3 Standards This SMS provides the minimum legal standards that service areas and schools must keep to. It gives guidance but does not limit service areas and schools in how they achieve the standard. Definition - Lifting equipment includes any equipment used at work for lifting or lowering loads, including attachments used for supporting the lifting equipment or fixing it in place. National legislation covers a wide range of equipment including: cranes; forklift trucks; lifts (for people and loads); mobile elevating work platforms; vehicle inspection platform hoists; and lifting accessories such as chains, slings, eyebolts and so on. 1. You must carry out a risk assessment to include lifting operations and lifting equipment. 2. Unless there is a written examination scheme for the lifting equipment drawn up by a competent person and specifying the examination intervals, lifting equipment should be examined: At least every six months, in the case of lifting equipment for lifting persons or an accessory for lifting At least every 12 months in the case of other lifting equipment. 3. Service areas that need to follow this SMS must make sure that written local arrangements allocate specific responsibilities including the appointment of a designated person (or designated people ) to co-ordinate the safe management of lifting operations and lifting equipment. 4. You must carry out risk assessments to identify hazards and control risks for all lifting operations, including how appropriate the lifting equipment is. 5. You must choose a competent person from the council s approved list, who will draw up and introduce thorough examinations or examination schemes (or both). 6. Services area designated people will carry out random inspections and tests on lifts in between thorough examinations. 7. You must produce a written emergency procedure for evacuating people who become stuck in a passenger lift including people with disabilities based on a risk assessment 6. Lifting equipment provided for use at work must meet the following standards. It should be strong and stable enough for the particular use and marked clearly with its safe working loads. It should be positioned and installed to minimise any risks. Work should be carefully planned and organised so that the equipment is used by competent people. It should be regularly and thoroughly inspected by a competent person. It should be maintained so that it is safe to use. 7. In addition to these standards, in the case of lifts: competent people must be kept informed of any changes in the lift-operating conditions that could affect the risk assessment; Page 3 of 7/WMBC/SMS LOLER/1205/02 UNCONTROLLED WHEN PRINTED
4 the competent person must be given access to any relevant documentation such as the manufacturer s instructions and maintenance records; and the owners must act promptly to repair any faults.
