Portland and utilizes videoconferencing with the DOC/JS regional offices in Auburn and Bangor and at Mtn. View YDC Introduced participants and reviewed the agenda; Region 3 participants attended via ITV or phone. No one from the Long Creek YDC or Wings was able to participate at today s meeting. Wings did send information which was shared with the Committee. Expand ME 1 P a g e
2 DOC Updates All Regions now have 2 Regional Managers (Supervisors); Staffing vacancies reported in Region 1: 1 JCCO, and 3 JCCOs in Region 3. The new Commissioner is Dr. Joe Fitzpatrick. THRIVE introduces Kristin Thorp as the new Quality Improvement Coordinator, and announced a new Community Outreach Specialist in Region 3 will be coming on board soon. This will be a full time position and serve families in No. Penobscot and Aroostook Counties. The candidate has been offered the job and THRIVE is awaiting logistics to make announcements. Lynn shared feedback with their staff meeting; feedback was mostly positive coming from families. Thrive Updates An blast was sent to all DOC staff and other partners/stakeholders as a way to communicate news and highlights of the initiative. These will be sent out monthly. 3 Training 2 upcoming trainings in Region 3, one in Bangor and another in Ellsworth. Trainings will be Thrive s 4 hour overview of trauma-informed care and will be co-hosted by Wings and THRIVE. Dates and location to come soon. Dates of trainings will be sent out to group once they have been scheduled Nick Sarah presented project statistics to date. Referred to handout provided to all. 110 referrals to COS to date; Region 1 61; Region % male; 47.7% Informal Adjustment; 18.9% Conditional Release; 16.2% Probation; Hornby Zeller Associates Question How do we want to count a family as engaged with COS? around definition. Initial contact (phone/ /face2face) and 2 more? At least 1 F2F? JCCO/COS communication JCCO describing/explaining wraparound to families. Wraparound HZA has compiled 60 baseline interviews (R1-17, R3-43), and will present quarterly results from surveys to JCCOs. Staff interested in how they are doing. Wings - 33 referrals to date; 18 currently open with 1 opening this week; 1 referral from MV - 6 families with a FSP - 2 Youth with YSP (Youth Support Partner); 1 male, 1 female and 1 male waiting for male YSP Expand ME 3 P a g e
4 - WFI EZ completed: 1 team member, no youth and 5 caregivers Successes and Challenges: - Wings reports they are having some difficulty in obtaining information for WFI-EZ from youth. - Finding Family Support Partners to serve the north. Opportunity Alliance: - 21 Referrals to date, 19 currently open - 5 families with FSPs - 1 Youth with YSP and 2 referrals pending - Youth completing WFI over the phone Concerns for the very low # of referrals from the facilities. A question was raised about a referral from Long Creek that took 2 weeks. on engagement with youth and families. Wraparound eligibility is years of age. Wraparound contracts have been amended to align with federal fiscal contract year. Contracts were to end on 3/31/14 and be renewed; DOC, OA, Wings and Thrive met to amend to 9/30/14; clarified reporting requirements, including tracking trauma-informed trainings and implement an itemized monthly claim form to accompany invoices. A program narrative will also be required with the agencies quarterly financial reports. Thrive has entered into an agreement with GEAR to assist with conducting quarterly Team Observation Measures based on a ratio of the # of active families. Looking at 4 TOMs to be done in each region. Thrive and DOC will also be working to conduct annual site visits. Expand ME 4 P a g e
5 Youth Move Maine Work Plan Matt Leavitt, Coordinator YMM, reviewed changes within Youth Move, staffing updates to follow soon. Mike Freysinger, Program Manager for Restorative Practices, explained separation of Youth Court with YMM. Discussed capacity for youth mentors and youth support partners; There was interest in looking at the possibility of having youth mentors to support youth at facilities Revisited discussion from last meeting. Identified a number of areas to be reviewed in the development of a work plan. (not an inclusive list or in any particular order); Also consider the work completed by the Policy Review Committee and how to move that work forward. Provide Committee with restructuring of YMM and Youth Court collaboration with Wraparound Matt Mike - Purpose and focus of workgroup - Involving/sustaining families and youth in the committee and/or committee work to give perspectives; consider changing the time of our meetings to accommodate youth and parents; - Screening to ensure we are identifying youth early and appropriately - Service Array what s available? what s working? EBP and trauma-informed? Transition age youth - Maine Youth Court collaboration process - Identify training needs of the committee and stakeholders as we develop work plan - Next meeting brief check in and then work on plan In the interim, a work group subcommittee will meet in May to identify the process and specific areas/items to be included in a work plan to be presented at the June meeting for feedback, development of objectives and action steps and timelines for implementation.
