognizes the achievement of each of the needs of the consumer, as well as achieving the objectives of the project together." In the second definition (U.S.) confirms as the philosophy and principles leads to constant evolution, and that all processes seeking to meet the needs of current and future consumers. The known researcher (Crosby) is one of the founders of TQM The TQM represents systematic organization to ensure the functioning of activities that have been planned in advance where it ideal method that helps prevent and avoid problems by working to motivate and encourage managerial behavior optimal organizational performance using resources physical and human resources efficiently, also known as the Organization for production items or provide a high level service. (Aghili, 2001). Through that, according to the definitions of TQM can be concluded as follows: 1. It is the philosophy and principles seek to continuous improvement and development. 2. Achieving consumer satisfaction as well as achieving the organization's objectives. 3. Seeks to optimize the use of human and material resources. 4. That the organization and through TQM working in the community through his service they are continually seeking to understand the consumer's need (or customer). It finds indicated that the institution or organization can not achieve customer satisfaction of internal and external company unless proven values and principles that must prevail for all its members to be able to the application of the philosophy and concept and principles of total quality management and this so-called organizational culture. Requirements of applying total quality system in the educational institution The application of the quality system in the educational institution requires: - Full conviction and a full understanding and commitment by officials in the ministry. - Promote organizational culture and organizational climate for quality in the educational institution down to the school. - Continuing education and training for all individuals, whether at the ministry level or the school level. 10 - Coordination and activation of communication between departments and divisions on both horizontal and vertical. - The participation of all parties and all individuals working in the efforts to improve the quality of the educational process. - The establishment of an information system accurate and effective quality management at both central and school. The above principles and directly affect the elements of a quality which can be summarized to the following matters: - The application of the principles of quality. - The participation of everyone in the process of continuous improvement. - Identify and clarify the procedure or what it calls regulatory actions. The above principles and elements to achieve quality leads to achieve the fundamental objective of quality Namely beneficiary satisfaction and goal with students and teachers, parents and the local community and the labor market and to the continuous improvement of the elements of the educational process. Previous studies: Arab Studies: In a study (Araji and Alawneh, 2002) entitled: "The reality and the effects of the use of information systems computerized" The study was conducted in the Center of the Ministry of Education, and aimed to examine and analyze and assess the effects of the use of computerized information systems at the center of the Ministry of Education in several areas, including: Business Administration, Finance, office, decision-making, workforce, and organizational communication. The study also aimed to demonstrate the importance of computerized information systems in terms of the degree of knowledge and the degree of use and areas of application. The study included all public employees in the Center of the Ministry of Education. The study found the following results: The use of office automation (word processor, graphics, databases, spreadsheets, ) ranked first in terms of the degree of knowledge and use then information systems functionality (for finance and accounting, salaries, loans, purchase, inventory control) in the second and third systems human resources information (employee records, mapping information systems, training and skills development) and (decision support systems for individual and collective and expert systems, management information systems senior) in fourth place. A Study by (Jack Gori Sun.1994) entitled "The role of information systems in total quality management" presented this paper infrastructure model for the impact of information systems in total quality management in business organization traditionally adopted the system on systems theory, and provided a framework for understanding the principles of total quality management and the impact of systems information on them. The study found that total quality management caused a change in the companies and created new requirements for the work of information systems, also found that the improvements in total quality management dating back to increase productivity and therefore increase profitability as reported by researchers of the last century was focused on the quantity, but in this century focus on quality. 3.A study by (Motion, 1995) titled "the important role of information systems in the success of the integrated system of production" The study was conducted on the (139) director in industrial organizations American all operations from product idea and the end of sales, where study aimed to identify the most important obstacles to the use of and effectiveness of information systems and study showed that MIS plays a key role as provide information significant and important, and study showed that 70% of the time it takes to produce is used for the exchange of information within the organization, where the means handy to use outputs information systems, and constraints related also lack of flexibility adequate and limited the role of information systems unit in the organization where they are used in the role of maintenance and not to take advantage of them in the administrative process as a whole, and the lack of an effective communication system between organizational units. Discussion: The characteristics of the sample: Table (2) shows that the proportion was 65 employees of males 73.9% and 23 females by 26.1 and this reflects the reality of the highest percentage of workers in industrial enterprises Jordanian male, also shows focused age group in the category of 30 years and less reaching number (42) by 47.7% and are working class youth, regarding cultural level figure was concentrated in a campaign where Diploma numbered 47 employees by 53.4, and As for experience, the highest proportion of the category of 5 years or less and 42% percentage. While the value of the arithmetic average of the variable No. 3 nothing facing workers in all sections of the company any difficulty in dealing with the management information systems (2.32) and standard deviation (1.55) This shows the percentage of practicing low and means there are some difficulties that accompany the use of management information systems in organizations surveyed may return to the cause of modern use of these systems in business organizations. While the value of the arithmetic average of the variable No. 9 system provides information for managers to predict future trends of different organization at the right time (2.31) and standard deviation (0.93) This shows the percentage of practicing low and means there are some difficulties that accompany the use of management information systems in forecasting future trends in the surveyed organizations may return to the cause of modern use of these systems in business organizations and lack of depth in the use of technologies, decision support systems and administrative reference systems fully. While the value of the arithmetic average of the variable No. 15 contributes MIS have in promoting participation in the exchange of ideas and experiences between individuals within the organization (2.28) and standard deviation (0.95) This shows the percentage of practicing low means a weakness in these institutions in the sharing and exchange of ideas accompany the use of management information systems in organizations surveyed may return for no reason these organizations focus on teamwork and the use of ERP systems organizations well due to the high cost and difficulties in the training of its members to take advantage of these modern systems. Analysis of Hypotheses The first hypothesis: There statistically significant relationship between management information systems and the effectiveness of corporate performance. The second hypothesis: No statistically significant relationship between management information systems and the effectiveness of reliability. The Third hypothesis: There are statistically significant relationship between management information systems and effective teamwork. Results and Recommendations: Results: (1) Results show a statistically significant effect of MIS variables on corporate performance as one of the variables of total quality management. (2) Results show a statistically significant effect of MIS variables on reliability as one of the variables of total quality management. (3) Results of the study show there is no statistically significant effect of variables MIS on teamwork as one of the variables of total quality management. (4) The results show the personal benefits of respondents said that most workers in the Jordanian industrial sector are male. (5) The results show the personal benefits of respondents focused age group of the sample surveyed in the category of 30 years or less. (6) The results show the personal benefits of respondents focus the cultural level of the respondents in the Higher Diploma campaign. (7) The results show the personal benefits of respondents focused expertise in the category of five years or less due to the newness of these organizations in the industrial clusters. Recommendations: (1) The need to be concentrated industrial enterprises in the industrial clusters in Mafraq on teamwork as one of the pillars of total quality management. (2) The adoption of industrial enterprises to the theme linking management information systems and total quality management. (3) That the surveyed organizations working to further discuss the dimensions of TQM other and have not examined by this study. (4) Public interest in scientific research important multiple researchers and fill in the questionnaire is not considered routine.
