ABSTRACT (Maximum 200 words) The EAD program and user's manual were developed to assist in economic evaluation of flood plain management plans. Particular attention was given to current (as of 1989) federal policy on evaluation of national economic development benefits of flood plain management plans. Only inundation reduction benefits are calculated by this program. This program is based on the principle that flood damage to an individual structure, group of structures, or flood plain reach can be estimated by determining the dollar value of flood damage for different magnitudes of flooding and by estimating the percent chance of exceedance of each flood magnitude. The program was originally released in June 1977, revised in August 1979, May 1983, February 1984, and March The April 1994 release was the final release with no major enhancements presently planned. However, HEC plans to create a successor FDA Package for the future. 14. 4 EAD Expected Annual Flood Damage Computation Software Distribution and Availability Statement The EAD executable code and documentation are public domain software that was developed by the Hydrologic Engineering Center for the U.S. Army Corps of Engineers. The software was developed at the expense of the United States Federal Government, and is therefore in the public domain. HEC cannot provide technical support for this software to non-corps users. See our software vendor list ( to locate organizations that provide the program, documentation, and support services for a fee. However, we will respond to all documented instances of program errors. Documented errors are bugs in the software due to programming mistakes not model problems due to user-entered data.
