A full list of current legislation and industry codes is available from the Electricity Supply Industry Training Organisation, PO Box 1245, Waikato Mail Centre, Hamilton The phrase in accordance with industry requirements is implicit in all elements and performance criteria in this unit standard. 4 Industry requirements include all asset owner requirements; manufacturers specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out. 5 Reference to terms, procedures, and specifications in this unit standard may be taken as including industry documented procedures and specifications relevant to the workplace in which assessment is carried out. 6 The following terms and abbreviations relate to this unit standard: Asset owner refers to the owner of an electricity supply network that takes its point of supply from Transpower NZ and delivers electricity to industrial, commercial, and residential customers. Asset owner procedures are the approved documented work site methods for carrying out work on an electrical supply network to the standard required by the asset owner. Network configuration status is the shape and external form of the electrical network generated by the arrangement and inter-relationship that exists between the various power systems route ways, circuits, electrical components, plant, and equipment. Switching plan (sometimes referred to as an operating order) is a document that outlines the sequence of work steps, switching procedures, and instructions required to carry out maintenance, replacement, and/or repair of equipment on an electrical network. The log the collection of log books, log sheets, completed authorisation forms, and other records including electronic and tape, which together form a complete record of operating events in a station or operating area. Work approval includes but is not limited to work permits, access permits, test permits, work authority, assurances. SCADA Supervisory Control and Data Acquisition system used for control, indication, and monitoring purposes.

3 Page 3 of 6 Elements and performance criteria Element 1 Plan network operating. 1.1 The nature of operating to be carried out is identified in consultation with others. may include but is not limited to consultation with network release coordinator, system controllers, contractor, system operator, network operations manager, project manager. 1.2 Equipment required to carry out the operating is identified. may include but is not limited to prepared switching plan, earths, special tools, personal protective equipment. 1.3 Requests to carry out network operating are received within a set timeframe prior to commencing work. may include but is not limited to rolling release timeframe, asset maintenance schedule. 1.4 Requests to release network equipment from the system for maintenance and/or repair are interpreted in accordance with job/work specification. may include but is not limited to consider the impact on the rest of the network, isolation zone for compliance with industry safety rules. 1.5 Authorisations and approvals to carry out work on the network are documented. may include but is not limited to log entries, access permits. 1.6 Register of competent operators is checked to ensure contractor complies with work competency criteria of asset owner. may include but is not limited to Authorisation Holder s Certificate (AHC) register, competency certificates register, approved contractor lists. 1.7 Work is assigned a reference number. may include but is not limited to planned work schedule, works orders, release numbers.

4 Page 4 of 6 Element 2 Compile a switching plan. 2.1 Network diagrams are examined and any changes to the network configuration status are incorporated in the steps of the operating order. may include but is not limited to diagrams may include single line diagrams, SCADA, mimic displays. 2.2 Switching plan is compiled within set timeframe. 2.3 Each step of the switching plan is clear, concise, and unambiguous. may include but is not limited to correct equipment identification, only relevant equipment referred to, can only be interpreted in one way for taking operating actions. 2.4 Terminology and abbreviations used are in accordance with industry practices and asset owner guidelines. may include but is not limited to industry rules and guidelines. 2.5 Sequence of switching plan enables objective to be carried out with minimum number of operations. 2.6 Switching plan is approved. 2.7 Known safety hazards on site are documented and reported to affected parties. may include but is not limited to reporting to contractor, system operator, network operations management. 2.8 Switching sequences and operating procedures required are arranged with the contractor and documented. Element 3 Action switching plan. 3.1 Switching is carried out. may include but is not limited to operating orders, SCADA.

5 3.2 Operating steps are actioned in accordance with sequence specified in switching plan version 4 Page 5 of 6 may include but is not limited to field operators, SCADA. 3.3 Time of initiating and completion of each operating step is documented on switching plan. may include but is not limited to system operator and field operator reports. 3.4 Alterations to switching plan are discussed, approved, and implemented in consultation with system controller. may include but is not limited to system controller, system operator, contractor, release system coordinator. 3.5 Communication links with contractor and/or operator are maintained at agreed intervals. may include but is not limited to phone, radio. 3.6 Status of equipment is inspected and tested for compliance with industry safety rules. may include but is not limited to voltage detection device, portable earths. 3.7 Network equipment is restored to, or removed from, service. 3.8 Switching is documented in accordance with asset owner procedures. may include but is not limited to log entries. 3.9 Steps in switching plan are actioned and documented. may include but is not limited to reports from system operators, field operators, contractors. Element 4 Review operating actions. 4.1 Operating order and actions are reviewed to determine compliance with the switching plan. may include but is not limited to system operators, field operators, contractors.

6 Page 6 of Status of network is updated. may include but is not limited to single line diagrams, SCADA, mimic displays. 4.3 Changes and modifications to network equipment are noted from switching plan. may include but is not limited to mimic display, SCADA, the log. 4.4 Status of network equipment is updated. may include but is not limited to single line diagram, SCADA, mimic display. 4.5 Work approvals and authorisations are monitored for their acceptance and return within a timeframe specified by asset owner. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
