2 A time for change Disability is a common experience 2011 Productivity Commission reported that the current disability system is inequitable, underfunded, fragmented and inefficient People with disability and their families and carers need certainty about their long term support options so they can plan for the future
3 COAG principles have driven design 1. It should take an insurance approach to share costs across community 2. It will fund reasonable and necessary supports based on needs with focus on early intervention 3. It should enable exercise of more choice and control in lives, through self directed approach to supports and individualised funding 4. It should involve consistent application of eligibility, timely and efficient delivery of supports and early intervention 5. It will ensure equitable access by addressing needs regional and remote, CALD and Indigenous 6. It should provide continuity of support to current recipients ensuring they are not disadvantaged in transition.
4 Implementing the insurance approach Equity and sustainability to be embedded in scheme design and culture Consistent application of eligibility criteria Consistent consideration of reasonable and necessary supports
5 Implementing Choice and Control in each element of the Scheme Each person has the right to participate fully in society and to direct their own lives by exercising control over their supports Each eligible person will determine the types of supports, who provides them, how designed and provided, how their funding is managed. Each part of the Scheme s design should be judged against whether it protects, supports and enhances choice and control
6 From principles to operations Implementation recognises the need for a national framework while recognising significant State transitional differences NDIS launch sites need to fully test Scheme design while operating within existing broader service context What we really want for them is impossible, but what we need for them is possible. Productivity Commission submission Local responsiveness critical to achieving outcomes Agency will be locally based

8 NDIS Pathway commences with wide gateway Access from multiple points in the broader social support system Enables individuals to complete intake process independently or with support (Local Area Coordinator/Agency staff) will enable self-reporting using web-based tool Will include outreach to individuals Multiple service points and channels for information provision
9 Eligibility will be confirmed by Agency Online self screening will enable individual to ascertain likely eligibility Initial planning discussion with Agency will confirm eligibility and build on information provided in self screen Tell us once principle Triage approach by Agency to Links to other service systems where appropriate Fast track urgent or crisis needs Efficiently handle one-off simple supports Enable planned approach to intake Resolve consent to access existing information
10 Planning for a future Focus on goals and aspirations, what people can do, supports for daily living and to enable participation in community and economic life. Collaborative process intended to meet to individual needs
11 Reasonable and Necessary Supports Scheme will fund reasonable and necessary supports based on needs with focus on early intervention part of insurance approach Plan will articulate supports To be accessed from other mainstream systems Being provided by family and carers Funded as part of an NDIS package Reference packages will provide benchmark information to guide decisions regarding reasonable and necessary
12 Your Plan Plans are all self directed Participants can choose: How to design their supports and who will provide them Whether they wish to self manage their plan Level of assistance needed from Local Area Coordinator or technical assistance for plan management activities To support decision making and risk enablement: Agency list of suppliers to inform choice Information on quality assurance, safeguards and risks
13 A continuing relationship Agency will work closely with participants to monitor outcomes against plan objectives A key role for the Agency and Local Area Coordinator Plans will be reviewed Regularly to monitor milestones When unanticipated changes occur Monitoring will also: Ensure modelling of cost effectiveness of supports Ensure timely support for life transitions Gather data for scheme administration to build evidence base

16 Next Steps Nationally - until December Co-design on Agency operations National and local capability for Agency IT system build progresses Finalisation of core policy and design principles Implementation of detailed planning work in five sites
17 The launch of the NDIS From July 2013, the first stage of an NDIS will become real for thousands of people in South Australia, Tasmania, the ACT, the Hunter in NSW and the Barwon area in Victoria.
18 Who is eligible in the first stage locations? Starting from July 2013 Children 0-5 with significant and permanent disability. By 2014 the age limit will be extended to 13 years and in year 3 all children up to 14 years. Around 1000 adolescents aged with significant and permanent disability. Around 6,000 people with significant and permanent disability. Around 10,000 people with significant and permanent disability who are eligible residents from the local government areas of Newcastle, Lake Macquarie and Maitland. Around 5,000 people with significant and permanent disability who are eligible residents from the local government areas of the City of Greater Geelong, Surf Coast Shire, Borough of Queenscliffe and Colac-Otway Shire.
