3 Standards This SMS provides the minimum legal standards that service areas and schools must keep to. It gives guidance but does not limit service areas and schools in how they achieve the standard. 1 You must manage ACMs (Asbestos containing materials) within buildings. 2 Before starting any building, maintenance, repair or demolition work in our workplace buildings, you will check whether there are any asbestos-containing materials (ACMs). This includes either consulting the e-database via property services or arranging for laboratory analysis. 3 You must look for ACMs in all workplace buildings and in buildings where you have maintenance responsibilities. 4 You must assume that all building materials contain asbestos unless there is strong evidence that they do not. 5 If you need to sample or monitor materials which you suspect are ACMs, you will choose laboratories accredited to UKAS ISO 17025:2000 from the council s approved list of contractors. These contractors all work in line with the Health and Safety Executive's publications: Methods for the Determination of Hazardous Substances (MDHS) 100; and Environmental Health (EH) You must prepare a plan setting out how you will manage the risks from the materials. 7 Building managers will have access to information on ACMs relevant to their site and will refer to the central database held by property services to check the location of, types of and physical condition of ACMs.. 8 You will use people who are trained in dealing with ACMs to survey your workplace buildings, and buildings where you have maintenance responsibilities as landlord. They will use a type 1 survey as described in MDHS 100, or better. 9 If there are ACMs in a building, you will put up warning signs on or near to the ACMs. 10 You will ask licensed asbestos-removal contractors to repair or remove ACMs, and the work will be monitored by a Property Services officer trained to the British Occupational Hygiene Society P405 certificate standard. 11 You must appoint a person(s) trained in dealing with ACMs to make sure you actively manage asbestos. (An operational manager who has attended the Asbestos Workshop See Appendix 1) 12 You must not use new ACMs in any of your work. 13 In all cases where you find ACMs or suspect there are ACMs in a building, you must carry out a risk assessment of how likely it is that people will come into contact with asbestos fibre. 14 You must give anyone who is working on a building containing ACMs, and anyone who is likely to disturb ACMs, information on the position and condition of ACMs. 15 Only HSE-approved and licensed asbestos-removal contractors will carry out work on asbestos insulation or asbestos insulation board. 4 16 You must keep health records, including records of people who have been in contact with asbestos, in line with laws relating to asbestos. 17 Suitably trained Property Services officers (see appendix 1) will arrange buildings surveys to identify ACMs. If they find potential ACMs, they will assess their condition for damage or deterioration. 18 Building managers must co-operate with Property Services officers to find out if there are ACMs in their buildings. Property Services officers will need to know exactly how buildings are used so that they can prioritise the risk assessments as described in our asbestos management guidance. 19 You must publish your own arrangements for managing asbestos in your buildings. This includes keeping all necessary documents and records. 20 You must make sure that everyone using a building, including our staff and other people (for example, contractors), meet this standard. This will include briefing people on the contents of this safety management standard (SMS) and having a local inspection programme to monitor the condition of ACMs or suspected ACMs. 21 Property Services officers will carry out or arrange surveys of buildings and will give building managers advice and support. They will arrange to take samples of, seal or remove ACMs using approved contractors and laboratories. They will also maintain the database. 22 Occupational health advisers from the safety, health and wellbeing (SHAW) service team will provide specific health advice to managers and employees about ACMs and make recommendations on the need for health assessments, including checking whether protective breathing equipment (otherwise known as respiratory protective equipment (RPE)) fits a new user. 23 If a building is being used by more than one team or organisation, you must make sure that everyone who uses the building knows that there are, or are likely to be, ACMs in the building. 24 Building managers will make sure that risk assessments are prepared for individual tasks involved in any work that has to be carried out near to ACMs in their buildings. If the risk assessment shows that the work may disturb ACMs, they must get advice from Property Services or SHAW services officers before going ahead with the work. 25 If ACMs are in good condition and are not likely to be damaged, we should leave them where they are, and trained people should regularly check them for deterioration. We will attach warning signs to the ACMs to reduce the risk of people accidentally disturbing them. 26 The asbestos cement collection service provided by Streetpride will be carried out in accordance with procedures deployed by Streetpride management, assisted by SHAW officers.
