2 Preamble The Faculty of Economics and Management of the University of Defence, (hereinafter referred to as the Faculty) according to the Statute of Editorial Activities of the University of Defence (Ref. 2218/ ) coordinates and manages editing of the scientific journal Economics and Management (hereinafter referred to as the Journal). This Statute specifies rules of procedures of the Editorial Board and principles applicable to edition of the Journal. Journal Specification (1) In accordance with Article 1, Paragraph 4 of the Statute of Editorial Activities of the University of Defence, the Journal is a periodical, publishing results of research and scientific activities. (2) The Journal contains a set of articles, the contents of which must correspond with prerequisites of a scientific work, which is a result of the inventive activities of its author(s). (3) The Journal publishes the latest knowledge in the sphere of national defence economics and military management and promotes the process of acquiring and enhancing operational capabilities of all-volunteer armed forces. Through generalizing and spreading scientific knowledge the Journal shall also contribute to enhancing the qualification of academic staff. (4) The underlying principles of publishing are: originality, topicality and applicability in practice. (5) The Journal is intended for publishing articles of primarily academic staff and students of the University of Defence but also the works of authors from other universities, research, scientific and other institutions both from the and abroad. (6) The Journal is administered by the Vice-Dean of Research of the Faculty. The Journal Editorial Board is responsible for its general management. (7) Annually, the Journal shall consist of 2-4 issues. The number of issues, their extent and number of copies shall correspond with intentions of the Editorial Board, the publication interests of authors and funds allocated. (8) Articles published in the Journal shall be submitted in the Czech, Slovak or English languages. (9) Only articles containing no classified information may be published in the Journal. Fulfilling of this condition is an inherent responsibility of authors of individual articles. Authors (1) Author(s) (hereinafter referred to as the author) is/are responsible for elaborating and submitting articles to the Editorial Board. According to Paragraph 5, Article 1 of Act No. 121/2000 Coll., on right of 2

3 authorship and rights related to right of authorship and on amendment of other acts (Author s Act), as amended, the author is a person who has created a work. (2) The author of an article is responsible for its scientific and linguistic quality. Only works previously not published elsewhere or sent for publishing to other editors may be submitted to the Journal. (3) Each author shall make him/herself familiar with this Statute and its annexes. (4) Authors are required to submit articles in a specified form of text editing to the address of the Journal executive editor or by means of a disc (floppy or CD) via letter post with a printed copy of the article attached. At the same time, authors shall send the information necessary for an author s introduction (see Annex No. 1, p. 6). (5) Based on the observations of a reviewer or the Editorial Board recommendations, authors shall modify or correct the article submitted. A modified final copy is to be returned to the executive editor on a disc (floppy or CD). (6) In cooperation with the executive editor, author shall correct the final copy of the article. (7) Articles not accepted for publishing shall be returned to the author via the executive editor, together with the reason for return signed by the Chairman or Vice-Chairman of the Editorial Board. (8) No author s royalty shall pertain to authors of accepted articles. (9) Authors of accepted articles shall receive one copy of the published Journal issue and three copies of its abstracts. The Executive editor is responsible for distribution of copies to authors. 3

4 Reviewers (1) A reviewer is assigned to assess the content of each article submitted to the Journal. The reviewer shall prepare a review assessment in either Czech or English. (2) The Editorial Board selects and approves reviewers for individual articles. (3) Reviewers are selected from scholars of the University of Defence or other universities, research and development institutes and outstanding experts from outside the academic sphere. (4) A reviewer cannot be subordinate or superordinate to the article author. Similarly, a reviewer cannot be the author or one of composite authors of the article to be reviewed. (5) The Editorial Board is entitled to specify further criteria for selecting reviewers. (6) The reviewers responsibility is to submit an overall assessment of the article, focusing on its originality and contribution, specify its quality and scientific as well as practical value. All comments must be sufficiently justified and the assessment conclusion clear and unambiguous. In his/her assessment, the reviewer must state whether he/she: a) Recommends the article for publication. b) Recommends the article for publication after taking due regard to comments. c) Recommend the article for publication after eliminating formal deficiencies. d) Recommend the article for publication in spite of partial reservations. e) Does not recommend the article for publication. (7) The conclusions of a reviewer s assessment are considered as recommendations. The Editorial Board has an exclusive right to decide on article publication. In the case of an even division of votes the vote of the Editorial Board Chairman is the deciding vote. (8) When elaborating their assessment, reviewers shall respect the Direction for Reviewers. Reviewers submit electronic documents with their assessments together with two printed copies to the editor along with a completed form for concluding the contract for work and information for introducing the reviewer. (9) The time allocated for elaboration of the reviewer s assessment is 4 weeks. (10) Elaborating of an assessment is remunerate only in case of reviewers not employed by the University of Defence, based on a contract for work in accordance with the Statute of Editorial Activities of the University of Defence (Article 12, Paragraph 1 and 10, Table No. 6 of the Annex No. 4). 4

5 Right of Authorship (1) Author and user legal relations that apply to the creation of scientific and literary works are explicitly embedded in the law of authorship, which is an integral part of civil law. Prescriptively, they are defined by [Act No. 121/200 Coll., on right of authorship and rights related to the right of authorship and on amendment of other acts (Author s Act), as amended. (2) According to the law, the author of a work is an individual who through his or her mental inventive activity has created certain work. Should this work be a product of inventive activity of several individuals, the work is subject to authorship in common. (3) The author is in possession of: a) Personal rights of authorship, e.g. the authorship protection right, the work inviolability right, the right for public use in a way not diminishing its value etc. b) Rights of property, e.g. the right to decide on use of the work etc. (4) The author grants his or her permission for publication and distribution of the work by submitting the article to the Editorial Board in order to publish it in the Journal. (5) When using part of the work of another author, the Author s Act determines departs from the principle of the need for consent of the original author to the use of his/her work. In this case, it is the so-called free use of a work, which does not require the author s consent. A binding condition in this use of a work of another author is citing this author and title of the original work. Infringing this condition means violation of the right of authorship. (6) The right of authorship arises automatically during the creation of the work. No other formal conditions must be fulfilled for its establishment. The right of authorship endures when published in the Journal and for 10 years after its publication. 5
