3 The PEPPOL project The PEPPOL goal is to enable European businesses to easily deal electronically with any European public sector buyers in their procurement processes, thereby: Increase opportunities for greater competition for government contracts, giving better value for tax payers money encourage new and innovative ICT services simplify access to larger markets for suppliers (especially SMEs)

4 Challenges to eprocurement The lack of common business process standards and solutions make eprocurement complex and costly. Differing legal requirements make tendering across borders difficult for suppliers, in particular SMEs. Market fragmentation has resulted in technologically isolated islands of eprocurement in Europe, hampering interoperability.

11 Transport infrastructure PEPPOL has designed and implemented a flexible, secure and reliable Transport Infrastructure technology and agreement structure enabling edelivery of business documents between public and private eprocurement infrastructures. 13 Pilot implementation support PEPPOL has defined a model and established an organisation for the professional implementation and support of PEPPOL-conformant solutions within pilot projects, thereby driving the efforts of many organisations to deploy production-ready infrastructure compliant with PEPPOL specifications not only inside the project but also within the wider community of stakeholders active in public eprocurement around Europe.
