5 MASP.be: What is it? MASP refers to the European Long-range Strategic Plan of DG TAXUD for the realisation of e-customs MASP.be covers the requirements of the European MASP and was supplemented by e-excise Duties and a number of national projects within a Belgian context MASP.be is an extension/continuation of paperless customs (PLDA) enforced by European and National guidelines for e-customs & e- Excise Duties

Two target groups of end-users: Customs - Transporters and shipping agents - Exporters and their customs agents - Goods handlers at departure office Excise duties - Producers of excise duty products - Traders of excise duty products Their software developers General concept: Declaration is done before the arrival and the loading the goods Declaration is always done electronically Checks based on an automated risk evalution Companies can obtain formal recognition of their compliance status The risk calculation The process organisation
