3 Mandat The Health Portfolio is the primary federal department/agency for health and essential human services and will provide emergency support functions as outlined in the Federal Emergency Response Plan (2011) Agence de la santé publique du Canada Public Health Agency of Canada 2
4 Health Portfolio responsibilities PHAC acts as the principal public health advisor to the Minister of Health and has emergency management responsibilities, in the areas of : Public health emergencies such as infectious disease outbreaks; Emergency Operations Centre activation; Legislative and regulatory issues for quarantine; Protecting the health and safety of the public against risks posed by human pathogens and toxins; Laboratory biosafety and biosecurity; Mobilisation of the National Emergency Stockpile System (NESS), Health Emergency Response Teams (Health, microbiology and epidemiology); National Focal Point for the International Health Regulations Agence de la santé publique du Canada Public Health Agency of Canada 3
