The town has formed a Development Coordination Group to advise and assist applicants through the permitting process. The Group includes the Town Planner (Chair), Selectman or designee, Building Inspector, Superintendent of Public Works, Board of Health agent, Police Chief and Fire Chief or their designee and the Conservation Administrator. To facilitate the permitting process, we encourage you to meet with the Group even before you formally submit your applications. This will allow you to present your project to the various departments, ask questions, determine your initial steps, and solicit feedback. 5 Economic Development Committee The Economic Development Committee (EDC), appointed by the Board of Selectmen, serves in an advisory capacity and leadership role to provide recommendations to the Town about areas that impact all aspects of economic development. The EDC collaborates with the Town s leadership and residents to retain and attract businesses that will expand and strengthen our business tax base while preserving the character and charm of Southborough. There are two exceptions to this statute: 1. If you are incorporated. However, if you are incorporated but doing business under a different name, you are still required to file a Business Certificate. 2. If you are operating a business under your own full name. (e.g. John Doe Construction). Business certificates are valid for 4 years from the file date.

Relative to Business Development Projects, the Board of Selectmen can play an active role in hearings, direction of certain activities, and in the requirement of specific actions to be taken or fees to be levied. Costello (508) [email protected] Because 98% of the town is not connected to any commercial or private communal sewer system, all commercial, industrial and small institutional activities must prepare plans and conduct appropriate on-site testing and evaluation for on-site sewage disposal, for systems which discharge less than 10,000 gallons per day of sewage. Much of this on-site testing takes time and can be weather dependent. The Board of Health is involved in regulating private and public on-site soil testing for sewage disposal systems Including planning, specifications, soil evaluation, and deep observation tests and the protection of the public health. Agendas are posted on the town website. The Conservation Commission is the official local authority charged with the protection of Southborough s natural resources. The Conservation Commission is charged with administering the MA Wetlands Protection Act (MGL c. 131 s. 40), MA Rivers Protection Act (MGL c. 268), the Southborough Wetlands Protection Bylaw (Chapter 170), and the Southborough Stormwater and Erosion Control Bylaw (Zoning Code ). The Conservation Commission is also charged with preserving important local land and water resources through land acquisition and through conservation restrictions, and with management and stewardship of conservation lands. Aspesi (508) The Fire Department s primary focus is to ensure all existing new and renovated buildings and components of such meet the safety and legal requirements of the Commonwealth of Massachusetts, National Fire Protection Agency and International Code Council and others as necessary. Focal concerns include but are not limited to: property access via road and driveways, hydrant locations and operation, clearly identified building address markings, access and emergency egress into/out of buildings and below/above grade floors, emergency lighting and exit signs, smoke/heat and carbon monoxide alarm systems, fire suppression systems, specialized suppression systems, fire extinguishers, commercial kitchen requirements and storage/permitting (or licensing) of equipment and hazardous materials. 15 Police Department Police Chief: Kenneth Paulhus (508) It is our goal to build long-term relationships with the citizens as well as public and private agencies and businesses, in an effort to reduce fear of crime and disorder. Through cooperative resolution of community safety problems, we hope to jointly identify root causes and to creatively investigate remedies for crime and disorder.
